Congress is Skeptical of Trump’s Plan to Reduce U.S. Troop Presence in Germany
"The House Armed Services Committee
will mark up its version of the NDAA on July 1
, and we believe that the Ranking Member Mac Thornberry (R-Texas) plans to insert language to prevent the Administration from reducing U.S. troop levels in Germany. Thornberry has already sent
a letter to the Administration
explaining his view that such a drawdown would “significantly damage U.S. national security.” In an unusual public split between Republicans in Congress and Trump, the letter is signed by almost all of the other 25 Republicans on the committee, including Chair of the House Republican Conference Liz Cheney (R-Wyoming). The U.S. presence in Germany also includes huge infrastructure investments (including the largest American air base and largest American military hospital outside the United States), and serves a “
transit hub
” for U.S. military capabilities in other parts of the world."
"Republicans in Congress have also expressed opposition to Trump’s trade agenda, but
have not mustered the political will
to restrain the President. However, Republicans in Congress have been much more willing to band together with Democrats to pick fights with the Trump Administration on matters of national security — especially when it pertains to Russia. In some cases (
such as anti-Russia sanctions in 2017
), Congress has successfully and overwhelmingly pushed back against the Trump Administration. In other cases, bipartisan majorities have tried but ultimately failed to constrain the President (e.g.
against the lifting sanctions on RUSAL
, or
constraining the President’s war powers
). In this case, there is likely to be a sufficiently large coalition in Congress to ensure that the drawdown doesn’t occur."

Last Sunday, the
German International School Boston gave their High School graduating class a sendoff to be remembered:
Graduation took place in a drive-in movie theater with
German Consul General Nicole Menzenbach serving as the commencement speaker.
Head of School Holger Wirtz commented: "When these students sat for their rigorous German Abitur exams earlier this year, we could have never anticipated how different the world would look like today. The class of 2020 has shown energy, perseverance, resilience and friendship." He also pointed out with pride that
valedictorian
Anna Dechantsreiter, a student at the school since 2006, achieved the elusive 1.0 grade (equivalent to a 4.0 GPA), a feat only very few High School grads in Germany ever achieve. The 13 graduates are off to college or gap years in the U.S. and in Germany and needless to say, being fluent in both languages and cultures, these students are well prepared for the challenges and opportunities facing the German-American transatlantic relationship.

Travel (updated from last week)
|
|
As you may be thinking about summer travel plans, we compiled a few guidelines and restrictions that are in place. Please note that this may change at any time and please always refer to the most updated information issued by the respective countries.
Travel to Germany:
- The German government, in coordination with the German states, has announced the easing of border restrictions with neighboring countries. On June 15, travelers already within the Schengen Zone will be able to travel more freely into Germany.
- At this time, airlines are advertising additional direct flights between the United States and Germany. Please note: travel restrictions are still in effect for travel from the United States to Germany. (Source: U.S. Embassies & Consulates in Germany)
- U.S. citizens who are not residents of the EU and do not fall into one of several narrow exceptions will be denied entry to Germany. Travelers should be prepared for the possibility that additional travel restrictions will be implemented with little or no advance notice. (Source: U.S. Embassies & Consulates in Germany)
- In case you enter Germany from abroad and have been in a risk area* for 14 days prior to entry, generally, a 14- day quarantine is mandatory. Exceptions are possible in the case of a negative PCR test for SARS-CoV-2 for a maximum of 48 hours before entry or after entry. Travellers from EU countries, the Schengen area and the United Kingdom are not required to quarantine for 14 days on arrival in Germany unless their entry is from a country with a high infection rate* and the corresponding regulation of the federal state** requires this. (Source: Robert Koch Institut) UPDATE: While the U.S. is considerend a country with a high infection rate, several U.S. states are excluded from that list, including Massachusetts and New York. Therefore, travelers from Massachusetts do not need to quarantine when entering Germany as of June 19, 2020. The list ist being updated daily.

- Foreign nationals who have been in any of the following countries during the past 14 days may not enter the United States:
- European Schengen area Austria, Belgium, Czech Republic, Denmark, Estonia, Finland, France, Germany, Greece, Hungary, Iceland, Italy, Latvia, Liechtenstein, Lithuania, Luxembourg, Malta, Netherlands, Norway, Poland, Portugal, Slovakia, Slovenia, Spain, Sweden, Switzerland, Monaco, San Marino, Vatican City
- United Kingdom
- Republic of Ireland
- Citizens and lawful permanent residents of the United States, certain family members, and other individuals who meet specified exceptions who have been in one of the countries listed above in the past 14 days will be allowed to enter the United States through one of 15 airports
- After arriving to the United States from one of these countries, CDC recommends that travelers stay home and monitor their health for 14 days. (Source: CDC)

mentors in general
, but also in particular to match with two GABC YP
Mentees.
Mentors needed with the following background:
- chemical engineering with a higher degree and now works in the Healthcare sector, preferably in drug development for a mentee who just started his career
- management consulting with focus on energy sector or experienced energy sector professional with network in the US.
