I’ve just returned after several weeks of travel, including a trip to the ESRI User Conference where I had the opportunity to attend the Senior Executive Summit and network and gain new insights — especially important as GCOOS expands its use of ArcGIS in framework and applications across the system. Megan Howson, GCOOS marine mammal biologist and data scientist who also attended the conference, and I came away with new ideas that we will be excited to implement when we have a new GIS administrator in place. Note: We’ve extended the application deadline for that position — see the link below for details and please feel free to share it throughout your network!



ESRI also recently featured GCOOS in a web story about how we have made the data we collect and manage significantly more accessible with ArcGIS Enterprise and ArcGIS Online. (Click here to read the story now.)


I also came back to some good news reported by IOOS Association Director Kristen Yarincik that the Senate Commerce-Justice-Science (CJS) appropriations bill has passed the full committee. The bill, if passed by the House, would fund the IOOS Regional Observations line at $43.5M in FY26 (a $1M increase over FY24/FY25 CR)! According to Kristen, it was pretty clear from deliberations that overall this was a very bipartisan bill. The amount is also what the Senate proposed for IOOS in its FY25 bill last summer.


There’s still a bit to go — while the Senate CJS bill passed Subcommittee last week, it will next go to the full committee for markup — we’re hopeful that our legislators continue to see the value of our nation’s ocean observing system and will once again be steadfast in their support of this key network providing essential services to the U.S.


At GCOOS, we also received news that years three and four of our Infrastructure Investment and Jobs Act (IIJA) funding for the project "Continue the Modernization and Recapitalization of the Gulf of America Coastal Ocean Observing System" for $1.3 million has also been approved.


As we head into the most active part of hurricane season — and with the recent example of the devastating floods in the Texas hill country — it’s clear how important forecasting and risk communication are to help protect Gulf coast communities. Our thoughts are with the communities dealing with the aftermath of the flooding and want to offer you a reminder to make your hurricane preparations now, so you can be ready when a storm is headed your way.

Application Deadline Extended: GIS Administrator

GCOOS has extended the deadline for applications for the GIS Administrator, who will manage an ArcGIS Enterprise and ArcGIS Online hybrid system and work closely with the GCOOS Data Management and Cyberinfrastructure Team to serve a unique user base with a suite of rich marine geospatial data services and applications using the GCOOS GIS platform.



Supporting Marine Educators Nationwide

GCOOS was pleased to sponsor the recent meeting of the National Marine Educators Association (NMEA) annual conference “enGULFed in Change: Roux-ted in Resiliency” hosted by the Southern Association of Marine Educators (SAME) June 29-July 3 in Lafayette, Louisiana. We were excited to join hundreds of professional educators from around the world who are dedicated to teaching about our marine, coastal and aquatic environments. Inspirational speakers at the University of Louisiana-Lafayette campus made for an opportunity to showcase the rich local culture and surrounding ecosystems.

GCOOS Marine Mammal Biologist and Data Scientist Megan Howson hosted a session focused on resources recently made available on the GCOOS CETACEAN data portal, including lesson plans focused on species threats and resilience.

GCOOS Outreach and Education Manager, Dr. Chris Simoniello, and Program Coordinator Grant Craig teamed up to host a session titled “Science Festival Fun: Making Known the World of Water with Hands-on Fun.”


Simoniello and Craig also participated on the author panel, held in honor of the release of Volume 40, Issue 1, a Gulf-focused special edition of the journal Current sponsored by SAME and made possible by the generous support of long-time GCOOS Outreach and Education Council member Jean May-Brett and her husband Tom.

GCOOS Tools for Educators

The resources GCOOS presented during the NMEA conference are available to all educators on our website.



“Ocean Animals on the Move: Using Technology to Track Marine Life and Understand Environmental Change” includes three lessons for students in grades 8-12. The goal is to understand the purpose and process of animal tracking and the data stewardship practices needed to apply the information to real-world challenges.

The CETACEAN Data Portal is a cloud-based platform to provide user-friendly access to data and visualization tools for assessing the health of whale and dolphin stocks in the Gulf of America and to better understand the stressors that threaten them. The portal was developed by GCOOS with funding provided by NOAA. CETACEAN now includes a new video showing users how to navigate the site, as well as a new page “CETACEAN for Educators,” which provides lesson plans for teachers using NGSS standards. The plans are focused on core ideas of interdependent relationships in ecosystems, ecosystem dynamics, functioning and resilience, biodiversity and humans and developing possible solutions.

GCAN Webinar: Coastal Carbon Cycling

If you missed the July 1 GCAN webinar focused on coastal carbon cycling, it’s now available on the GCAN website and our YouTube channel.



Dr. Kanchan Maiti, Professor and Chair in the Department of Oceanography & Coastal Sciences and Shell Professor in Oceanography/Wetland Studies, Louisiana State University presented “Coupled benthic-pelagic responses to storm events in the Northern Gulf of Mexico Continental Shelf.” In his research, Dr. Maiti explores interlinked topics related to transport and transformation of carbon, nutrients and contaminants in coastal and deep ocean systems utilizing geochemical tracers and autonomous observation platforms.


History Spotlight

Celebrating the Biodiversity Network

In 2015, the first all-hands meeting of the newly created U.S. Marine Biodiversity Observation Network (MBON) took place in Miami. Representatives from more than 20 organizations discussed a new network that would track changes in biodiversity in our oceans to enable use of the information on biodiversity status and trends to support decision-making and conservation efforts.


Today, MBON is a community of scientists, researchers and institutions working together to improve the collection, management and analysis of biodiversity data. Many moving parts have helped to realize the vision: from field programs and lab analyses to data management and service delivery.


Establishing standard approaches for data sharing, formatting, metadata and other elements is key to integrating species information so resource managers can detect changes in biodiversity and abundance. MBON partners have been integrating biological data on everything from genes to habitats and linking observations to abiotic environmental variables, identifying site projects within national marine sanctuaries to incorporate environmental forcing and biogeography, and using integrated products to adaptively manage living marine resources.


GCOOS has been a collaborating partner from the beginning, focused on stakeholder engagement and outreach and developing data platforms that offer consistent downloads of scientific datasets in common file formats. In just the past year, GCOOS has published 242 new datasets from the Southeast U.S. MBON project, including CTD datasets from cruises, phytoplankton concentration by class from Surfside, Texas, and benthic core macrofauna samples and corresponding environmental data from coastal Louisiana estuaries on its ERDDAP servers (access them here: https://data.gcoos.org/erddap.php.)


Likewise, collaborators at SECOORA are actively working to standardize datasets like South Carolina Department of Natural Resources SEAMAP-SA data that include 30-plus years of independent fisheries survey data. But before data synthesis and applications are possible, coordinated campaigns that include a plethora of field and lab techniques take place. Among these are collecting plankton imagery profiles from the Continuous Particle Imaging and Classification System (CPICS); net tows for zooplankton; sound data collection and processing; collection and processing of environmental DNA, chlorophyll-a concentration through fluorometry, and absorption spectra through spectrophotometry to analyze phytoplankton, CDOM and non-algal particles.


Add satellite-derived seascape products to the mix and it’s clear that overcoming the challenge of converging on a set of variables that best represent the status and trends of marine life truly does take a village dedicated to long-term data collection.

GCOOS ArcGIS Featured in Esri’s ArcWatch

ArcWatch features stories about mapmakers and geospatial app makers, as well as tech tips, training information and product news. A recent issue featured GCOOS and its work to make data more accessible via GIS. In “Sharing Ocean Data with GIS,” Kimberly Hartley writes that “GCOOS has long used GIS technology to manage and collect that data as well as to visualize and analyze it. Now, in a project that took less than a year, the nonprofit has also made the data it collects and manages significantly more accessible with ArcGIS Enterprise and ArcGIS Online.”



New Tool Makes Accessing Ocean Data as Easy as Asking a Question

Oceanographers, climate researchers, marine scientists and even the public can now access vast databases of ocean information simply by typing questions in plain English, thanks to a new open-source tool released by GCOOS that connects AI assistants to scientific data servers. The tool was released on the launch of Ocean Data Day, a new observance that celebrates the critical role ocean, coastal, and Great Lakes data play in commerce, research, and safety for everyone in the United States. The new “GCOOS ERDDAP Model Context Protocol (MCP) Server,” created by GCOOS Developer Bob Currier, bridges another gap between powerful oceanographic databases and less knowledgeable users.


The tool is open-source and available here and allows users to search ERDDAP datasets, retrieve metadata and analyze variables through natural language queries rather than manual URL construction. ERDDAP — NOAA’s Environmental Research Division's Data Access Program-developed data server — provides a straightforward consistent way to perform data analysis and visualization and download subsets of gridded and tabular scientific datasets in the file formats of your choice. But learning how to use ERRDAP can be daunting for new users.

Extracting Station Metadata: BSEE/NTL Data Repository and Registry

GCOOS manages the data for the Bureau of Safety and Environmental Enforcement (BSEE) Notice to Lessees and Operators (NLT) and publishes it via our ERDDAP server and Web Accessible Folder. The data submitted to the BSEE/NTL Data Repository and Registry can be downloaded from the GCOOS ERDDAP or WAF data services. In some cases, users might need only to extract the metadata for the stations or a summary of the platform's submissions. Visit the Station Inventory page, where additional buttons are available to users.


Here’s a quick overview:


Button: “Generate a CSV file of the stations inventory.” This link generates a Comma Separated Values (CSV) file that can be read using any standard editor or a spreadsheet like Microsoft Excel, to view a list of stations that are submitting data to the BSEE/NTL Data Repository & Registry. It includes:


  • The name of the data provider;
  • The designated Uniform Resource Name (URN) that is a globally unique persistent identifier, using the labelling schema as proposed by NOAA IOOS;
  • The World Meteorological Organization (WMO) identification, when available, or the GCOOS-supplied identifier;
  • Short description of the platform;
  • The reported geographic coordinates (latitude and longitude) of the station;
  • List of parameters being reported; and
  • Date it last reported data to GCOOS.


Button: “Click here to open the API docs for station metadata.” This button will direct you to a new page that facilitates the formulation of Application Programming Interface (API) calls for extracting station metadata. You can filter the results to include only active stations (with the default setting returning all stations). Additionally, you can select the response format as either JSON or CSV and access extended metadata. This extended information may include details such as the area code, block number, name of the leased area, structure type, and the installation date as recorded by the Bureau of Ocean Energy Management (BOEM), which issues the lease.


These facilities are available to users who want to interface their online modules with the data that are in the BSEE/NTL Data Repository and Registry.

Restoring HFR

GCOOS Oceanographer Dr. Uchenna Nwankwo, along with Andrew Dancer, Dr. Xiao Ge and Weston Kennedy from Texas A&M University’s Geochemical and Environmental Research Group (GERG), recently conducted a field maintenance trip to restore the high frequency radar station in Padre Island National Seashore (designation: PINS). They replaced the receiving antenna, and restored the site communication system and antenna measurement pattern. During the two-day trip, they also successfully restored the Port Mansfield CODAR.

NOAA Teams Up with Google for AI Hurricane Forecasting

NOAA’s National Hurricane Center (NHC) and Google LLC are teaming up on a new artificial intelligence (AI) weather forecast model to advance NOAA’s mission to save lives, mitigate property loss and improve the nation’s economy by issuing forecasts of hurricanes and other hazardous tropical weather.


Through this partnership, Google’s AI for weather team will provide near-real-time AI tropical cyclone forecasts to NHC for the purpose of evaluations, improvements and integration within NOAA’s technical infrastructure. Google will also host and maintain a visualization platform called Weather Lab to view the AI model outputs. In addition to provision of data and numerical model output, NOAA will perform routine evaluations of Google’s new and updated models and jointly share progress and results of the collaboration with the public and scientific community. The partnership will put new models in the hands of the NHC forecasters, who directly communicate hazard risk to the public and partners to enable life-saving actions.



New Storm Surge Prediction Tool

NOAA Research is developing a new tool to more effectively communicate the timing, extent and magnitude of storm surge during hurricanes and tropical systems. The Hazard Services is a multi-threat warning software system developed by NOAA’s Global Systems Laboratory to issue severe weather alerts for hazardous weather conditions including severe thunderstorms and tornadoes, flooding, blowing dust, heat, wind and winter weather events. Starting this summer, Hazard Services will be testing a new element in the field to communicate the risk of life-threatening storm surge.


Long-Term Change

GCOOS Marine Heatwave Webinar Series Wraps with Coastal Weather

GCOOS wrapped up its Marine Heatwave Webinar series with talks focused on the impacts of MHWs on coastal weather. Drs. Brian Dzwonkowski, University of South Alabama and the Dauphin Island Sea Lab, Shawn Milrad, Embry-Riddle Aeronautical University, and Coral Lozada, Houston Methodist Academic Institute, shared research aimed at understanding how marine heatwaves form as well as their impacts on ocean and coastal communities. These impacts included how high summer temperatures in the Gulf impact hurricane formation and intensification and how hurricanes, extreme heat, harmful algal blooms and other marine heatwave-related stressors impact human health.

Marine Heatwave Short Reports Now Available

While with GCOOS, National Academies Science Policy Fellow Dr. Renata Poulton Kamakura, along with GCOOS Outreach and Education Manager Dr. Chris Simoniello, developed “Gulf and Caribbean Marine Heatwave Impacts” a report discussing various heatwave economic, social/cultural, health, governance and species/ecological impacts of marine heatwaves in the Gulf and Caribbean region. The document includes a broad overview and a series of short reports focused on impacts on marine species (like oysters and finfish) and coastal infrastructure and industries (like energy infrastructure and fisheries).



The reports are now available in a downloadable PDF format and posted to the GCOOS website here. Over the next few weeks, we will be adding the reports in Spanish for download as well.

MARACOOS is hosting an interactive virtual workshop focused on the development of the East Coast Community Operational Forecast System (ECCOFS) — a new ocean model designed to deliver real-time forecasts of currents, temperature, salinity, and sea level along the entire East Coast, from the Caribbean to the Grand Banks.

Healthy Ecosystems & Living Resources

New Study of Mesophotic Ecosystems

Florida Atlantic University’s Harbor Branch Oceanographic Institute has received a $999,664 grant from the Florida RESTORE Act Centers of Excellence Program (FLRACEP) for a three-year project titled, “Influences of Upwelling and Riverine Nutrient Plumes on the Mesophotic Coral Ecosystems of the West Florida Shelf.”


The FAU project seeks to understand how ocean currents and nutrients from land influence the health and productivity of MCEs along the edge of the West Florida Shelf, which is home to one of the largest MCEs in the Gulf. These deep coral habitats are built on exposed rocky seafloor areas and support vibrant communities of corals, sponges, and fish, many of which are economically important and rely on these areas for spawning. While a few protected areas have been established to safeguard these fish populations, much of the West Florida Shelf remains open to fishing, and large areas have yet to be fully explored or mapped.

New Gulf Council Members

The Secretary of Commerce has announced the appointment of three new members to the Gulf Council, which manages fishery resources in the federal waters of the Gulf of America. Appointees, who will begin their three-year terms on Aug. 11, are:


  • Brenda Ballard, recreational angler from Texas, who is Program Director for the Center of Continuing Education at Texas A&M University Kingsville. She is also president of her local chapter of the Coastal Conservation Association and serves on the Gulf Council’s Reef Fish Advisory Panel.
  • Johnny Marquez, Senior Manager of Sportsman Advocacy for Vanishing Paradise/ National Wildlife Federation. He lives in coastal Mississippi and is an avid recreational fisherman who has served on numerous Council Advisory Panels and Stock Assessment Panels.
  • Dr. Micheal Allen, Cedar Key, Florida, is an avid recreational angler, licensed captain, co-owner of a seafood market and fisheries professor at the University of Florida. He is also Chairman of the Council’s Scientific and Statistical Committee.

New Newsletter: UG2

The Underwater Glider User Group (UG2) has introduced its new bi-annual newsletter covering the latest news from the glider community.


This edition includes a save-the-date for the next UG2 workshop — May 18-20, 2026 in St. Petersburg, Florida — publication and workshop highlights and even a Q&A with GCOOS’s former executive director Dr. Barbara Kirkpatrick, a member of the UG2 steering committee.



Oil and Gas Lease Sale in the Gulf

The Bureau of Ocean Energy Management (BOEM) has published a “proposed notice of sale” — Lease Sale 262 — which will offer approximately 15,000 unleased blocks located three to 231 miles offshore across the Gulf’s Western, Central and Eastern Planning Areas. Covering roughly 80 million acres, these blocks are situated in water depths ranging from nine feet to more than 11,100 feet (three to 3,400 meters). The sale is the first of three planned in the Gulf of America under the 2024–2029 Outer Continental Shelf Oil and Gas Leasing Program. BOEM is also in the process of developing a new National Outer Continental Shelf Oil and Gas Leasing Program that will include additional leasing opportunities.



USF Technology News

The most recent newsletter from the Center for Ocean Mapping and Innovative Technologies (COMIT) at the University of South Florida (USF) featured a stop-motion animation by Grace Angeli, USF undergraduate student, who recently completed a Florida High Tech Corridor internship with the Ocean Circulation Lab. During her internship she worked on developing sound speed profiles based on glider data.

The newsletter also featured an image recognition database that automatically classifies seagrass structure, a new uncrewed surface vessel and real-time data from the SUBGEO-1 spar buoy that is now available on the USF College of Marine Science’s Coastal Ocean Monitoring and Prediction System (COMPS) site.

GulfCon Call for Sessions

The next Gulf Conference is scheduled for May 4-7, 2026, in Mobile, Alabama at the Mobile Convention Center and will emphasize the intersection of science and management. The GulfCon Program Committee is seeking proposals for scientific sessions for the 2026 conference. Sessions should establish a dialog, facilitate collaboration, and/or identify needs and gaps around the proposed area of interest. Session proposals that promote the integration of science and management into decision-making are encouraged. Sessions may include, but are not limited to, this year's conference topics:


  • Resilience of natural and human communities
  • Data collection, application and synthesis
  • Water resources
  • Habitat restoration and stewardship
  • Living resources
  • Science, practice and policy of integrated local and regional planning
  • Understanding and preparing for extreme events

Mississippi-Alabama Sea Grant

Gulf Resilience Community of Practice Awards

Each year, the Gulf Resilience Community of Practice gives awards that recognize individuals, organizations and communities that have done an exemplary job of communicating resilience challenges in the Gulf community.


This year’s winners were announced during GRCP’s annual meeting in Houma, Louisiana. The winners included: deEtte Smythe, St. Tammany Parish, Louisiana, Individual category; Boat People SOS, Community Champion winner; and Refugio County, Texas, Community category.


The City of St. Petersburg, Florida, received a special Community Honorable Mention award for their Community Rating System program that works collaboratively with Pinellas County, Florida, to address both safety and economic benefits of resiliency.


For many of the recipient organizations, a hallmark of success is the collaboration among diverse groups including representatives from local government, elected officials, academia, nonprofit organizations, the Council of Neighborhood Associations, emergency management, the real estate and insurance industries, and others to determine measures that would work to make coastal cities more resilient and sustainable into the future.

Celebrating the One-Year Anniversary of GOES-19

At the end of June, NOAA celebrated the one-year anniversary of the launch of GOES-U, later renamed GOES-19. This weather satellite, which reached its geostationary orbit on July 7, is the final satellite in the Geostationary Operational Environmental Satellites (GOES) R series. The satellite is proving to be a vital resource for short-term forecasts and warnings of severe weather as well as detecting and monitoring hazards such as wildfires and smoke. For instance, as two significant tornado outbreaks swept across the nation in May, GOES-19 provided critical data to NOAA’s National Weather Service (NWS), which helped them deliver early warnings, real-time updates, and on-site support for emergency managers.
