Downtown Great Falls is looking great with the newest batch of exciting murals created during this summer's ArtsFestMontana Great Walls week.

1) Calumet announced that the U.S. Department of Energy awarded a $1.44 bilconditional loan guarantee commitment to fund the construction and expansion of the Montana Renewables renewable fuels facility in Great Falls, Montana. The expansion would position Montana Renewables as one of the largest Sustainable Aviation Fuel (SAF) producers globally with production capacity of approximately 300 million gallons of SAF and 330 million gallons of combined SAF and renewable diesel. 2) Our energy industry consultants, RMI, traveled to Great Falls to present the findings of their market opportunities and barriers to help us attract more investment in energy and energy-related industries in the Great Falls Montana trade area. Opportunities abound to attract investment in wind, solar, hydrogen, and eFuels, and to significantly increase the energy efficiency of industrial operations, commercial facilities and homes. By 2035, the Great Falls trade area has the potential to attract $11.5 billion in wind energy investment. 84% of roofs in Cascade County are solar viable. Homeowners and renters could save $1.6 million in energy savings per year. Exciting investment announcements made recently by Berkshire Hathaway Energy Montana and Calumet's Montana Renewables demonstrate the potential for the Great Falls Montana trade area. 4) We issued the Downtown Great Falls Market Analysis and Downtown Great Falls Economic Vitality Transformation Strategy. The Great Falls Development Alliance and the Downtown Development Partnership engaged Leland Consulting Group to provide a detailed, data-driven market analysis to quantify underlying market conditions and to identify feasible strategies to keep the momentum of investment going in downtown Great Falls. Thank you to the businesses, property owners, developers and partners who helped with the analysis. 8) Our Small Business Development Center team attended an webinar this week about the Goldman Sach’s 10,000 Small Businesses program. The program is a multi-week business education program - where business owners receive one-on-one business advice while learning valuable skills to help grow their businesses. This year the program will be based out of Great Falls. 9) Industrial Hemp is an emerging industry which promises to increase the sustainability of products from clothing to car doors. To discuss changes and opportunities in this market, IND HEMP brought together a diverse coalition of stakeholders from all across the Hemp supply chain for their third annual Hemp Summit, the Goodness of Hemp. During the two and a half day summit, participants learned about different potential applications of industrial hemp, toured IND HEMP's facility in Fort Benton, MT and had the chance to network with buyers, growers, processors, researchers and service providers.


10) Our Great Falls Regional APEX, along with Ms. Colleen Goad, the 341st Contracting Section Supervisor for the Construction Architect & Engineer Flight at Malmstrom AFB, and members of the 341st Contracting Squadron, teamed up for a special in-person event that brought Montana businesses together from across the state to network and gain insight on managing federal contracts. 11) Today we are issuing an RFP to find a consultant(s) to conduct an in-depth market demand assessment for new indoor and outdoor recreation and entertainment offerings and venues in the Great Falls Montana trade area. This project builds on recent strategic planning done by Great Falls Tourism, Central Montana Tourism, and the state's tourism leaders at the Montana Department of Commerce. Once the market analysis is completed, we will work with the consultant(s) to put together a new economic development strategy to grow and diversify recreation and entertainment industries in our region. Recreation and entertainment industries are important both for growing tourism, which is a primary sector industry that brings new dollars in, and to retain and attract workforce talent and improve quality of life for residents. 13) Finding retail locations or a distributor is an essential step for any company looking to grow their sales. To support Montana companies with this endeavor, the Montana Department of Agriculture hosted the Montana Food & Beverage Show where 45 Montana made Food & Beverage Companies had the chance to meet with 150 buyers over the course of the day long trade show. However, to meet the demands of growth, food manufacturers need to know the basics of how to meet food safety laws, lean manufacturing goals, accurate price setting and more which is why the Montana Manufacturing Extension Center (MMEC) held the inaugural Food and Beverage Manufacturing Summit the following day.   At the summit, businesses were able learn about Montana based resources like the MMEC or the Food and Ag Development Center Network as well as have their questions about labeling, pricing, and distribution answered. 14) As voters mail in their ballots or head to the polls, GFDA is gearing up for the 2025 Montana Legislative Session. GFDA's Board of Directors urges support of the continuation of the expanded Montana Medicaid program which has been a huge success. Statewide, 78,847 Montanans have participated in this program, including 17,977 in Cascade County, 1,445 in Teton County, and 902 in Chouteau County. Paid 90% by the federal government, the program has created an estimated 293 additional jobs in Cascade County. 76% of the participants statewide are working or in school. 6 in 10 Montana employers employ a worker on Medicaid expansion. The average length of time a beneficiary is on Medicaid expansion is 22 months.

Rich and Deb were able to tour Conservation Grains with Judy Cornell and see how her current facility is operating. 18) The Great Falls City Commission acknowledged the statewide change to single family zoning to allow both: Accessory Dwelling Units (ADUs) on lots containing a single-family dwelling are now hereby permitted by right, and; Duplexes are permitted in any zoning district where a single-family dwelling is permitted. Zoning districts of properties within the City of Great Falls can be found on the Interactive Zoning Map webpage. Speaking of zoning, the Great Falls City Commission is seeking applications for the Great Falls Planning Advisory Board. The appointees will serve a three-year term beginning January 1, 2025 and run through December 31, 2027. Terms for three board members are set to expire at the end of December. 19) Value added ag processors or food manufacturers have until October 31st to submit their pre-applications for the Growth Through Agriculture Program that opened at the beginning of the month. This program from the Montana Department of Agriculture which allows up to $50,000 in grant funding and up to $100,000 in low interest loans is meant to support the development and diversification of Value-added Ag in Montana. The Montana Department of Commerce has opened a new round of STEP grants to small businesses to help boost exporting. Eligible Montana exporters can apply for 50% reimbursement of up to $10,000 for eligible marketing activities, like trade show exhibition, market research and U.S. Commercial Service programs and foreign language translation. Other eligible marketing activities include international compliance testing, intellectual property protection, digital marketing and travel stipends. Our freight logistics consultants, Moffat & Nichols, completed key findings of the Great Falls Region Freight Market Assessment and Economic Development Strategy Recommendations. This comprehensive study offers valuable insights into the logistics industry and its potential in our region. We have already begujn work implementing some of the recommendations. The Preventative Control Qualified Individuals (PCQI) certification is required for Food companies reregister under section 415 of the Federal Food, Drug, and Cosmetic Act (FD&C Act) barring any exemptions or modified requirements that might apply. Cybersecurity is a top priority for the Department of Defense (DoD). Great Falls Regional APEX is helping small businesses by providing consultation and guidance on the new cybersecurity standards that will be mandated for federal government contracting. If your company handles Controlled Unclassified Information (CUI) or Federal Contract Information (FCI) not intended for public use, you must meet specific security standards. As a basic requirement, you need a Cybersecurity Maturity Model Certification (CMMC) Level 1, which demonstrates that your business has security measures in place to protect sensitive data. CMMC 2.0 is expected to start in 2025, with full integration into all Department of Defense (DoD) contracts by 2028. Get ahead of the game! The Montana Department of Commerce's Automation Loan Program is designed to extend financial assistance to Montana-based manufacturing enterprises seeking to upgrade, replace or expand their equipment. The program has extended the timeline for obligating funds through an executed commitment letter in this funding cycle to December 31st. Applicants are encouraged to work closely with participating lenders and program staff to ensure this deadline is feasible with the proposed project. Registration opened for the first annual Montana Food & Beverage Manufacturing Summit being held in Missoula on October 15th. The summit is a one-day educational forum focused on essential topics to grow or improve your business, hosted by Montana Manufacturing Extension Center and the Montana Department of Agriculture. It will take place in conjunction with the Montana Food and Beverage Show on October 14. You will learn directly from industry experts and government officials about key steps in developing a successful food business. The program of workshops and speakers will cover the most frequently asked questions on packaging, labeling, fill control, process control, food safety, distribution, manufacturing efficiency, and more. The U.S. Small Business Administration (SBA) has recently announced that it will temporarily pause accepting applications for federal small business certifications beginning August 1st through September as it performs system upgrades to its certifications portal. If you’ve been working on your certification application, we recommend completing your submission before August 1st. Cybersecurity challenges for businesses continue to grow. The Montana Manufacturing Extension Center (MMEC) is offering an array of useful resources to help Montana businesses to protect themselves.


USDA opened a new round of Rural Energy for America Program (REAP) grants and loans. Rural small businesses and agricultural producers can use the funds to make energy-efficiency improvements, lower operating costs, or install renewable energy systems. The Montana Manufacturing Extension Center has launched the Certified Manufacturing Associate Apprenticeship program. This one-year program combines on-the-job training with online technical classes on safety, math and measurements, manufacturing processes, and quality control.

The Montana Innovation Partnership is offering a number of trainings and an accelerator program for companies interested in pursuing Small Business Innovation Research (SBIR) or Small Business Technology Transfer (STTR) grants.
