6) I participated in the Strategic Deterrent Coalition's Board of Directors meeting in DC with Steve Grooms of 1st Liberty FCU. Our defense advocacy effort, the Central Montana Defense Coalition, is a coalition member. The Coalition was formed to band together the host communities of military bases comprising the nation's nuclear strategic deterrent forces. We both participated in the Threat Assessment workshop hosted by the Coalition's Board of Regents comprised of retired military and key industry leaders.


7) Then I travelled to Orlando to participate in the Space Force Association's annual conference, joined by hundreds of U.S. Space Force Guardians and key space industry and technology leaders.


8) Sara Niccum engaged alongside producers, policy advocates, and merchandisers from across the western United States at the Montana Organic Association annual conference. Attendees discussed opportunities and challenges in regenerative agriculture such as the USDA’s Make America Healthy Again strategies and recent investment into regenerative agriculture programs. Stakeholders are looking toward the Montana Legislature’s 2027 session to review key issues and program funding including Food and Ag Development Centers and the popular Growth Through Agriculture grant. 10) Did you know foreign relationships can influence your eligibility for federal contracts? Great Falls Regional APEX presented a statewide webinar on Understanding Foreign Ownership, Control, or Influence (FOCI) in Federal Contracting, helping businesses understand how foreign ties can affect their ability to compete for federal opportunities. Attendees learned that if a foreign company or individual can influence decisions or access sensitive information, it may need to be reported. 12) GFDA partnered with Great Falls Montana Tourism to conduct a series of public relations effort Interviews, supported by local partners and businesses, that highlight the full breadth of experiences and opportunities Great Falls has to offer. These interviews are laying the foundation for a live virtual media event that combines the immersive feel of a familiarization tour with the intimacy of a fireside chat, featuring compelling visual storytelling and authentic local voices. The upcoming event is designed to engage travel journalists and editors, relocation and lifestyle writers, business and economic development reporters, and influencers focused on small-city living, outdoor recreation, and entrepreneurship.


13) Downtown Great Falls collaboration continues as GFDA met with the City of Great Falls to deepen alignment and understanding around the Tax Increment Financing (TIF) program and how it can better support redevelopment in the heart of Great Falls. The discussion focused on program goals, eligibility, and process clarity, reinforcing a shared commitment to making downtown projects more feasible and investor-ready. With TIF funds currently available, this coordination helps ensure prospective projects can move efficiently from concept to construction. 16) Jolene and Kristen brought GFDA’s energy leadership to the forefront this week as invited speakers on energy topics at the Montana Salinity Control Association. 19) Our Brownsfields Advisory Committee met to discuss potential redevelopment projects throughout Cascade County. We have funds available to provide free hazardous materials assessments and low interest loan capital for hazardous materials cleanup to support redevelopment. The Montana Tourism Development Grant Program, formerly the Pilot Community Tourism Grant Program, will be accepting applications from December 15 to January 22. The program aims to strengthen rural and under-visited communities by improving infrastructure, accommodations, and amenities, while also enhancing visitation assets such as attractions, product development, wayfinding, access, and transportation. The MT Department of Commerce has opened the Economic Impact and Destination Event Grant Program. The 2026 application cycle is now open through December 18th. Eligible communities and organizations can apply for up to $25,000 to support new or existing events held between January 1, 2026, and March 31, 2027. The Montana Department of Commerce's Big Sky Film Grant opened December 1stThis grant program aims to build and support partnerships with filmmakers and production companies to create Montana film industry jobs. With the federal government reopened, the USDA Value Added Producer Grant is expected to begin accepting applications in the coming weeks. This program is for established businesses who are expanding their capacity or product offerings using one of five identified value-added methodologies. Producers can evaluate their project's eligibility by taking the VAPG self assessment survey. Though the application has not officially opened, now is a good time to begin preparing materials for the 2026 funding cycle, which requires SAM.gov and federal eAuthentication registration. We encourage you to take advantage of the Innovative Educational Program Tax Credit to make a direct and lasting impact on education in Great Falls. Montana’s Innovative Educational Program Tax Credit allows you to redirect a portion of your state income taxes directly to Great Falls Public Schools, enhancing innovative programs and opportunities for our students. Thanks to the generosity of our community, Great Falls has led the state for two consecutive years—securing nearly $1 million in tax credits last year alone. Together, community members like you have already invested over $2.1 million through this new program. These funds have been used to establish the new GFPS Innovative Learning Center opening in 2026, expand summer learning, and provide mental health support for students. This year, contributions will help restore and begin to sustain field trips/investigations for more than 800 elementary students and expand STEM learning for all K–12 students. By participating before the statewide opening on January 21, 2026, you will receive a dollar-for-dollar tax credit on your 2025 Montana income tax return. Timing is critical—credits are awarded on a first-come, first-served basis, and have been claimed in under ten minutes in past years. The Montana Department of Environmental Quality (MT DEQ) Alternative Energy Revolving Loan Program provides loans up to $40,000 at 3.5% for up to 10 years for energy technology upgrades and conservation measures. Eligible technologies include solar systems, geothermal systems, wind turbines, micro-hydro, and certified pellet and wood stoves. Energy conservation measures include upgraded insulation, high efficiency heating systems, and upgraded windows. Our freight logistics consultants, Moffat & Nichols, completed key findings of the Great Falls Region Freight Market Assessment and Economic Development Strategy Recommendations. This comprehensive study offers valuable insights into the logistics industry and its potential in our region. We have already begujn work implementing some of the recommendations. Others will need to wait until we work with our partners to secure more resources. Logistics are a key consideration for existing manufacturers in our region, and in attracting new investment in manufacturing operations.

Cybersecurity challenges for businesses continue to grow. The Montana Manufacturing Extension Center (MMEC) is offering an array of useful resources to help Montana businesses to protect themselves. MMEC has launched the Certified Manufacturing Associate Apprenticeship program. This one-year program combines on-the-job training with online technical classes on safety, math and measurements, manufacturing processes, and quality control.


Zero to 5 has launched the Montana Child Care Business Connect website to help support the startup and expansion of early childcare businesses. The Great Falls Childcare Demand Assessment shows a need for additional childcare facilities to serve 580 children in Great Falls.
