Mike Hallahan, Scott Reasoner, & Tim Peterson hosted a group of Touro COM students to dinner at the Enbar. There, they engaged in meaningful conversations and learned about their experiences in Great Falls these last couple of months. The hosts shared some of their favorite things to do in and around our community and made long lasting connections while helping these students feel at home.

1) The McLaughlin Research Institute, a leader in genetics, neuroscience, and related research, announced during their 70th anniversary gala that it is being renamed the Weismann-Hood Institute. See: KRTV. The rebranding honors Dr. Irving Weissman, a Great Falls native and pioneer in stem cell research, and Dr. Leroy Hood, a prominent figure in human genetics and personalized medicine. Both have deep ties to Montana and have made significant contributions to the scientific community. Under the leadership of Dr. Renee Reijo Pera, the institute continues to enhance its research efforts, now bolstered by a partnership with Touro College of Osteopathic Medicine. This milestone and the ongoing work at the Weismann-Hood Institute are important for our community, reinforcing Great Falls' role in advancing scientific research on both local and national levels. We congratulate the institute on this achievement and look forward to its continued success.


2) Congratulations to Chief Joseph Elementary School of Great Falls Public Schools on being named a National Blue Ribbon School! See TheElectric. 3) We won a $625,000 financial award from the CDFI Fund pf the U.S. Treasury. This new loan capital will help enable us to fill financing gaps for entrepreneurs, businesses, real estate developers and nonprofits throughout the region. We continue work to secure our goal of $8 million in new loan capital to meet need.


4) Construction started on the new VACOM facility in Lewistown; see Lewistown News. Wendy's opened its second location in Great Falls; see TheElectric's Business Bites. KRTV ran a great story about starting a business in the region featuring Eden Feeds. The Ranch at Milo Creek wedding venue opened in Great Falls.


5) Over 2,000 students participated in the World of Work unique career fair; see KRTV. Congratulations to all involved!


6) Montana Renewables, based in Great Falls, has successfully delivered its first shipment of Sustainable Aviation Fuel (SAF) to Minneapolis-St. Paul International Airport. This successful delivery demonstrates the potential for renewable fuel production in the region. To further enhance this capability, more oilseed crush plants should consider establishing operations in the area. These facilities would provide a steady supply of essential plant oils, such as those derived from camelina and other crops, which are crucial for SAF production. By increasing the local supply of raw materials, these plants would not only support the renewable fuels industry but also contribute to the region's economic growth and sustainability efforts. 7) Thank you to all our generous hosts who volunteered to take groups of Touro COM students out to dinner! These community-hosted dinners are a tradition that began with the Touro COM University System and continue at our Great Falls campus. With many students coming from out of state, these dinners are a wonderful way to help them feel welcomed and at home in our community; see KRTV. 8) New housing units in our market alleviate pressure on our housing prices within the city of Great Falls. The most recent housing market demand assessment showed that many Great Falls residents occupy housing below their budget. The new luxury apartments at the Station Lofts Apartments coming online will provide, not only new and exciting spaces for Great Falls residents to live, but also add to the number of units available in Great Falls for all residents. 9) Nicki and Deb connected with small businesses downtown. They aimed to introduce Deb to downtown and educate business owners on the new downtown cohort. The first cohort will be focused on the needs we have heard from our Downtown Businesses. GFDA offers many tools to help your business grow and we can’t wait for you to invest downtown. 10) The first Sips, Skills & Solutions Downtown Fall Cohort for Downtown Small Business Owners will be starting on October 10th from 6:00-7:30 PM. This cohort combines six in-person group sessions (October 10th, 17th; November 7th, 14th; December 5th, 19th) and up to six 1/1 sessions with our Great Falls Development Alliance Small Business Development Center Regional Director Deb McGregor. The cohort meeting locations will move each session to one of the businesses that is a part of the cohort. During each group session, cohort members will connect, learn new skills and have a group think tank for solving business challenges and struggles. The cohort will have a max of 10 small business owners so each participant will have their needs met throughout the 12-week time period. We will have a Winter Cohort for those who are unable to do the Fall Cohort. The Winter Cohort will be every other Tuesday from 8:30-10:00 AM beginning January 28th. 11) NeighborWorks Great Falls hosted “Dream Street”, where visitors had the opportunity to tour both completed homes and those under construction, meet with builders, and learn more about the Owner Built Homes program. The completion of the ten homes in Spring of 2025 will mark 185 homes built through the program since 2005, and 185 families who are now homeowners. Read more on KRTV


12) Building affordable housing is critical, but so is preserving existing affordable housing. The Foundation for Affordable Housing and Vitus are planning to redevelop the Franklin School Apartments in Great Falls, extending affordability for another 30 years; see TheElectric. Now we just need to support the project to secure an allocation of federal tax credits from the Montana Board of Housing.


13) The Phase II Environmental Site Assessment on the Cascade Senior Center is complete, laying the groundwork for a significant expansion project. The planned improvements include a spacious basement for additional storage, an elevator providing access to the first and second floors of the new addition, and a second social area. The kitchen will be enlarged to incorporate a walk-in freezer, while three new activity areas will be added. Additionally, the Community Food Pantry will be expanded to better serve local needs. These improvements will complement the center's existing services, which include on-site Congregate Meals, Meals on Wheels, educational, recreational, and social activities, health and wellness programs, caregiver support, a free medical equipment loan program, and space for organizational or private gatherings. 14) Our Great Falls Regional APEX attended the Montana APEX state meeting with advisors from across the state, gaining essential insights into the Department of Defense (DoD) requirements. This knowledge will enhance their ability to support Montana businesses in securing government contracts and driving economic growth. In addition, Montana APEX and legal firm Schoonover & Moriarty LLC teamed together to provide an in-person interactive workshop where attendees explored subcontracting and teaming strategies, focusing on how to enhance competitiveness through programs such as the Department of Defense (DoD) and Small Business Administration (SBA) Mentor-Protégé and Joint Ventures. Legal counsel from Schoonover & Moriarty LLC discussed the importance of these programs, how to apply, and why they may make sense for your business. 15) A Farmer’s Daughter Fibers hosted their Big Sky Country Retreat at the Ranches at Belt Creek. Participants came from all over the world for this unique retreat event that is normally held twice each year. In addition to a luxury shopping experience at A Farmer’s Daughter Fibers store, participants went to The Farmer's Daughter Fibers dye studio where they had the chance to experience an exclusive dye studio tour and the opportunity to dye 3 skeins of yarn. Participants learned how to create variegated, speckled and solid colored yarns plus the creative process and behind the scenes at the Farmer's Daughter. This dye experience is exclusive to the Big Sky Country Retreats. Participants also had the opportunity to hike, experience waterfalls, join in a horseback ride, eat barbecue and simply enjoy the Montana way of life.


16) The Inflation Reduction Act (IRA) is the most ambitious investments in clean energy production and manufacturing America has ever made. In order to learn how to use this opportunity to benefit North Central Montana, Jolene and Anna traveled to Salt Lake City to attend a two day intensive training on the act hosted by the Rocky Mountain Institute (RMI). There they learned how companies and non-profits can benefit from tax credits, future investments in residential solar and energy efficiency improvements, and networked with other Economic Developers from seven different states. 17) The Montana Air National Guard conducted a unique training exercise by landing a C-130 Hercules aircraft on a stretch of US Highway between Great Falls and Belt. This exercise, a first for the Montana ANG, was designed to enhance tactical readiness by simulating landings in austere locations without standard runways. The training prepares crews for scenarios where airfields may not be available. Additionally, this exercise enhances situational readiness for combat, disaster relief, and humanitarian missions. To read more about this and watch the video, check out KRTV.


18) The 51st Annual Montana History Conference was held in Great Falls on September 26th-28th. Over 350 individuals from across the United States attended the conference. It was wonderful to see so many people enjoying our restaurants and lodging facilities as well shopping at many of our stores throughout the city. The Montana Department of Commerce has opened a new round of STEP grants to small businesses to help boost exporting. Eligible Montana exporters can apply for 50% reimbursement of up to $10,000 for eligible marketing activities, like trade show exhibition, market research and U.S. Commercial Service programs and foreign language translation. Other eligible marketing activities include international compliance testing, intellectual property protection, digital marketing and travel stipends. Our freight logistics consultants, Moffat & Nichols, completed key findings of the Great Falls Region Freight Market Assessment and Economic Development Strategy Recommendations. This comprehensive study offers valuable insights into the logistics industry and its potential in our region. We have already begujn work implementing some of the recommendations. Others will need to wait until we work with our partners to secure more resources. Logistics are a key consideration for existing manufacturers in our region, and in attracting new investment in manufacturing operations.

U.S. Small Business Administration (SBA) will temporarily pause certification applications from August 1st to early September for necessary system upgrades. This presents an excellent opportunity to verify your Eligibility for certifications such as WOSB, 8(a), HUBZone, and SDVOSB. The Preventative Control Qualified Individuals (PCQI) certification is required for Food companies reregister under section 415 of the Federal Food, Drug, and Cosmetic Act (FD&C Act) barring any exemptions or modified requirements that might apply. Cybersecurity is a top priority for the Department of Defense (DoD). Great Falls Regional APEX is helping small businesses by providing consultation and guidance on the new cybersecurity standards that will be mandated for federal government contracting. If your company handles Controlled Unclassified Information (CUI) or Federal Contract Information (FCI) not intended for public use, you must meet specific security standards. As a basic requirement, you need a Cybersecurity Maturity Model Certification (CMMC) Level 1, which demonstrates that your business has security measures in place to protect sensitive data. CMMC 2.0 is expected to start in 2025, with full integration into all Department of Defense (DoD) contracts by 2028. Get ahead of the game! The Montana Department of Commerce's Automation Loan Program is designed to extend financial assistance to Montana-based manufacturing enterprises seeking to upgrade, replace or expand their equipment. The program has extended the timeline for obligating funds through an executed commitment letter in this funding cycle to December 31st. Applicants are encouraged to work closely with participating lenders and program staff to ensure this deadline is feasible with the proposed project. Registration opened for the first annual Montana Food & Beverage Manufacturing Summit being held in Missoula on October 15th. The summit is a one-day educational forum focused on essential topics to grow or improve your business, hosted by Montana Manufacturing Extension Center and the Montana Department of Agriculture. It will take place in conjunction with the Montana Food and Beverage Show on October 14. You will learn directly from industry experts and government officials about key steps in developing a successful food business. The program of workshops and speakers will cover the most frequently asked questions on packaging, labeling, fill control, process control, food safety, distribution, manufacturing efficiency, and more. The U.S. Small Business Administration (SBA) has recently announced that it will temporarily pause accepting applications for federal small business certifications beginning August 1st through September as it performs system upgrades to its certifications portal. If you’ve been working on your certification application, we recommend completing your submission before August 1st. Cybersecurity challenges for businesses continue to grow. The Montana Manufacturing Extension Center (MMEC) is offering an array of useful resources to help Montana businesses to protect themselves.


USDA opened a new round of Rural Energy for America Program (REAP) grants and loans. Rural small businesses and agricultural producers can use the funds to make energy-efficiency improvements, lower operating costs, or install renewable energy systems. The Montana Manufacturing Extension Center has launched the Certified Manufacturing Associate Apprenticeship program. This one-year program combines on-the-job training with online technical classes on safety, math and measurements, manufacturing processes, and quality control.
