HPAI Positive Dairies Eligible for ELAP

USDA announced yesterday (June 27) that starting July 1, Emergency Assistance for Livestock, Honeybees, and Farm-raised Fish Program (ELAP) will provide financial assistance to eligible dairy producers who incur milk losses due to H5N1 infections in their herds.

Eligible adult dairy cattle must be:

  • Part of a herd that has a confirmed positive H5N1 test from the National Veterinary Services Laboratory
  • Initially removed from commercial milk production at some point during the 14-day time period before the sample collection date for the positive test through 120 days after the sample collection date
  • Milk-producing, currently lactating, and
  • Maintained for commercial milk production on the beginning date of the eligible loss condition

To apply producers will have to submit proof of herd infection via an individual animal or bulk tank sample, a notice of loss indicating the date when the loss is apparent, and an application for payment certifying the number of eligible adult dairy cows, the month the cows were removed from production, and the producer’s share in the milk production to their local Farm Service Agency (FSA) office.

Payments are calculated based on per head payment rate multiplied by the number of eligible dairy cows multiplied by the producer’s share in milk production multiplied by 90 percent.

Details on HPAI Herd Status Pilot Program

USDA APHIS has released more details on its bulk tank sampling pilot program. The program will augment the existing federal order on animal movement by shifting the focus of pre-movement testing for H5N1 from taking milk samples from individual animal tests to submitting weekly bulk tank samples for testing.

The program will allow farms to enroll and gain provisional status while they submit 3 weeks of negative samples. After 3 weeks without an H5N1 positive, the farm becomes a monitored unaffected herd. If the farm tests positive at any point, farms will be able to submit samples for 2 weeks to show that they are no longer affected.

Farms can enroll in the program by contacting their state veterinarian or APHIS area vet in charge.

Dairy Market Report

The following is an excerpt from the June Dairy Market Report from NMPF and DMI:

In a near-reversal of usual domestic consumption patterns, U.S. fluid milk sales during the first four months of this year were up by almost 100 million pounds over a year ago, or 0.7 percent on a leap year adjusted basis, while domestic consumption of most other major dairy products was lower, except for yogurt and non-American types of cheese. The United States exported 8.7 percent of its total cheese production during February-April, an all-time high for this measure over a three-month period, or even for a single month. April U.S. milk production was 0.4 percent below April 2023 production, the tenth consecutive month of below year-ago milk production, on a leap year-adjusted basis. Rapid increases in the price of cheese during May largely powered a $3.05/cwt jump in the May Class III price from the month before. All subsequent references to percentage or actual changes in quantities over periods that include this February are adjusted for the leap year.
