2021 Legislative Update
Week 1 – January 15, 2021


The Georgia General Assembly kicked off the 2021 session on Monday, January 11th. Speaker David Ralston of Blue Ridge was re-elected as Speaker of the Georgia House. Senator Butch Miller of Gainesville was re-elected President Pro Tempore of the Senate. The Committee on Assignments in the Senate announced all committee chairmanships and committee assignments on Tuesday. That list is available below. The House plans to release their committee assignments and chairmanships next week.  
 
Some new bills were pre-filed before the start of the session, but a number of them have been filed since Monday. The GeorgiaLink team has been reviewing the bills to determine any potential impact to their clients. An Adjournment Resolution has been agreed to by the House and the Senate which provides a schedule only for the first five days of the forty-day session. The legislature was in session Monday through Thursday this week then out Friday and all of next week and the fifth legislative day will be Tuesday, January 26th. Given all of the uncertainty created by the COVID-19 pandemic as well as local and national security concerns, it is difficult for anyone at the moment to predict how the ultimate schedule for the 2021 session will unfold. COVID-19 protocols for the Capitol and legislative office buildings are already very tight, and when before mentioned national security concerns are layered on top of those COVID-19 concerns, a very different environment around the capitol has developed.  
 
During the first week of the session, our lobbyist team, GeorgiaLink has been busy. On Monday, they sponsored breakfast for the Senate Democratic Caucus. On Wednesday, they hosted a small group of State Senators for virtual viewing of the Georgia Chamber Eggs and Issues breakfast. Thursday morning, they hosted the breakfast for the Senate Republican Caucus, and Thursday afternoon they hosted a small fundraiser for Stan Watson. Stan is a former House member from Dekalb county who is running in a special election on Tuesday, February 9th to replace State Representative Pam Stephenson, who recently retired from House District 90. We encourage your support for Stan and his campaign. 
 
The House and Senate Appropriations committees have set budget hearings for next week beginning on Tuesday, January 19th. That Schedule is available below. The links to watch the hearings are here
 
On Thursday, January 14thGovernor Kemp gave his annual State of the State address to a joint session of the House and Senate. Access to that address is here.   
 
Next week the social calendar is somewhat limited, but on Wednesday, January 20th, James Magazine will be hosting its annual reception honoring the “Best Lobbyist” and “Best Lobbying Firms” in Georgia. As many of you know GeorgiaLink is pleased to acknowledge that at this event they will be recognized as the “Best Lobbying Firm” in Georgia for the 17thyear in a row. We are very proud of this long streak of success, but we know that a huge part of that success comes from our strong stable of clients. Each of you makes us better, and we are honored to represent you in Georgia.  
 

2021 Glenn Burnett Scholarship

The Glenn Burnett Scholarship was established in the early '80s. Since 1986 over $200,000.00 has been awarded to 170 GPCA member's children to support their College attendance. Named after Glenn Burnett who dedicated more than 20 years of service to the association, the Scholarship program has continued to grow in participation and funding through the years.

All applications must be received in the GPCA office by April 15, 2021.
Be sure to include the following:

  • Completed application
  • Letter of recommendation from licensed PCO of a GPCA member firm
  • Copy of the most recent official school transcript
  • Letter of school acceptance if entering freshman or changing schools


2021 License Renewal Information

2021 is an odd year. What comes along with odd-numbered years? If you answer Structural Pest Control License renewal, then you are correct. All Structural Pest Control Licenses will expire on June 30, 2021. These include Company, Certified Operators and Registered Employees. The Georgia Department of Agriculture (GDA) will send out license renewal notices in May by mail and email. GDA recommends that licensees verify their mailing address and email address to ensure accuracy. A late fee will be assessed to any license renewed after July 1, 2021. If a license is not renewed on or before September 30th, 2021 it will expire. Below are fees associated with each license:

Company License
$170.00 (includes UGA Research Fee) late - $270.00
Operator Certification
$100.00 late - $200.00

Employee Registration
$10.00 late - 20.00

Sub-Office License
$10.00 late - $20.00


Registered Employees are required to meet continuing education training requirements in each category of registration. The training requirements for registered employee includes 8 hours HPC, 8 Hours WDO and 3 Hours FUM. The training must be completed on or before February 28, 2021, to be applied toward the 2021-2023 renewal period. If a registered employee took and passed the registered employee exam on or after October 1, 2020, the employee is exempt from having to meet the re-registration training requirements.

Companies will not be able to renew their Company License unless their insurance is current and the DCO has renewed for the 2021-2023 renewal period. If you have not received your renewal notification by May 31, 2021, contact GDA at 404-656-3641. To help ensure your license renewal is processed in an efficient manor please check the items listed below before May 2021:

·      Mailing address is correct for license holder
·      Email address is correct for license holder
·      Company liability insurance is current with the GDA
·      Registered Employee training requirements are met
·      Company list of Registered Employees is current
·      DCO will renew certification
