From the Halls of the General Assembly. . .

On the agenda in Annapolis this week are public hearings for several bills that affect employer-employee and workplace matters.  

SB280/HB166 - Minimum Wage and Enforcement (Fight for Fifteen) - The Senate version of this bill will be heard in the Finance Committee on Thursday.  GSSCC will submit testimony recommending amendments to the bill so that it conforms with current Montgomery County law, specifically extending the ramp up time for small businesses, keeping the current tip wage law, and restoring protections to employers against groundless or malicious complaints made by employees.

HB634 - Wage History and  Wage Range - GSSCC will again oppose this legislation that would prohibit employers from seeking information about previous salary history from prospective employers. This bill will be heard on Tuesday.

GSSCC continues to watch HB341 - Family and Medical Leave Insurance Program, championed by  Montgomery County Delegate Arianna Kelly'. This bill would create an employer-employee paid insurance program to provide paid leave to employees taking family and medical leave.  The bill differs from previous versions introduced by Del. Kelly because, in addition to allowing employees to contribute to the fund, the new version would require an employer contribution.  The biggest unknown at the moment is how much is the program is going to cost and what the per employee cost will be for employers.  If this bill moves, we will be asking for some type of exemption or credit for employers who already offer employees short-term disability.  SB500, a similar bill introduced by Sen. Antonio Hayes from Prince George's County, would create an employee-funded program, without requiring an employer contribution. It is scheduled for hearing in early March.
