As we move through August, the Greater Washington Region Clean Cities Coalition (GWRCCC) remains focused on accelerating sustainable transportation across our region. The Power of Idle Reduction: Protecting Public Health and the Environment Eliminating unnecessary vehicle idling is one of the most immediate, cost-effective ways fleets and individual drivers can make a positive environmental impact. Idling consumes fuel unnecessarily, accelerates engine wear, and releases harmful pollutants—including nitrogen oxides (NO_x), particulate matter (PM_{2.5}), and greenhouse gases—directly into our local air.

By committing to idle reduction strategies, such as adopting driver training programs, utilizing automatic engine shut-off technology, and leveraging auxiliary power units (APUs), fleets significantly reduce operating costs while cutting localized air pollution. Cleaner air directly leads to better public health outcomes, particularly in vulnerable communities disproportionately affected by traffic emissions along major transit corridors.

Celebrating International Biodiesel Day: Why Fleets Need Biodiesel Now August 10th marks International Biodiesel Day, honoring Rudolf Diesel’s historic demonstration of a peanut-oil-driven engine in 1893. Biodiesel is a vital, drop-in renewable fuel solution available right now to lower lifecycle carbon emissions in heavy-duty and medium-duty vehicles without requiring expensive engine overhauls or new infrastructure.

Integrating biodiesel blends—such as B20 or B100—into fleet operations delivers substantial immediate benefits:

Please join us in congratulating Jim Dankowski on his retirement after an extraordinary 46-year career in the electrical industry, primarily spent driving growth and innovation at Eaton!

Since starting his career with Westinghouse in 1980, Jim’s journey has spanned engineering, product management, sales leadership, and federal business development. Over four and a half decades, he helped navigate the industry through massive technological shifts—literally moving from the era of wall-bound landlines to today's complex, software-driven intelligent power systems.

Beyond major federal initiatives and milestones, Jim’s legacy is defined by his steadfast belief that "Teamwork makes the dream work." As he prepares to step into a well-deserved next chapter with his wife, Cindy, and his family, Jim leaves behind a timeless reminder:

"The titles, projects, and milestones will always matter, but it is the relationships, lessons, and shared moments that I will remember most."

From July 21–23, 2026, clean energy leaders, policymakers, OEMs, transit providers, and industry experts gathered at the Atlantic Union Bank Center at James Madison University in Harrisonburg, VA, for the inaugural Mid-Atlantic Advanced Transportation Expo & Summit (MAATSE)!

Hosted jointly by Clean Cities and Communities coalitions across the Mid-Atlantic, this three-day summit featured interactive vehicle showcases, networking, and deep-dive panel discussions exploring the future of mobility, zero-emission fleets, alternative fuels, and smart infrastructure.

A highlight of the conference included Antoine M. Thompson, CEO/Executive Director of GWRCCC, serving as a featured panelist! Antoine joined industry peers to share practical insights, implementation strategies, and key lessons on accelerating advanced transportation solutions and expanding regional partnerships across the Mid-Atlantic.

Legislative Updates

A recent proposal from Transportation Secretary Sean Duffy outlines significant shifts in federal surface transportation priorities in a letter sent to Senate leadership. The administration's proposal focuses heavily on expanding interstate highways, while suggesting major cuts to public transit, active transportation, and EV charging programs:

• Mass Transit Funding at Risk: The proposal suggests eliminating the Highway Trust Fund's mass transit account, established in 1982. According to the American Public Transportation Association (APTA), this move could put over 85% of federal public transit and passenger rail funding at risk.
• Complete Streets & Bike Infrastructure Cuts: Funding for Complete Streets initiatives, bicycle lanes, and pedestrian safety infrastructure would be restricted or cut, with recommendations to restrict grants for bike infrastructure that reduces motor vehicle throughput.
• EV Infrastructure Grants: Grants dedicated to electric vehicle charging infrastructure and urban traffic congestion solutions involving public transit would also face rollbacks under the proposal.

Arlington County has taken a major step forward in expanding local electric vehicle infrastructure! At its June meeting, the County Board approved key updates to the Arlington County Zoning Ordinance designed to remove administrative and regulatory barriers to installing EV chargers throughout the county.

Funding Alert: FTA Announces $610 Million for Low-No & Bus Facilities Programs

On July 27, 2026, the Federal Transit Administration (FTA) announced the availability of $610 million in competitive grant funding under the FY26 Notice of Funding Opportunity (NOFO) for the Grants for Buses and Bus Facilities Infrastructure Programs.

This funding initiative supports transit agencies nationwide in upgrading fleets and infrastructure, with a heavy emphasis on zero-emission and low-emission technology:

• Low or No Emission Program: Approximately $589 million of the total funds are authorized under the Low-No Program to help transit authorities purchase or lease zero-emission and low-emission transit buses, acquire supporting equipment, and build modern charging/fueling facilities.
• Grants for Buses & Bus Facilities: The remaining funds support capital projects to replace, rehabilitate, and purchase buses and related equipment, as well as construct bus-related facilities.
• Application Deadline: September 21, 2026

Significant Scholarship Funding for SEA’s Fall Program!

Are you or a student you know interested in climate change, coastal resilience, and hands-on marine education? Sea Education Association (SEA) has announced that significant scholarship funds—covering up to 100% of costs—are available for their upcoming Fall program: Climate Change and Coastal Resilience.

Program Overview:

• Dates: September 28 – December 20, 2026
• Locations: On-campus learning in Woods Hole, MA, followed by a sailing research expedition in the Caribbean (visiting St. Croix, Dominica, and St. Kitts and Nevis) aboard the SSV Corwith Cramer.
• Eligibility: Open to undergraduate students of all majors, as well as gap-year students (high school graduates who have delayed college entry).
• Financial Aid: Financial assistance is available to cover up to 100% of program costs. Students must complete both the program application and the financial aid application to be eligible.
