Join the 2022 Taxpayers' Bill of Rights Hearing

All taxpayers and stakeholders are invited to the 2022 Taxpayers' Bill of Rights Hearing scheduled for Tuesday, August 30, 2022, at 10:00 a.m.


All participants will have the opportunity to comment before the elected Members of the State Board of Equalization (BOE) on the Taxpayers' Rights Advocate's Fiscal Year 2020-21 Annual Report or share suggestions, comments, or concerns on California's property tax system and the Alcoholic Beverage Tax. The BOE is responsible for property tax programs, the Alcoholic Beverage Tax, and Tax on Insurers.


Anyone can participate in person (450 N Street, Sacramento, CA 95814), by phone (1-877-336-4440, access code 4192718#), or submit written comments in advance.


For more information, please visit the BOE's Taxpayers' Rights Advocate webpage or view the public service announcement. The Taxpayers' Rights Advocate's Office assists taxpayers with problems they have with the assessment or collection of property taxes, or with the Alcoholic Beverage Tax.

July Board Actions

The Great Seal of California features the Roman goddess Minerva a grizzly bear feeding on grape vines a sheaf of grain a miner and sailing ships. The state motto Eureka meaning I have found it is written above Minerva.

During the July Board meeting, we adopted the 2022 private railroad car assessment roll and the 2022 state-assessed property roll; received a report on time extensions for assessors to complete their 2022 assessment rolls; received a report on Proposition 19 implementation and outreach from the Taxpayers’ Rights Advocate Office; and heard updates on BOE operations and the Board Member Strategic Plan.


Finally, we convened a Property Tax Abatement Board Work Group to engage stakeholders in meaningful dialogue and to exchange ideas about utilizing property tax abatements to spur the development of affordable housing in California. Stakeholders provided testimony, discussed best practices, and shared strategies to incentivize development and address housing needs in California.

I hosted an informational workshop for business owners on the subject of Private Attorneys General Act (PAGA) lawsuits. Thanks to Tom Manzo, founder of the California Business & Industrial Alliance (CABIA) for providing such useful information on how business owners can protect themselves from PAGA claims.

I visited with motorists at a gas station recently, who said their budgets are being crippled due to gas prices, inflation and California's high cost of living. We've got to take steps to make our state more affordable & livable!
