The Board’s September 22-24 meeting took place using a combination of livestream and teleconference technologies and covered numerous topics over the course of three days.
On Day 1, Board Members received updates from the BOE’s executive management team, adopted the 2021 meeting calendar, and did an annual review of the Board’s Governance Plan.
On Day 2, Board Members continued their examination of the ongoing effects of COVID-19 on the administration of property tax, focusing on providing guidance on procedural and due process issues related to remote hearings. It is imperative that we continue discussing how best to protect and uphold due process and taxpayers’ rights because virtual hearings are likely here to stay.
On Day 3, the Workforce Planning Workgroup met to identify opportunities and actions that will ensure both County Assessors and the BOE have enough skilled appraisers, auditor-appraisers, and other support staff to meet upcoming staffing needs in the face of impending retirements and an increase in workload should Prop 15 pass this November.
Board Members had an informative session with County Assessors, BOE staff, and college administrators on ways to recruit, train, and retain skilled appraisers and auditor-appraisers. We also discussed ways to improve existing training programs through partnerships with community colleges and how to expand training by adding more course options and offering a short-term certificate program that could be used to induce students to enter the profession.
We are proud as a Board to continue meeting our constitutional duties through the use of various virtual platforms and remain committed to our mission to serve Californians through fair, effective, and efficient tax administration in support of state and local governments.
