You're Invited: 2023 Taxpayers' Bill of Rights Hearing

All taxpayers and stakeholders are invited to the 2023 Taxpayers' Bill of Rights Hearing scheduled for Tuesday, August 29, 2023, at 10:00 a.m.


Participants will have the opportunity to comment before the elected Members of the State Board of Equalization (BOE) on the Taxpayers' Rights Advocate's current Annual Report or share suggestions, comments, or concerns on California's property tax system and the Alcoholic Beverage Tax. The BOE is responsible for property tax programs, the Alcoholic Beverage Tax, and Tax on Insurers.


Anyone can participate in person, by phone, or submit written comments in advance. Please refer to the Board Meetings page for details.

July Board Actions

During day one of the July Board meeting, we adopted the 2023 State-Assessed Property Roll, received a report on Fiscal Year 2023-24 Private Railroad Car Tax Rate, and adopted the 2023 Private Railroad Car Roll. We also conducted Board Work Groups on Veterans’, Disabled Veterans’, and Homeowners Exemptions, as well as workforce planning.


On day two, we received operational updates from the Executive Director, Taxpayers’ Rights Advocate Office, Property Tax Department Deputy Director, Communications Chief, Chief Counsel, and Legislative, Research & Statistics Division Chief. We also received reports on operational priorities and the quarterly budget, as well as an overview of the Fiscal Year 2023-34 state budget.


We are honored as a Board to meet our constitutional duties and remain committed to our mission to serve Californians through fair, effective, and efficient tax administration in support of state and local governments.

Proposition 19 Intergenerational Transfer Exclusion

Proposition 19 changed the rules for transferring real estate from parent to child or parent to grandchild. Take a look at this transfer form that has updated instructions and important timelines for property transfers. Any mistake could be costly! The BOE stands ready to help taxpayers navigate property tax issues.

Around the First District

Thanks to Amador County Assessor Jim Rooney for the great meeting this month. We discussed the various challenges that come with being a small rural county in California, including issues with Proposition 19. I’m still holding out hope that it will be repealed, or at least receive a legislative fix to clarify and correct some of the provisions that are really making life hard for counties and homeowners.

Wildfire Disaster Relief

California has suffered from devastating wildfires that have burned hundreds of thousands of acres and tens of thousands of homes. This summer and fall, wildfires will likely engulf our state once again. Homeowners who have lost their homes or seen them damaged in wildfires or other natural disasters may qualify for property tax relief and keep their Prop 13 base year value when their homes are rebuilt in a similar manner.
