June Commemorates LGBT Pride Month, Voting, and California Budget Negotiations

Greetings!
In 2009, President Obama declared the month of June as Lesbian, Gay Bisexual and Transgender (LGBT) Pride Month. This month also recognized by the United Kingdom and Canada, is an annual observance of LGBT history and the history of the gay rights and related civil rights movements. CBHA recognizes our many members who provide services to individuals who represent the LGBTQI community.
Last week, Californians headed to the ballot box to cast their votes in the primary elections. The question remains whether the Democrats will retain a super majority in the state Legislature. With Gavin Newsom in the lead for the Governor's race, behavioral health advocates remain hopeful that his potential administration will honor the focus on mental health as highlighted in Newsom's

CBHA Creates A New Membership Level for Smaller Nonprofit Behavioral Health Agencies.
Approved New Membership Level to Start July 1, 2018
CBHA has created a new membership level for smaller nonprofit behavioral health agencies.
The CBHA Executive Committee approved a new membership level for nonprofit agencies with mental health revenues under $500,000 starting July 1, 2018.
Smaller nonprofit agencies often serve diverse populations and have different funding or policy challenges, and we need to hear their unique voices to truly reflect all behavioral health needs in our state. Though we need funds to advocate effectively, our dues shouldn’t deter participation and advocacy from those who may need our help the most.
Our recent efforts increasing non-dues revenue will help offset this dues reduction. New members will receive 50% off their total dues, giving them the chance to experience, utilize, and realize the benefits of becoming a lifelong CBHA member.
The new membership level will enable smaller behavioral agencies to join and participate in shaping public policy and advocate for legislation and funding. Under the new level, smaller agencies will gain access to:
• The latest information on the state budget, legislative and regulatory developments, notices of funding availability, and meetings and conferences.
• An opportunity to participate in the shaping of policy and regulatory recommendations at the state and national level.
• Access to training on a wide range of agency management, and state and federal topics.
• Membership with the National Council for Behavioral Health with reduced rates for conferences.
• Consultation and networking with a family of professionals who are equally dedicated to providing high-quality care in a supportive and efficient environment.

This letter outlines the submission and reporting requirements for the FY 2016-17 mental health cost report, due December 31, 2017. To the extent that there are differences between this letter and other prior Department of Health Care Services (DHCS) instructions, the requirements contained in this letter will prevail. Technical details regarding reporting and submission procedures and requirements are included in the FY 2016-17 Cost and Financial Reporting System (CFRS) Instruction Manual available on the DHCS Information Technology Web Services (ITWS) internet site. The ITWS is accessed through the DHCS web site at https://itws.dhcs.ca.gov.

The purpose of this Mental Health and Substance Use Disorder Services Information Notice (IN) is to provide clarification to Mental Health Plans (MHPs) of the Department of Health Care Services’ (DHCS) policy regarding the imposition of administrative and financial sanctions.

The consensus document is the result of over a year of stakeholder meetings that examined and determined the essential components for design and implementation of a system of services focused on youth and that reflected the intent of voters who, by approving Proposition 64, entrusted professionals, community and youth focused organizations and government to act in the best interests of youth. Special kudos to Amanda Waller, LGBTQ Health & Human Services Network, and Jessica Hay, After School Network, for their editing skills and diligence in consolidating the many, and sometimes disparate perspectives, into a cohesive documents that truly represents a consensus.
The final document reflects the consensus reached at the May 24, 2018 Proposition 64 Stakeholder meeting. The final document was circulated to stakeholders with a request that they review and approve the document. Associations and groups were asked to provide their logo so the organization’s logo could be added to the document. To date, there are 13 organizations that have signed the document.

Despite efforts to eliminate disparities and inequities in mental health over many years, unequal outcomes for people with mental illnesses and substance use disorders persist, and may even be getting worse. This presentation explores the root causes of mental health inequity, summarizes the existing data, and considers promising approaches to ensure mental health and wellness for all. Dr. Martin Luther King, Jr. said, “The arc of the moral universe is long, but it bends toward justice.” Strategies to effectively “bend the arc” in the current climate will be discussed.

House OKs Clark Bill That Would Offer Student Loan Help For Some Substance Use Treatment Workers
The U.S. House on Tuesday unanimously passed a bill cosponsored by Massachusetts Rep. Katherine Clark that she said would take a major step to fight the nation's opioid epidemic.
The measure, according to a statement from Clark's office, would offer "student loan repayment of up to $250,000 for participants who agree to work as a substance use disorder treatment professional in areas most in need of their services." Participants must agree to work in a full-time job in such a "high-need area" for up to six years...(

A 2010 report by the Treatment Advocacy Center indicates that there are more than three times more Seriously Mentally Ill (SMI) persons in jails and prisons than in hospitals. America’s jails and prisons have been labelled as the “new mental hospitals or asylums”. At least 16 % of inmates in jails and prisons have a serious mental illness compared to 6.4% in 1983 (Teplin, 1990). 40% of individuals with serious mental illnesses have been in jail or prison at some time in their lives.

Senate Passes Proposal To Boost Mental Health Funding In Schools
From the Office of Senator Jim Beall: Action to bolster mental health services in schools and help students was approved by the Senate today. By a 32-0 vote, Senator Jim Beall's legislation to fund children's crisis mental health services at equal levels to adult services, advanced to the Assembly for consideration.
Under Senate Bill 1019, a competitive grant program would be established to fund partnerships between county MediCal providers and local education agencies, including crisis outreach services for students with behavioral health needs...

For some parents of mentally ill, Laura's Law falls short
As they sat in a living room in inland North County’s Black Mountain Ranch, about a dozen women offered sympathy and encouragement to one another as they talked about their adult children with mental health issues.
Repeatedly, many said the same thing about the unintended consequences of laws meant to protect the civil rights of their sons and daughters.
