RE-AUTHORIZATION FOR CURRENT GEORGIA WIC VENDORS


On September 30, 2025, your vendor agreement with the Georgia Special Supplemental Nutrition Program for Women, Infants, and Children "WIC" will expire.


If you wish to continue participating in the Georgia WIC Program as an authorized vendor, you will be required to complete the re-authorization process.


Vendors who successfully complete the re-authorization process will receive a fully executed vendor agreement, signed by the vendor representative and a WIC Program official, by September 30, 2025.


Vendors that receive a new, fully executed vendor agreement will be authorized to accept eWIC on or after October 1, 2025.

ELECTRONIC APPLICATION SUBMISSION FOR CURRENT VENDORS


The submission process for the DPH Georgia WIC Program application is now exclusively electronic through the WIC Vendor Portal.


The deadline for submitting your application, along with all required documents, is July 30, 2025. The DPH Georgia WIC Program accepts both electronic and original signatures on all necessary documents.

To fulfill requirements, each vendor must have at least one representative attend a mandatory re-authorization training session.

SUCCESSFUL WIC TRANSACTIONS


Serving clients at the register is an important part of WIC shopping, and a successful transaction depends on the interaction between cashier and client.


Keep the following best practices in mind for a positive checkout experience.



  • Treat all customers equally and with respect.
  • The participant must have their physical eWIC card at the time of the transaction. The card number may only be entered manually if the magnetic strip on the card is damaged.
  • Never ask a participant for additional forms of identification.
  • Remember to give the participant their final receipt showing the items purchased and the ending balance.

EFFECTIVE SEPTEMBER 23, 2024


Application Acceptance Periods; Re-application Limitations After Application Denial. The following information was provided vendors as an addendum with the updated handbook.


The Georgia WIC Program accepts applications for WIC vendor authorization throughout the federal fiscal year, commencing on October 1st. An assessment of the vendor-to-participant ratio will be conducted at the outset of each federal fiscal year (October 1st- September 30th), preceding each application/authorization period. This evaluation is essential to ensure compliance with federal regulations regarding the regulation of the number of authorized vendors as outlined in the Number and Distribution of Authorized Vendors.


Self-Checkout (SCO)


A Point of Sale terminal that provides a mechanism for participants to complete transactions from a vendor without needing a traditional staffed checkout. Perform eWIC transactions using cashiers in standard checkout or self-checkout (SCO) lanes.


1. All SCO terminals must be Level 3 certified to accept eWIC by our eWIC Processor prior to WIC participants completing transitions at the SCO.


2. SCO terminals must be certified separately from the vendor’s standard POS terminals.


3. 3a. Failure to certify SCO terminals by the Georgia eWIC processor prior to completing eWIC transition(s) will result in the Georgia WIC Program’s recoupment of funds for any eWIC transition(s) conducted at SCO terminals. 3b. Vendors that offer the use of SCO for eWIC transactions, must provide training to all store cashiers and appropriate store personnel.


4. Vendors must employ a cashier to be present in the SCO area during the completion of an eWIC transaction should technical assistance and transaction issues occur.


5. If a balance inquiry option is not available with the vendor’s SCO terminal, the vendor must allow for balance inquiries to be completed at another terminal within the store.

Please remember that Vendors are required to prominently display the most current "GA-eWIC Welcome Here" window cling in their store's front window.

DID YOU KNOW?


Powdered formula has a shelf life of 18 months. Please make sure you are removing expired formula from your shelves. This will ensure both that you are in compliance with contract requirements and that you are helping protect our most vulnerable populations.

INCENTIVES AND WIC


As a WIC vendor, you may offer incentives to your customers. However, these incentives must be available to all shoppers, including WIC participants.


Most Common Incentives Include:


  • Loyalty programs or clubs that do not require exclusive enrollment or membership.
  • Manufacturer coupons.
  • Bonus-size food items with free additional ounces provided by the manufacturer.
  • Buy One, Get One (BOGO) offers, where a WIC-approved food item is purchased as part of a normal WIC transaction and an additional item is provided at no extra cost or a reduced price.


Important: Infant formula may not be included in any BOGO promotion.


Why This Matters: Ensuring incentives are available to all customers keeps your store compliant with WIC regulations while creating a positive shopping experience for all.

LOST & FOUND eWIC CARDS


When participant loses their eWIC card in your store, do not keep it behind the counter. Instead, promptly mail it to the address listed on the back of the card so it can be properly reported as lost.

CHANGES IN VENDOR INFORMATION


Vendors must inform Georgia WIC of any changes to the information provided on their application. A written notice at least 21 days in advance of the effective date is required for any of the following:



  • Change in ownership
  • Business closure
  • Change of address or location
  • Modifications to business operations


Failure to report these changes may result in termination from the WIC program. For details on vendor information updates, refer to Changes in Vendor Information on pages 45-47 of the Vendor Handbook.

  • Assistance with updating contract documentation (only applicable to vendors with stand-beside devices provided by Conduent).
  • Transaction history, settlement information, disputes, and reconciliation procedures.
  • Support on system adjustments and resolution of out-of-balance conditions.
  • POS terminal and scanner training, troubleshooting, and replacement (only applicable to vendors with stand-beside devices provided by Conduent).


*Vendors with integrated systems should contact their third-party processor (TPP) if they need assistance with the areas listed above.
