ICANN Community Excellence Award Honors Manal Ismail
|
ICANN is pleased to announce Manal Ismail, a long-time member of the ICANN community, as the recipient of the ICANN Community Excellence Award 2024. ICANN Interim President and CEO Sally Costerton presented the award to Ismail during the ICANN79 Welcome Ceremony on 4 March 2024.
A selection panel of representatives from ICANN Supporting Organizations and Advisory Committees recognized Ismail's commitment to ICANN's multistakeholder model and her ability to work with community members from various backgrounds and cultures.
The ICANN Community Excellence Award honors members of the ICANN community who have deeply invested in consensus-based solutions and contributed in a substantive way to policymaking within the ICANN ecosystem.

Executive Team Update: David Olive Announces Retirement
|

It is with mixed feelings that I would like to share with you that David Olive, Sr. Vice President, Policy Development and Support, will retire at the end of May. I’d like to take this opportunity to thank David for 14 years of dedicated and selfless service to ICANN. His contributions and impact on ICANN have been immeasurable.
David joined ICANN to lead the Policy Development & Support team in February of 2010. Under his leadership, the Policy team has grown and evolved into a world-class team that provides exceptional support to the community in its work to develop bottom-up, consensus policies that further advance ICANN’s mission.
David will be truly missed. He has been a trusted colleague and friend to so many of us and we are indebted to him for his tireless contributions over the years, his dedication to ICANN, and the legacy of professionalism and artful diplomacy that he leaves with us.

GAC Community "Open Mic" Work Session
|
To leverage the Community Forum format of the ICANN79 Public Meeting, GAC Members have created the opportunity for attendees to share their news and views with committee delegates in-person and online during an “open mic” session on Tuesday, 5 March at 9:00 AST (13:00 UTC).

ccNSO: Internet Fragmentation Work Session
|
Internet fragmentation is defined in many different ways. The Internet Governance Forum (IGF) Policy Network on Internet Fragmentation (PNIF) identified three key dimensions of Internet fragmentation:
- Fragmentation of the Internet user experience,
- Fragmentation of the Internet’s technical layer, and
- Fragmentation of Internet governance and coordination.
Whatever the definition, fragmentation has potentially significant implications for country code top-level domains (ccTLDs). At ICANN79, the ccNSO Internet Governance Liaison Committee (IGLC) is organizing a session to explore how fragmentation affects ccTLDs from different regions. What should ccTLDs be aware of, what are the regulatory realities, and what are the approaches being taken by ccTLDs?

Root Server System Advisory Committee (RSSAC)
Work Sessions
|
The RSSAC will have three work sessions today. The first work session of the day, RSSAC Work Session (3 of 5), will feature discussion of a potential new work area: Guidelines for Changing Root Server Address. Root Server System Security Reporting Work Party will conduct its 17th meeting during the RSSAC Work Session (4 of 5) and continue to review its working document. The final RSSAC work session of the day will feature two topics, the first of which is 2024 RSSAC workshop planning. RSSAC will focus on reviewing the RSSAC Caucus IETF Supported Travelers Funding Guidelines in the remainder of the final work session.

At-Large Plenary Hosted by NARALO
|
The Domain Name System (DNS) is the backbone of the Internet. It is a tried and tested system that is globally distributed and extremely scalable. People continue to explore new and creative uses for the DNS.
This roundtable of expert panelists will be held on 5 March and delve into current issues relating to the DNS and domain name abuse from various perspectives, including security, business, technology, human rights, and ICANN policy. The panelists will consider the effects of such abuse on the digital economy, with a particular focus on end users. They will also address various efforts to combat abuses.
The panelists will discuss these issues, anchoring digital asset information in domain names and the latest technological developments as they relate to domain abuse. They will also examine actual and potential use and abuse cases, trends in DNS and domain name abuse, and ongoing and potential efforts to combat DNS and domain name abuse.

The NARALO Networking Event will be held on Tuesday, 5 March. This event is a great opportunity for NARALO and ICANN community members to meet informally with fellows and share ideas, projects, concerns, and thoughts.

Geopolitical, Legislative, and Regulatory Developments Update
|
The goal for this session is to provide the community with the latest news on ICANN’s WSIS+20 outreach initiative, including its progress and implications. We also will delve into the impact of geopolitical developments on ICANN’s technical mission, policies, and processes, and provide insight into the dynamic landscape of Internet governance. Anticipate insights into the launch of Alliance formation efforts, which will reflect ongoing efforts to improve collaboration and address emerging challenges to the multistakeholder model of Internet governance.
Join us as we explore these critical topics influencing the future of Internet governance.

At-Large NARALO Town Hall Meeting
|
This session took place on Monday, 4 March. If you missed it or want to review, visit the session page for the available session materials and recording.
The North American Regional At-Large Organization (NARALO) held an interactive Town Hall meeting which brought together the NARALO, At-Large community members, NextGen participants, Fellows, and others to discuss policy, operational, and engagement issues relevant to the North American region. The session was moderated by NARALO Chair Greg Shatan.
The panelists provided an overview and updates on institutional items and policy issues relevant to the region, such as, review of NARALO’s Fiscal Year 2024 (FY24) outreach activities and planning for FY25 outreach activities, how NARALO members are participating in policy, and an update on the 2024 ICANN Nominating Committee. The session also included an update from the ICANN organization on the FY26-30 Strategic Plan Development.

Oscar Giudice
Argentina/Uruguay
|
Oscar Giudice works as an information and communications technology administrator for cybersecurity at the Ministry of the Environment in Uruguay. He is also a current member of the Uruguay chapter of the Internet Society Global and the Internet Governance Forum Uruguay Organization Committee. In 2021, Giudice founded the IoT CyberSecLac group, which specializes in the Internet of Things.
Giudice received his first microprocessor when he was 18 years old, a Motorola 6082 chip with 128 bytes of static memory, sparking a lifelong interest in electronics and computers. Since then, Giudice has worked in different areas of technology, telecommunications, cybersecurity, and information security.
Captivated by ICANN issues, he attended ICANN75 as a fellow, where he began to look for a place in the community and got involved in the Latin American and Caribbean Islands Regional At-Large Organization (LACRALO).
In 2023, Giudice applied to be a member of the Root Server System Advisory Committee (RSSAC) Caucus; his application was approved in February 2024. It has been his honor to belong to this prestigious group of experts where he hopes to make contributions.
Born in Argentina in 1960, Giudice currently lives in Uruguay.
