L.A. County Will Issue New Health Officer Order Next Week to Align With State
Next week, L.A. County will issue a modified Health Officer Order to align with the State that will include new masking guidance, requirements for workplaces to adhere to the Cal/OSHA standards, and any needed sector-specific protocols that remain in place for schools, day cares, camps, and high-risk congregate settings. These sector specific guidance documents will be aligned with the State guidance for these sectors. The many other sector-specific protocols that are currently on the Public Health website will be retired on June 15.
Masking Guidance
Los Angeles County will align with the State's masking guidance that reflects CDC recommendations and prevents transmission at higher risk settings.
Masks will not be required for fully vaccinated individuals, except in the following settings where masks are required for everyone, regardless of vaccination status:
- On public transit (examples: airplanes, ships, ferries, trains, subways, buses, taxis, and ride-shares) and in transportation hubs (examples: airport, bus terminal, marina, train station, seaport or other port, subway station, or any other area that provides transportation)
- Indoors in K-12 schools, childcare and other youth settings.
- Note: This may change as updated K-12 schools guidance is forthcoming, pending updates for K-12 operational guidance from the CDC.
- Healthcare settings (including long term care facilities)
- State and local correctional facilities and detention centers
- Homeless shelters, emergency shelters and cooling centers
Masks will be required for unvaccinated individuals in indoor public settings and businesses (examples: retail, restaurants, theaters, family entertainment centers, meetings, state and local government offices serving the public).
Additionally, employers and workplaces must continue to comply with Cal/OSHA COVID-19 Prevention Emergency Temporary Standards. (see update below)
L.A. County masking guidance will be amended to reflect the changes effective June 15.
Overnight Camps
On June 2, the Los Angeles County Health Officer Order was revised to permit the operation of Overnight Organized / Children’s Camps in compliance with the requirements of Appendix K-1. Owners and operators must give prior notice of intended operation to County Environmental Health to allow sufficient time for an inspection of the premises before reopening.

As the need for large-scale COVID-19 testing and vaccination sites decreases, BCHD will close its COVID-19 testing site and vaccination clinics. According to the Los Angeles County Department of Public Health, vaccine demand has shifted, and the County has significantly increased the number of sites served by mobile teams. BCHD will be pivoting back to many of its pre-COVID-19 operations, including recently reopening its Center for Health & Fitness, and planning for a return to in-person community events and programs.

Cal/OSHA Standards for Employees/Employers
Employers and workplaces must comply with the California Division of Occupational Safety and Health (Cal/OHSA) COVID-19 Prevention Emergency Temporary Standards. The Standards Board will be meeting on June 17 to provide guidance on masking and physical distancing to protect employees in the workplace. The revised standards being considered include the following:
- Face Coverings: Fully vaccinated workers without COVID-19 symptoms do not need to wear face coverings in a room where everyone else is fully vaccinated and not showing symptoms. In rooms where everyone is not vaccinated, face coverings continue to be required for everyone regardless of vaccination status. Both fully vaccinated and unvaccinated workers without symptoms do not need to wear face coverings outdoors except when working at “outdoor mega events” with over 10,000 attendees, which may include events or theme parks.
- Physical Distancing: When the revised standards take effect, employers can eliminate physical distancing and partitions/barriers for employees working indoors and at outdoor mega events if an employer provides respirators, such as N95s, to unvaccinated employees for voluntary use. After July 31, physical distancing and barriers are no longer required (except during outbreaks) provided all unvaccinated employees are offered respirators for voluntary use.
- Exclusion from the Workplace: Fully vaccinated workers who do not have COVID-19 symptoms no longer need to be excluded from the workplace after a close contact.
- Special Protections for Housing and Transportation: Special COVID-19 prevention measures that apply to employer-provided housing and transportation no longer apply if all occupants are fully vaccinated.
Employers will still be required to maintain a written COVID-19 Prevention Program with the following changes:

Don't Wait. Vaccinate. Everyone 12+ is eligible.
Minors age 12-17:
- Look for a site that offers the Pfizer vaccine as that is the only vaccine authorized for 12-17 year olds.
- You will be turned away if you go to a site that does not offer Pfizer.

Note: People under age 12 cannot get vaccinated at this time because there are no vaccines authorized for use in this age group.
How to make an appointment:

Visit the County’s website; walk-ins are welcome at many locations including all County-run sites.
- If you don’t have internet access, can’t use a computer, or you’re over 65, you can call 1-833-540-0473 for help finding an appointment. Please know there may be an extended wait time to speak with an operator for help making an appointment due to high demand.
- For people struggling to get to a vaccination site, the Los Angeles County Department of Public Health can help get you a free ride there and back. The Uber and Lyft rideshare apps are offering free roundtrip rides to some vaccination sites within their apps. However, if you are seeking assistance scheduling a ride or if you want to get your vaccination at a site not listed in the app, you can reach out to the County call center at 1-833-540-0473 and you will be connected to free transportation.

- Indoor and outdoor visits with other fully vaccinated people and with unvaccinated people from one household without high risk people
