Former Port Orchard Mayor and Long-time Kitsap Businessman, Lary Coppola, Passes after Short Battle with Cancer

As a businessman, elected official, car enthusiast and grandfather, Lary Coppola will be deeply missed, say those from across the Kitsap Peninsula who have known him for decades.

Coppola, executive director of the Port of Allyn and a former mayor of Port Orchard, died Saturday morning at St. Joseph Medical Center in Tacoma several weeks after being diagnosed with pancreatic cancer, said Dee Coppola, Lary's wife.

The threat of a federal government shutdown suddenly lifted late Saturday as President Joe Biden signed a temporary funding bill to keep agencies open with little time to spare after Congress rushed to approve the bipartisan deal.

The package drops aid to Ukraine, a White House priority opposed by a growing number of GOP lawmakers, but increases federal disaster assistance by $16 billion, meeting Biden’s full request. The bill funds government until Nov. 17.

After chaotic days of turmoil in the House, Speaker Kevin McCarthy abruptly abandoned demands for steep spending cuts from his right flank and instead relied on Democrats to pass the bill, at risk to his own job. The Senate followed with final passage closing a whirlwind day at the Capitol.

Forecast of State Revenues
Increased by Nearly $1 Billion

Washington state will collect $928 million more in revenue over the current and next biennium compared to earlier forecasts, the state Economic and Revenue Forecast Council said last week. The forecast projects an increase of $256 million in the current budget and $663 million in the 2023-2025 budget.

The state's chief economist Steve Lerch told the council that personal income and retail spending are up and unemployment was at an all-time low in August. But he noted in June the ongoing signs of slower growth, as tax collections are rising far slower than the double-digit increases in 2021 and 2022, the Washington State Standard reported.

Revenue growth for the current budget sits at 3%. Outside of the Great Recession of 2007 to 2009, revenue growth has never been as low as 3%. The slower growth underscores the need to put more into reserves as a recession still looms.
Washington's Minimum Wage
Will Hit $16.28 per hour in 2024
Washington’s minimum wage is going up to $16.28 an hour next year, a 3.4 percent increase over 2023.

The Washington State Department of Labor & Industries (L&I) announced on Friday the increase to the minimum wage. It takes effect Jan. 1, 2024.

Under state law, L&I calculates the minimum wage for the coming year based on the federal Bureau of Labor Statistics’ (BLS) Consumer Price Index for Urban Wage Earners and Clerical Workers (CPI-W). In making the calculation, L&I compares the CPI-W index from August of the previous year to August of the current year.

In 2023, Washington has the highest state-level minimum wage in the nation. The federal minimum wage remains set at $7.25 an hour.

Cities can set minimum wages higher than the state. Seattle, SeaTac, and Tukwila, have higher wages.

The state minimum wage applies to workers age 16 and older. Under state law, employers can pay 85 percent of the minimum wage to workers ages 14-15. For 2024, the wage for that younger group will be $13.84 per hour.

More information about the minimum wage is available on L&I's website, along with details about overtime, rest breaks, meal periods, and how to file a wage complaint. A poster with information about the 2024 minimum wage is also available in 15 different languages.

Small-Business Grants to Apply for in October

Small Business Growth Fund is offering up to $25,000 in grants
Small-business owners can now apply for up to $25,000 in grants from the Small Business Growth Fund sponsored in part by small business funding platform Hello Alice and the Global Entrepreneurship Network.

This is the third and final round of this particular grant program, which began in March 2023. This final round will close to new applications on Oct. 27, 2023, at 6 p.m. EST.
Grants will be between $5,000 and $25,000 and applicants must have a business with less than $1 million in gross annual revenue, as well as a clear plan for how the funds will help them achieve a significant growth milestone in the next year.

FedEx Entrepreneur Fund offering $10,000 grants
The FedEx Entrepreneur Fund will be awarding 30 grants of $10,000 each to entrepreneurs with a connection to the military or to entrepreneurs with disabilities. The grant program is in partnership with Hello Alice and the Global Entrepreneurship Network.
Small businesses must be majority owned and operated by either someone with disabilities or a veteran, veteran family member or military spouse. Applicants must have annual gross revenues of less than $7 million and have fewer than 25 employees.

The deadline to apply is Oct. 6, 2023 at 6pm. EST.

AICPA and CPA.com are offering $25,000 for accounting startups
Applications for the 2024 AICPA and CPA.com Startup Accelerator are now open, and startups in the accounting, regulatory or ESG spaces are eligible to apply. Companies must be seed or pre-series A financing, have a functioning service or product and must have value for the accounting profession.

Those selected for the accelerator will be offered a $25,000 grant, access to members of the professional organizations, firms, press and customers, and subject matter experts and mentors.

The deadline for applications is Nov. 30, 2023, and winners will be announced in January 2024.

Good Humor offering $5,000 grants to ice cream vendors
The new Neighborhood Joy Grant Program will bring $200,000 in grants to mobile ice cream vendors. These $5,000 grant winners will then have a chance to win an additional $20,000 as part of contest voted on by consumers.

All applicants must be over 18 years old and the owner of an ice cream push cart or truck with a valid business license. The deadline to apply is Oct. 25, 2023.

Wish Local grants for up to $2,000
Small-business owners can get grants of $500 to $2,000 through the Wish Local grant program. The money can be used for any expense, including rent, inventory, connecting with new customers or keeping workers employed.

Businesses must be majority Black-owned and have fewer than 20 employees, with a physical location within the United States and revenue under $1 million.

The $10,000 Feed the Soul’s Restaurant Business Development Grant program
Black and Latino-owned restaurants and related businesses can apply for a financial stipend of $10,000 and free financial education, consulting and marketing assistance through Feed The Soul’s grant program. 

Applications open Oct. 5, 2023 and run through Jan. 31.

Black Girl Ventures offering up to $10,000
The Black Girl Ventures BGV Pitch competition is a live, crowdfunded pitch competition where each startup founder has three minutes to pitch their business with three minutes of Q&A from the audience. 

The person with the most votes wins $10,000, with second place being $6,000 and third place $2,000, in addition to money raised through the audience crowdfunding. Winners also get Google Cloud credits and other freebies.

Business owners must identify as a woman, be majority owned by a founder of color and have been open at least a year with revenue.

Federal grant and loan options for small businesses
In addition to those options, there are several federal grants and loans from the federal government targeting small businesses.

The America's Seed Fund program from the National Science Foundation, open to early-stage companies that need to prove their technology and find their market potential, has made about 3,400 awards to startups and small businesses since 2012, with 153 exits by those companies and $9.1 billion in private investment.

The grant program gives out roughly $200 million per year to eligible businesses.

For small-business owners looking for potential tax credits, here are 10 that every owner should know about. But the most lucrative, the Employee Retention Credit, has drawn too much attempted scammers and attempted fraud, forcing the IRS to suspend processing any new ERC applications at least through the end of the year.


For those looking for government-backed loans, the USDA Business and Industry Loan Guarantee Program, part of an umbrella loan program offered by the USDA under its OneRD Guarantee Loan Initiative, offers loan guarantees of up to 80% on everything from purchasing a building, modernizing equipment, working capital or acquiring a company.
For business owners that want to take advantage of the Small Business Administration's lending programs, the agency recently rolled out a series of changes for lenders and owners alike.

And small businesses looking to get in on the billions of dollars in potential opportunities in the CHIPS Act can take advantage of some of the resources we laid out here.

Stage 1 Burn Ban Lifted
The Kitsap County Fire Marshals office lifts the Stage 1 burn ban effective Friday, September 29, 2023. Outdoor burning may resume subject to normal area limitations and permitting requirements. “Recent fall rainfall has reduced the fire hazard locally,” says David Lynam, the County’s Fire Marshal, “A good deal of moisture has reduced the fire hazard to once again allow outdoor burning."
