Dear Neighbors,
I thought I would start off with a little joke to brighten your day. Why are golf balls like eggs? They are small and white, and a week later, you have to buy more!
The POA staff is getting ready to welcome Spring. Boat passes are available at the POA office, and the office staff is preparing for the annual meeting currently scheduled for May 30, 2023, at the Glade Springs Church (more details to come).
The golf staff is working to prepare both courses for the 2023 golf season. The Woodhaven Golf Course is scheduled to opened for the season on April 1, 2023, and we are excited to welcome you all back to play the Woodhaven Course. In preparation for the season, our team has been working on both courses; they have addressed tee markers, bunkers, and drainage; the bathrooms have been spruced up; and dead trees and old tree stumps have been removed from both courses. Trail passes can be purchased at the Woodhaven Pro Shop and will cover both courses this year.
Staff will start to prepare the pool for the season in April and May, and we have confirmed the delivery of the new pool furniture.
The Golf Committee has been busy planning several fun events for the golfers like the Member Member event, Friday Night scrambles and the Ladies Scramble on April 26, 2023. (Details on this event are provided at the end of the newsletter).
The Dam Socials have started! They are held on the 1st Wednesday of the month at 5:00 pm at the beach at Chatham Dam. All owners are encouraged to participate. Feel free to bring a snack to share, but it is not required. For more information on the Dam Socials, Contact Betty or John Callender for more information betty.callender@gladespringspoa.com
Please ensure that your home has house numbers. Each house must display the street address (numbers) using four (4) inch numbers and colors contrasting with the background. The numbers must be visible from the street and installed before final the inspection. This is for two reasons. First, when emergency services are trying to find your home, the numbers are vital in assisting them in locating you. If emergency services cannot find you, they cannot help you. Second, the POA’s rules and regulations require all homes to have them.

2023 Boat Registration and Trail Passes

2023 Boat Registration
We are also pleased to announce that the 2023 Boat Stickers are now available from the POA office. All motorized boats on Chatham Lake must be registered using the form below and display a GSVPOA sticker on both sides of the boat. A third sticker is provided for display on the trailer. The cost is $15.00 plus tax for each boat registered. The boat owner must provide proof of insurance with the additional insured "Glade Springs Village POA Inc." on the policy.
Please remember that Chatham Lake is for the exclusive use of Glade Springs residents, property owners, and their guests who must be accompanied by a POA member. Only boats registered to a POA member are permitted. The Chatham Lake rules are included on the registration form.

2023 Trail Pass and Personal Golf Carts on the Golf Courses
At the November monthly board meeting, the board voted that starting in November, the POA will be selling a single option for a trial pass. The fee for the trail pass is $600.00 but will provide access to both the Stonehaven
and Woodhaven courses. The committee will do its best to plan monthly
events at Woodhaven, and if you have a personal golf cart with a trail pass
and are unable to drive your personal golf cart to the Woodhaven course, a
POA cart will be provided to you at no cost.
The POA Board also approved that, as of November, owners without a Trail Pass who wish to use their personal golf carts on the Woodhaven and Stonehaven golf courses may do so for the golf cart fee. All personal carts are subject to the cart fee of $23.00 plus tax on each course.
The Board approved a punch card that will be sold to POA owners only for
$250.00 plus tax for twelve cart fees at either course and will be valid for that
year’s season only, expiring on December 31st of the year the card is sold. All
punch card users must check-in and obtain a receipt for their golf cart use prior to starting the round of golf each time.
As of January 1, 2023, all personal golf carts that are used on the POA golf courses must fall into one of two categories:
1. Display a current Trail Pass (one per cart and non-transferable).
2. The user of the golf cart must have paid the cart fee for the round of golf
that is currently being played and be able to produce a receipt as proof of payment if asked.
If you or the owner is found to be on the course using a personal cart without
a trail pass or without paying the cart fee, you will be subject to disciplinary action by the POA.

Glade Springs Village Property Owners,
The 2023 golf season has arrived, and Woodhaven is now open! We have been busy checking in new merchandise and getting the pro shop set up for our members and guests. Please come out to Woodhaven for all your golf and apparel needs for this golf season. We have also added some new items that aren’t just for golfers, so everyone is welcome. We are also available for special orders if you don’t see exactly what you are looking for in your size. Glade Springs Village items make great gifts for other POA members!
This time of year also kicks off our tournament and outside play on both courses. The 2023 GSVPOA Golf Calendar is now up on the website at www.gladespringspoa.com and will be updated and subject to change throughout the season. We have several returning events and continue to add new events during the season. We will do our best to not inconvenience our POA members when booking outside events.
Now that we have opened both golf courses, we will return to our in-season closed days. Stonehaven will be closed on Mondays, and Woodhaven will be closed on Tuesdays. As we get into our spring weather, we have a few items we would like to remind everyone of as they start the new season. For those players who would like the opportunity to tee off on holes near their homes (instead of the #1 tee), please be sure to call the golf shop for availability and to let us know you will be on the golf course. We need this information for various reasons, including scheduled golf maintenance, safety, and the collection of round data, to mention just a few. It is important to not jump in front of other POA members or guests when not checking in and starting at #1.
The morning text database has been well received, and we continue to add highlights to cart rules, hours of operation, and other important information in a quick morning text. If anyone is not receiving those messages, please stop by the Stonehaven Starter House and scan the QR code to add your number to the list. For anyone that has "opted out," we as staff are not able to add you back into the database from the software; you will have to scan the barcode again to start getting the morning messages.
We have our 2023 trail pass available for purchase. This year the board has approved and moved forward with the combined trail pass fee of $600.00 plus tax. This will also include one GHIN number, and additional numbers may be purchased for $34.00 plus tax. There will no longer be a separate Stonehaven and Woodhaven trail pass. The Golf Committee will be working on adding events fun events throughout the summer on the Woodhaven golf course. For example, when a trail pass holder plays at Woodhaven, they have access to the use of the fleet carts if needed. Previously, when we have mixed-course events such as Member/Member or the GSVPOA Club Championship, the former Stonehaven trail pass-only holder would have to pay for their cart fee(s) on the Woodhaven course. This will be included for the 2023 season. Any owner who is purchasing a trail pass will need to provide the pro shop with proof of insurance for their golf cart, with the POA being added as an additional insured. Your insurance agent should be able to assist you with this; if you have any questions, please contact Matt Felber.
We have a couple of new options for the upcoming golf season. We will be offering discount passes for prepaid members' cart fees which will be 12 for $230.00 (that is ten with two free cart fees) and prepaid guest of member green fees will be twelve for $500.00 (that is 10 plus two cart free) which includes cart fees. This pass will only be valid for the 2023 season and will expire on 12/31/2023. The unused time will not roll over to the 2024 season. All passes can be purchased at the Woodhaven golf shop or the Stonehaven Starter House.
For those POA members that are interested in taking advantage of booking online please email Matt Felber's Email or Tyler Farley's email and we will reset your online access and update your username and password. This will be a great opportunity as we have recently installed our new software. The new system has many additional functions that will be integrated as we bring it online. We are still in our frost delay season, and it is important to check conditions and/or opt-in to our text database for information. The bathrooms on each golf course will be opened as warmer weather permits.
Players that are visiting Stonehaven will be required to park in the gravel parking area toward #10 tee.
Directions to parking area:
Coming from the main gate continue through the clock tower and make a left on Edward Drive, follow Edward Drive, and make a left on George Lane. As you approach the end of George Lane turn left and the parking area is straight ahead. Please call the pro shop at 304-763-3332 and we will pick you up and bring you and/or guests to the Stonehaven Starter House to check in for golf and collect appropriate fees.
We will be distributing the carts for the Stonehaven Golf Course and collecting fees through the Stonehaven Starter House. Do not use the GSR Hotel parking lot across from the Stonehaven 1st tee or the main Cobb parking areas. The GSVPOA golf staff will do their best to accommodate our POA members and all guests during this transition.
Please scan the available QR code at the Stonehaven Starter House or Woodhaven pro shop. Please answer the questions on the first text so we can update your information and edit our text database. This system will be utilized for cart rules, exciting new information, and other direct-to-member texts.

Golf Course Superintendent Update

Dear Residents,
Spring has finally sprung, and this is the most critical time of the year for proper weed control. Springtime produces high levels of moisture in the soil, moderate air temperatures, and vigorous growth compared to other months. Weeds are opportunistic and thrive under these conditions. With the improved weather, the time has arrived to employ various methods of weed control. The first step in controlling our undesirables is to identify the problem plants. Here in southern WV, we focus a majority of our resources on controlling crabgrass, broadleaf, and sedges, which are the most common and typically the most difficult to control.
Weed management is most successful when a variety of methods are used. First and foremost, we will use cultural practices to minimize the growth opportunity for invasive weeds. We will closely monitor irrigation, minimize fertility, and use low mowing heights. This will provide us with a dense canopy and allow our turfgrass to outcompete nuisance weeds.
Another control method that we implement is the use of chemicals. The pre-emergent herbicide will be the foundation of our weed control program. It prevents the germination of undesirable seeds and can be used on mature grasses with a well-established root system. Soil temperatures are always the deciding factor in deciding when to apply pre-emergent control (55–60 degrees). At times, warm temperatures arrive in early spring, which means that we must use a split application method. By doing this, it extends our protection against weeds into the fall months. If only one application is made early, the residuals begin to wear off, leaving us vulnerable to invasive weeds. If pre-emergent applications are ignored altogether, weeds must be fought all year using post-emergent herbicides, which are more costly and inefficient. This will always bear visually undesirable results as well as negatively impact playing conditions. As far as post-emergent weed control, we will use a broadcast application as early as possible to increase the effectiveness and follow up with spot sprays throughout the growing season.
As we all know, springtime in West Virginia is always a rollercoaster of cold and warm temperatures. Therefore, we must be flexible and monitor high-pressure areas and soil temperatures.
Please be on the lookout for our spring plantings that have been scattered throughout the property. In several select areas, we have added multiple varieties of dogwood trees, spireas, and black-eyed Susans, just to name a few. Hopefully, this will be a fresh look to kick off the season!
I would also like to let everyone know that we will be hosting a diversion party! This is a great opportunity to get outdoors and socialize with other members, all while assisting our fairways and tees to a speedy recovery. Please bring your spouse, family, or just yourself out to the course and help the turfgrass staff by filling divots on the course. We will meet at the Starter Building for the Stonehaven Golf Course at 4 pm on (Date) to distribute hole assignments and the necessary tools. Refreshments will be provided. I hope to see everyone out there!

2023 GSVPOA ANNUAL MEETING UPDATE

The 2023 Annual Meeting date has been set for Tuesday, May 30, 2023, at 6:00 p.m. at the Glade Community Church. This will be an in-person meeting, and a video of the meeting will be made available to members who are unable to attend after the meeting.
If you are voting in the 2023 GSVPOA elections, please note that ballots will be mailed thirty days prior to the election, and all ballots must be received or postmarked on or before May 11, 2023. Ballots should be sent to the attention of the president of the board of directors using the self-addressed return envelopes included with the ballots. Upon receipt of each ballot, the President shall place the ballots in a secure place, and they shall not be opened until the date of the election. The elections committee and the board of directors will be asking two members to observe the count as witnesses. The date of the election shall be May 30, 2023. On the date of the election, the elections committee shall open and count the ballots. The results of the election shall be announced at the annual meeting, which is scheduled for Tuesday, May 30, 2023, at 6:00 p.m. at the Glade Community Church.

Road Construction Update
Southern End of Z-Way
|

On Thursday, March 2, 2023, we were notified by the WVDOT that the first section of the Southern phase of the Z-Way was advertised for bid. This section is new road construction extending the Z-Way from the East Beckley Bypass to connect with US 19 at the entrance to Old Crow Road. The bids for this section will be opened on May 9. 2023 and a successful bidder selected to construct the road. Construction starting and completion dates will be negotiated with the contract.
This is excellent news because we now know construction will begin this summer on the Southern Section of the Z-Way. Construction on this phase of the highway should not cause traffic delays because it is a new section of the highway.
We were also notified that the second phase of the Z-Way, widening US 19 to three lanes, is very close to being bid as well. The WVDOT is waiting on a few “right of entry” dates from the courts before bidding on this section. This section should be advertised for bids early this summer.
We were also informed that some (not all) of the utility companies would not be able to start moving their lines until the Spring of 2024. We are assuming moving utility lines and road construction will be coordinated to get maximum construction in the shortest amount of time. If there are changes, I will notify the POA.

West Virginia Division of Natural Resources offers a free class on Boating Safety
The Boating Safety Program offers free classes that cover topics such as life jackets, navigation rules, and preserving a safe marine environment.

There are over 2,000 miles of navigable, fishable streams in West Virginia that comprises over 19,000 surface acres of water. Additionally, there are 21 lakes over 100 acres in size that encompass 20,118 acres of fishable and boatable waters. There are 41 small impoundments covering 1,068 acres and 30 ponds covering 204 acres.
Most of these waters are also available for public boating. Boating is a fun, relaxing outdoor activity that can be enjoyed with family and friends in a variety of ways. From kayaking and canoeing to motorized water sports, a day of boating creates lasting fun among participants.
WEST VIRGINIA WATER TRAILS
West Virginia offers a series of water trails around the state. A water trail is a route on a stream, river or lake that provides boaters with a recreational, scenic, historical or educational opportunity.
The West Virginia Recreational Trail Authority and the West Virginia Department of Transportation are responsible for designating water trails in West Virginia. Currently, there are 11 approved water trails:

Home Brewing, Beer that is!

In 1979, President Jimmy Carter signed into law a bill legalizing the home brewing of beer, making him an American homebrew hero, in spite of being a teetotaler. A group of Glade Springs residents has been taking advantage of this law and brewing their own beer for over fifteen years. Back then, craft beer was becoming popular, but southern West Virginia didn’t have any craft breweries. Now we have seven craft breweries around Beckley less than an hour’s drive away.
Our group brews beer on a five-gallon scale in our garages, and this gives us about two cases of beer. That’s not a lot of beer for all the work when we divide it among the group, but we have a good time brewing. Charlie Papazian, the father of American home brewing, says about the home brewing process-- “Relax. Don’t worry. Have a homebrew.”
Beer is normally made from four ingredients: water, fermentable sugars, hops, and yeast. The sugars are extracted from malted barley with water and boiled with hops. The resulting mixture is then cooled to room temperature or lower. Yeast is added to ferment the sugars to alcohol and carbon dioxide. After fermentation is complete (normally a week to a few months, depending on the beer style), the beer is bottled with a small amount of added sugar. This sugar is fermented, giving the bottled beer its carbonation.
We have made a variety of ales and lagers over the years, including pilsners, Octoberfests, Kolschs, cream ales, pale ales, India Pale Ales (IPAs), brown ales, Irish red ales, barley wines, a Belgian triple, porters, and stouts.

Let’s Talk About Mailboxes,
for the Village owners only.

The ACC Has asked the staff to inspect the owners’ mailboxes. (For the Village owners only. Owners who live in Phase One are subject to the Resort Controlled ARB Board for this matter). We provided a reminder in the January newsletter about the current rules and regulations regarding the standard for mailboxes and we will start addressing this issue in April.
We have noticed that many of the mailboxes in the neighborhood could use some love and attention. The current Rules and Regulations say that “Residential mailboxes, paper boxes, posts, and numbers will be of a uniform type and design. All boxes will be black or brown in color, cannot exceed 11"W, 15"H, 24"D, and mounted on a single black, or brown post not less than 4" X 4" nor more than 6" X 6". Except for temporary seasonal decorations, no changes in the color or design of the box and support are permitted. It will be the property owner's responsibility to maintain the box, paper box, and post support in a condition acceptable to the postmaster of Shady Spring, West Virginia, and the letter carrier. Stand-alone paper boxes are not permitted.” This is just a gentle reminder to take a look at your mailbox and ensure it is up to the regulations.

ACC Rules and Regulations
|

Below is some general information about the ACC Rules and Regulations that will be helpful to you as the owner. If you live in the Phase One section of the neighborhood you are subject to the Resort-controlled Phase One ARB Board and will need to inquire with them after their rules and regulations.
- Who is responsible for violations that might be involved in the permitting process? The homeowner is responsible.
- Who is responsible for any fines? Fines are the responsibility of the homeowner. The homeowner may, of course, pursue collection of the cost of these fines from his contractor, if it is felt that the contractor was the cause of the fines being levied. This situation is completely between the owner and the contractor.
- How is the amount of the fine determined? The Glade Springs Village ACC Rules and Regulations & the Fine Policy spell this out. Monetary amounts are listed in these publications, along with reasons fines can be levied.
- When trees on an adjoining property appear dangerous, how is this handled? We recommend that the homeowner contact the adjoining neighbor about the dangerous situation. If that neighbor has been informed of the potential danger, and damage occurs, that neighbor would likely be responsible. The ACC, nor the POA, has any authority in this area.
- Are you allowed to cut trees on your own property before obtaining a permit? No, you must get a permit prior to cutting all trees.
- What about visible garbage cans? Containers shall be put away, out of sight, until the day of pick up. On the day of pickup, all household trash must be in a trash can.
- What authority does the ACC have regarding unkempt lawns and equipment left in the yards? If the area is an eyesore and is not being kept up, the ACC can notify the owner of the concern. If no action is taken, the POA may take the steps permitted in the Covenants and Restrictions to correct the situation.
- What is the policy regarding mailboxes? Mailboxes must be black or brown in color, on a black or brown post. Other than seasonal decorations, no change in color or style is permitted.
