It’s beautiful May in your POA ! What a blessing to finally see some rain …. and even if not a lot in our community, at least it is making its way over our primary water source, the Colorado River. We are all doing our part for conserving for hotter months ahead (ONLY irrigate once a week), but it helps to have mother nature partner with us! And, hopefully, April Showers WILL bring May flowers.


Board News: Our next Board Meeting will be Wednesday, May 21st at 9 am. Whit Holcomb, our communications specialist, has been upgrading the website so that members can access the agenda and minutes seamlessly each month. You will see continued information access – but let us know if there is something you would like to have readily available. This month we have added the actual Settlement Agreement and the required Declaration Amendment #5 from last year’s legal disagreements. This puts us in great position to move forward with independence for both the POA and the Maintenance Fund. Next month we will continue to focus on upcoming projects for Fox Park, Slick Rock Creek, and updating our budget for future member services.


Events: The Consumer Showcase was moved to an easier access time in September (details to follow) and you will have the opportunity to peruse through the varied resources our local businesses offer. Committee work is underway for the 4th of July celebration. Lots of hands make heavy lifting lighter! Please reach out Board Member Bryce Harris or the HSB POA staff if you are willing to help….land, boat, dog parades…children’s crafts, set up/take down, parking directors, decoration team…or if your company/club is interested in hosting some fun booth services. Already we see the Business Alliance, the Resort, the City, and others stepping up. Details on the event will be in June. On Thursday, May 29th, at 10:00 AM, the HSBay Fire Department will be our presenter for the Educational Series, providing an interactive session on First Aid. RSVP by replying to this email or calling the office at 830-598-8795.

Meet Scott Powell - A Lgacy of Service & Leadership

Scott Powell's roots in Texas run deep. His ancestors, the Brown brothers, arrived in the region in 1829 and served in the Republic of Texas Navy during the fight for independence. Captain Jeramiah Brown notably captured reinforcements headed for the Battle of San Jacinto, aiding Sam Houston's victory. The Powell family is also among the original "Old Three Hundred" settlers. Scott was raised in Baytown, instilled with values of honesty, integrity, and a strong moral compass.

 

Scott's journey to Horseshoe Bay began through his wife's family traditions and his own cattle trading ventures. Fifteen years ago, they found their perfect weekend home here; eleven years ago, they made it their full-time residence.

 

Professionally, Scott is a Texas A&M Maritime Academy graduate with degrees in Marine Engineering and Business Administration. He captained the largest tanker in the ARCO fleet, emphasizing foresight and precision. His career expanded into corporate leadership, managing major projects worldwide, including disaster responses in the Middle East and Gulf of Mexico and infrastructure development in the Arctic. Scott also contributed to post-9/11 security protocols for energy infrastructure.

 

Governor Abbott recognized his dedication with an Admiral Commission in the Texas Navy. He was also recognized by the just retired Secretary of the US Navy with a Life Companion appointment to the Naval Order of the United States. Scott is also a proud member of the National Eagle Scout Association and supports the Sea Scouts program.

 

Scott is now running for the District 5 Board of Directors seat at Pedernales Electric Cooperative (PEC). He brings over 35 years of industry expertise and aims to lead the cooperative toward a cost-effective, brighter, and eco-friendly future. Scott emphasizes the commitment required for the role, noting the significant time investment needed to serve effectively. He believes his professional experience and dedication make him well-suited to represent the unique needs of the Texas Hill Country community. Looking for a beautiful, convenient spot to enjoy the great outdoors right here in Horseshoe Bay? You can look no further than the HSB POA Campground, located at 2044 Hi Mesa. Nestled in a scenic Hill Country setting with serene creek frontage, the campground is exclusive to Horseshoe Bay POA members and their guests — making it a private retreat just for our community.


Whether you're hosting company from out of town, looking for a peaceful overnight getaway, or want to enjoy a picnic surrounded by nature, the HSB Campground is the perfect spot. It’s also just steps away from our Slick Rock Spur Trail, offering easy access to hiking and exploring right from your campsite.


The campground features water and electricity at most sites, with 30-amp breakers (and a few 50-amp breakers for larger RVs). You will need to make reservations at the office, paying in advance to secure your spot. If you visit for a day-use picnic, please be considerate of our reservation cones and be polite to incoming guests. Also, carry out all trash to help keep this area pristine for everyone.


Spring is a gorgeous time to enjoy the Hill Country. Make your plans now to experience it at its best, right here in Horseshoe Bay!
