ANNUAL CONFERENCE REPORT
Resolutions 2022
Resolutions are the means by which concerns of the church and are brought up each year at annual conference. The resolution is presented, voting delegates may express support for or against the resolution, after which a vote is taken. A two-thirds majority is needed for the resolution to pass.
1. Gun Violence – This resolution asked the Annual Conference to offer Christ-like compassion, personal prayer and corporate worship for victims of gun violence. It further asked us to engage in biblical and theological reflection on the nature of violence, to research causes of gun violence and to call on state and national law makers to support reasonable gun safety laws, including universal background checks, red-flag laws and a ban on assault-style weapons. Additionally, it asked members to call upon their leaders to support legislation to combat the significant losses we as a nation have suffered in the past few years. This resolution was overwhelmingly approved by the delegates of the annual conference.
2. Equity in Congregational Development – This resolution was presented to address significant disparities in compensation to clergy of color, which includes black, Hispanic and Latino clergy. This resolution supports the work of creating equity in clergy compensation, congregational development and debt reduction. Over the next ten years, 40% of expenditures from the Cabinet Development Fund will be committed to churches and clergy of color. Additionally, over the next 10 years, New Church Development funds will be used to help provide equity in this area. This resolution passed with a significant majority.
3. Apologies and Hope for the Commissioning Class of 2022 – At the Clergy Session of this year’s annual conference, the Conference Board of Ordained Ministry presented 16 persons whom they found to be highly qualified for provisional membership as clergy for the Florida Conference. However, provisional membership was denied to the entire class because two candidates were known to be LGBTQ persons.
This resolution was presented in an effort to affirm the work of the Conference Board of Ordained Ministry and believes that the candidates they presented are called by God and will eventually be commissioned. The resolution recognizes that there is no mechanism outside of a vote by the Clergy Session of the Florida Annual Conference and invites these candidates denied membership to participate in the Resident Ministry process at the earliest opportunity and if possible have the coming year count toward the required length of time that must pass before they can apply for ordination. Additionally, the Bishop would consult with the Cabinet and determine whether a clergy session might be convened as part of the fall clergy gathering or another time rather than wait for the 2023 Annual Conference. The resolution passed with a majority.
