Gov. Ferguson Outlines $4B
in Proposed Budget Cuts

New governor’s savings plan: On Thursday, Gov. Bob Ferguson unveiled a plan for cutting nearly $4 billion across most state agencies, as the state works to address a projected multi-billion-dollar budget deficit.
Details: The proposed cuts include requiring most state employees to take one furlough day per month for the next two years, ending unused facility leases, reducing travel and equipment purchases, and more.
“My team and I have scoured state spending for savings and efficiencies,” “Ferguson said. “We must prioritize while protecting the core needs of Washingtonians.”
Statement from employer groups: AWB, along with the Bellevue Chamber of Commerce, Seattle Metropolitan Chamber of Commerce and Washington Roundtable, issued a joint statement on the budget plan.
“We applaud Gov. Bob Ferguson for his efforts to make state government more efficient and effective and we are reviewing his proposals to reduce agency spending. His approach — deep diving into department budgets for savings and course corrections and focusing on impact and results — is refreshing.”
Right approach: AWB appreciates that the governor’s proposal is realistic and doesn’t present a false choice between raising taxes and cutting important programs, as some lawmakers have proposed.
Legislators must address the spending choices that led to the state’s current budget shortfall, including the $14 billion in new spending added in the last two budget cycles.
Voters’ views: In a statewide poll from January, 76% of voters say the Legislature has enough money to address important priorities and just need to spend it more effectively. Voters also overwhelmingly believe that if taxes are raised for businesses, those costs will be passed on to customers.
What’s next: The state will receive an updated revenue forecast later this month. After that, legislators will reveal their own budget proposals and work to pass one budget before the session adjourns April 27.

12 Bills that Die as WA Legislature
Faces Cash Crunch

More legislation fell by the wayside Friday in the Washington Legislature, including bills on signature gathering for ballot initiatives, free school meals and ballot box tampering.
Friday was the deadline for bills to pass through fiscal committees, like Senate Ways and Means and House Appropriations. With a multibillion-dollar deficit hanging over the session, bills creating new or expensive programs have proved to be a tough sell.
The latest casualties come a week after the legislative session’s first deadline knocked out a slew of bills.
Legislation next needs to be passed out of the chamber where it originated by March 12. But bills deemed “necessary to implement the budget,” like those that include new taxes, are immune from these deadlines. And it’s possible lawmakers could find creative ways to revive their proposals in the budget process.
The session is slated to end April 27.

This month, AWB helped launch People for an Affordable Washington, a grassroots activation effort that’s raising awareness about the state’s budget situation.
The new campaign urges voters to email their legislators with the message that increased spending and tax revenue haven’t produced the promised results. State spending has increased 114% over the past decade, an increase of $38 billion. Despite the state spending more to address education, housing and homelessness, these challenges have only worsened.
A new issue brief from AWB lays out key facts and figures about Washington’s budget situation.

Update Regarding FinCEN Filings | |
|
On Thursday, FinCEN announced that it will not issue any fines or penalties or take any other enforcement actions against any companies based on any failure to file or update beneficial ownership information (BOI) reports pursuant to the Corporate Transparency Act by the current deadlines. No fines or penalties will be issued, and no enforcement actions will be taken, until a forthcoming interim final rule becomes effective and the new relevant due dates in the interim final rule have passed. This announcement continues Treasury’s commitment to reducing regulatory burden on businesses, as well as prioritizing under the Corporate Transparency Act reporting of BOI for those entities that pose the most significant law enforcement and national security risks.
No later than March 21, 2025, FinCEN intends to issue an interim final rule that extends BOI reporting deadlines, recognizing the need to provide new guidance and clarity as quickly as possible, while ensuring that BOI that is highly useful to important national security, intelligence, and law enforcement activities is reported.
FinCEN also intends to solicit public comment on potential revisions to existing BOI reporting requirements. FinCEN will consider those comments as part of a notice of proposed rulemaking anticipated to be issued later this year to minimize burden on small businesses while ensuring that BOI is highly useful to important national security, intelligence, and law enforcement activities, as well to determine what, if any, modifications to the deadlines referenced here should be considered.

Small-Business Grants to Apply
for in March 2025

About 53% of business owners surveyed by the Small Business Majority were worried about tariffs negatively impacting their business, while 77% were worried about tariffs impacting the American economy more broadly. The survey also found that over the past three months, business revenues decreased for 42% of entrepreneurs and stayed the same for 34% over that period. Just 24% of small businesses reported revenue increases.
A separate survey from small-business networking platform Alignable found that 30% of small businesses anticipate revenue losses due to tariffs proposed by the Trump administration. Just 18% believe it will boost their sales.
"Small businesses are already navigating a financial minefield — rising costs, inflation, and economic uncertainty," Alignable CEO Eric Groves said in a press release. "Now, the threat of new tariffs could be the breaking point for many.”
For small businesses looking to bolster their financial state or take their business to the next level amid the uncertainty, we have assembled a list of small-business grants that are open for applications.
Honeycomb Credit offers ‘breakthrough’ grant
Small-business investment platform Honeycomb Credit is offering a $10,000 breakthrough grant to support small businesses achieving their next big step, whether it’s a new location, launching a food truck or franchising. Applicants must own a business to qualify. Applications are due by 11:59 p.m. on April 2, 2025, with the grant winner to be announced by April 11, 2025.
Cognac brand Remy Martin offers $20,000 grants
Creatives and entrepreneurs contributing to their local culture in a few select cities are eligible for the Remy Martin This is My City Microgrant. The grant is for entrepreneurs in Chicago, Detroit, New York City and Atlanta, with a winner in each city getting the money and one-on-one mentorship from an established figure in their field. The grant coincides with the release of limited edition bottles designed to mimic the culture and flavor of each city.
This is My City grant honorees will be announced in June 2025. Applicants can submit their entries on RemyMartin.com/en-us/This-Is-My-City Applications close April 11, 2025.
$5,000 Faire Small-Business Grant
Independent retail stores or those who soon plan to open a retail store can win a $5,000 grant in Faire merchandise to help stock their store. Applicants need to provide a few details and submit a short video on how the grant money would help. Applications are due March 31, 2025, and winners are announced April 30, 2025.
$10,000 DoorDash disaster relief grants
Restaurants across the country hit hard by a natural disaster can apply for $10,000 grants, courtesy of DoorDash.
The Restaurant Disaster Relief Fund, a partnership between DoorDash, financing platform Hello Alice and the Global Entrepreneurship network, is open to restaurants in state or federally declared natural-disaster areas. The grant windows operate on a rolling bases, with four a year.
To be eligible, restaurants must have a brick-and-mortar location, fewer than 50 employees per location, be open at least six months and have less than $3 million in revenue per location.
The first window for applications is open until March 3. Winners will be announced in April.

Many people don’t realize the size of the nonprofit workforce in the U.S. According to the Bureau of Labor Statistics, the sector accounts for 9.9% of the workforce. However, if you're reading the tea leaves, nonprofits are in choppy waters.
For one, we know the presidential administration is working to make significant cuts, and the philanthropic sector is no exception, as we saw with the elimination of USAID and thousands of the agency’s jobs. For generations, too many nonprofits relied almost exclusively on government aid — big mistake.
The second challenge for nonprofit leaders is that the ever-revolving door of employees in organizations will continue to spin more quickly. Nonprofit workers are concerned — and they should be — that if nonprofit leaders don't realign their fundraising, they will lose their jobs.

VMFH Opens New Hybrid Emergency and Urgent Care in Bremerton | |

Virginia Mason Franciscan Health (VMFH) announced the opening of Washington state’s first hybrid emergency department (ED) and urgent care facility in collaboration with Intuitive Health. VMFH Emergency and Urgent Care - Bremerton (4205 Kitsap Way, Bremerton, WA 98312) [was slated to] begin seeing patients on Tuesday, March 4 at 7 a.m.
"The opening of our new hybrid ED/urgent care center in Bremerton marks a significant step forward in our commitment to providing accessible, high-quality care to the Kitsap Peninsula community," says Ketul J. Patel, CEO of Virginia Mason Franciscan Health and President of CommonSpirit Health's Northwest Region. "This innovative model not only improves patient experience by ensuring individuals receive the right level of care, but also addresses the growing need for urgent care services and eases pressure on our busy hospital emergency departments. We're proud to be at the forefront of developing solutions that improve access and affordability for all."
The emergency departments at St. Michael Medical Center (Silverdale) and St. Anthony Hospital (Gig Harbor) serve more than 120,000 people each year. St. Michael remains one of the busiest EDs in Washington state. It continues to see increased patient volumes as Kitsap County’s population continues to grow and there remains a shortage of primary care and specialty care providers in the community.
The hybrid ED/urgent care model aims to help address ED capacity by offering emergency room and urgent care services under one roof. The model also eliminates the need for patients to guess which level of care is most appropriate and ensures they only pay for the level of care they need.
When a patient comes to the facility, they will be examined and triaged by emergency-trained physicians and nurses. The facility will be open 24 hours a day, seven days a week and fully equipped like a traditional hospital emergency department, including onsite lab equipment and a radiology suite with X-ray and a multi-slice CT scanner. Emergency medical services can also bring patients directly to the hybrid ED/urgent care facility, which will accommodate ambulances onsite.
“By eliminating the guesswork for patients when deciding between the emergency department and urgent care, we're improving the patient experience and ensuring that patients receive appropriate care without unnecessary costs,” noted Thom Herrmann, Chief Executive Officer for Intuitive Health. “We're excited to work with Virginia Mason Franciscan Health as they continue to lead the way in deploying innovative care models across the Puget Sound region.”
Given the ongoing community demand for emergency and urgent care services, VMFH is beginning construction on a second hybrid location: VMFH Emergency and Urgent Care - Port Orchard (450 S. Kitsap Blvd., Port Orchard) with expected completion in late 2025.
Other projects underway to meet the growing demand for health care services in Kitsap County include a new tower at St. Michael Medical Center, which will be completed in 2025, increasing hospital capacity by 74 beds and improving patient access to emergency care.
“As a leading health care provider in Kitsap County, we are proud to continuously deliver safe, high-quality care to the communities we serve, especially to the most vulnerable,” noted Chad Melton, St. Michael Medical Center President. “We are committed to listening to the community and responding to the greatest needs of our patients in collaboration with leaders across the county and beyond. Today’s announcement is a great example of this work in action.”

Small Fraction of Shipyard Workers

President Trump's plan to reduce staff in federal agencies has hit the Puget Sound Naval Shipyard, one of Kitsap County's major employers and one of the nation's four public shipyards that averages 14,600 to 14,900 civilian workers.
Fewer than 2% of PSNS & IMF's workforce, which would be less than 300 workers total, have opted to participate in the Office of Personnel Management's (OPM) Deferred Resignation Program (DRP), according to an email sent from Captain JD Crinklaw, commander of PSNS & IMF, to staff on Thursday, reviewed by Kitsap Sun. Crinklaw didn't specify the number of people accepting the buyout offer in the email but mentioned that some will be retiring at the end of the DRP.

Silverdale Says Farewell to
Two More Corporate Retailers

Two retail stores in Silverdale are saying farewell to Kitsap County due to corporate cuts.
The Columbia Factory Store on Mickleberry Road is closing, according to several signs placed around the store that mark "STORE CLOSING" and "THIS LOCATION ONLY." Just across a parking lot to the east from that store, the Party City location on Ridgetop Boulevard has closed. A sign on the glass doors, where empty shelves can been seen inside, thanks customers for supporting the business over the years.
Columbia Factory Store didn't respond to Kitsap Sun's multiple requests on the reasons and an estimated day of closure. According to the company, Washington state has four other Columbia Factory Store locations, in Auburn, Centralia, North Bend and Tulalip. A flagship store for the outdoor clothing retailer Columbia Sportswear, which was in downtown Seattle, closed in 2020.
It's not all closures in the immediate area, however. In the parking lot directly in front of the former Party City and just around the corner from Columbia, a Panda Express is now under construction.
