Ferguson Signs Budget Boosting
Washington State Spending and Taxes

Washington Gov. Bob Ferguson entered office warning that a multibillion-dollar budget shortfall would require spending cuts and, as a last resort, higher taxes.
On Tuesday, the first-term Democrat appeared satisfied with lawmakers’ work to close the financial gap, signing a two-year state budget and a tax package to produce billions of dollars in new revenue to keep it in balance.
“To get a budget in a challenging situation to the finish line, it’s going to require working together and a lot of compromise,” Ferguson said. “I believe we accomplished that with this budget.”
Ferguson’s approval ended weeks of speculation about whether he would reject tax increases in favor of deeper cuts. It also capped off months of wrangling between the governor and Democratic lawmakers over how far to go in raising taxes. Republicans slammed Ferguson for agreeing to the hikes after he’d voiced support for greater fiscal restraint.
This all came in the face of an estimated $16 billion shortfall over the next two budget cycles and uncertainty about federal funding.
Also Tuesday, the governor approved a 6-cent increase in Washington’s gas tax to ensure planned transportation projects move forward.
In the end, he only used his veto power to remove one significant piece of a tax bill, related to community banks, and to nix about $25 million from the operating budget.

Downtown Bremerton was awash in red, white and blue on Saturday for the 78th annual celebration of Armed Forces Day. Despite scattered showers throughout the morning, the streets were lined with locals and visitors out to honor Kitsap's military community. The parade showcased nearly 150 entries coming from as far away as Wenatchee. The Armed Forces Day Parade is held every 3rd Saturday of May in Bremerton.

In late April, Noo-Kayet Investments (NKI), on behalf of the Port Gamble S’Klallam Tribe (PGST), finalized the purchase of Minder Meats, a meat distribution and retail company that has been a staple of the Kitsap County business community since 1943.
Minder Meats is one of only two USDA-approved meat processors in Western Washington and, up until its purchase by NKI, had been owned and operated by the Minder family. From its storefront and facility in Bremerton, Minder Meats serves families, restaurants, grocery stores, and other commercial operations from Tacoma to Port Angeles. They specialize in fresh, locally-sourced beef, pork, chicken, and seafood.
“The purchase of Minder Meats creates a tremendous opportunity for our Tribe,” said Port Gamble S’Klallam Chairwoman Amber Caldera. “It helps us directly support treaty rights and the livelihoods of our Tribal members who depend on fisheries. At the same time, we are proud to be able to continue the legacy of a such a storied and well-respected Kitsap community business.”

The Washington State Department of Commerce just launched the Revenue-Based Financing Fund (RBF) loan program for small business. This much-anticipated program is aimed at increasing access to capital for small businesses in Washington state, particularly those that have been historically underserved or underbanked.
“This is one of the most innovative loan programs we've ever launched,” said Commerce Director Joe Nguyễn. “It's not a typical business loan. It's a Pay-As-You-Earn loan that works with the reality of running a small business. Instead of fixed monthly payments, businesses repay based on what they actually make. So if sales slow down, payments stay low. If business picks up, payments adjust. It's flexible, it's fair, and it's the kind of practical solution we need to support small businesses across Washington.”
Commerce oversees the State Small Business Credit Initiative (SSBCI) programs in Washington. Of the $163 million in funding from the U.S. Treasury’s SSBCI program, $13 million is dedicated to the RBF loan fund.
The Revenue-Based Financing Fund is an alternative to a traditional bank loan, with repayments that are customized to a business’s needs and tailored to the business’s net income. It’s especially helpful for seasonal businesses, such as event venues, florists, caterers and tourism-focused enterprise.
Grow America is the fund administrator of this program on behalf of Commerce.
“At Grow America, we’re excited to launch the Washington Revenue-Based Financing Fund,” said Daniel Marsh III, Grow America president. “This program offers flexible capital, empowering Washington's small businesses, especially entrepreneurs, to scale operations and achieve sustainable success.”
Borrowers can apply for this program through Washington’s Revenue-Based Financing Fund - Grow America. More information about all of Washington’s SSBCI programs can be found on the Commerce website at Access to Capital for Washington State Companies.

Survey Input Needed for
Bucklin Tracyton Stormwater Park Design

Kitsap County is has begun the design of a future 0.8-acre stormwater park in Silverdale, located at the corner of Bucklin Hill Road and Tracyton Boulevard. This facility will treat stormwater runoff from approximately 72.5 acres before it flows into the Clear Creek estuary and Dyes Inlet. In addition to its environmental benefits, the park will include pedestrian paths, viewing platforms, and open landscaped green spaces.
In the Winter of 2024 and Spring of 2025, Kitsap County will invite the public to share ideas, review initial design concepts, and provide feedback throughout the final design process. Your input is essential in shaping this project to meet community needs!

Memorial Day Ceremony on USS Turner Joy

The public is invited to commemorate Memorial Day by attending a ceremony on the fantail of the historic destroyer USS TURNER JOY. Beginning at 10:00 AM on Monday, May 26th, the event will feature the playing of the National Anthem while the local Sea Cadet Squadron parades the colors, taps, a rifle salute and remarks from local retired Army Colonel William Reeder, who served 30 years as a helicopter pilot including two tours in Vietnam and almost a year as a prisoner of war , followed by the annual laying of the memorial wreath to remember our fallen. The event is sponsored by the Bremerton-Olympic Peninsula Council of the US Navy League, and the Council’s President, Patty Lent, will serve as the master of ceremonies.

In Gutenberg! The Musical!, aspiring playwrights Bud Davenport and Doug Simon present their hilariously misguided musical about the life of Johannes Gutenberg to potential Broadway producers. With boundless enthusiasm and a collection of hats to represent different characters, they perform all the roles themselves, from Gutenberg’s dim but devoted assistant Helvetica to the villainous Monk who worships Satan. Their historical inaccuracies and over-the-top performances turn the backers’ audition into a riotous spectacle, filled with catchy tunes and laugh-out-loud moments. This meta-musical is a delightful satire on the world of theatre and the creative process, showcasing the duo’s unrelenting optimism and sheer love for the stage.
