Recognizing the Council’s

Longest-Serving Member

The Council would like to recognize Judge Frank C. Damrell, Jr.’s service to the Sacramento-San Joaquin Delta and honor his leadership and effective counsel in the successful defense of California’s first-ever Delta Plan to achieve the coequal goals, his commitment to centering underserved communities in the Council’s work related to tribal and environmental justice, and his lasting impact as the Council’s longest-serving member. As his 12-year term on the Council recently ended, we reflect on his enduring commitment, which has left a legacy of excellence and profoundly impacted both the agency and the people who had the honor of working with him.

On September 15, Governor Newsom appointed Judge Damrell to the California Alcoholic Beverage Control Appeals Board.

About the Council

The Council works to advance California’s coequal goals for the Delta – a more reliable statewide water supply and a resilient Delta ecosystem – in a manner that protects and enhances the unique characteristics of the Delta as an evolving place where people live, work, and recreate.

It is composed of seven members. Of the seven, four are appointed by the Governor, one each by the Senate and Assembly, and the seventh is the chair of the Delta Protection Commission. Visit our Council members web page to learn more.
