My office has been working around the clock trying to help many of you navigate the many issues that face us during these unprecedented times. Thank you for all your patience as we try to get answers for you. We have been communicating with the Governor's Office and his staff, and they have been very eager to help us and listen to your concerns. We are definitely moving in the right direction as we face this challenge.

These past two months have been an extremely difficult and trying time for everyone in our community. While the models seemed far more dire at the start of this ordeal, we are all thankful that far fewer people have suffered than initially feared.
We appreciate what each person in Carroll County has done to mitigate the spread of this virus and we particularly want to thank our nurses, doctors and all first responders for their courage and sacrifice.
We also have to recognize the tremendous economic and personal sacrifice that thousands of people are paying to follow the rules and keep others safe.
The executive order measures were put into place to flatten the curve and to ensure our hospital and healthcare systems would not be overwhelmed as we saw in New York City. Though we are not out of the woods entirely, these efforts have been successful.

Maryland Strong: Roadmap to Recovery

Maryland Strong: Roadmap to Recovery
Maryland could be ready to begin recovery in early May. To determine if this can begin, the rate of hospitalizations and the number of patients admitted to ICU needs to plateau or decrease. You can access this data at
coronavirus.maryland.gov.
- Expanded testing capacity
- Increased hospital surge capacity
- Ramping up supply of PPE (Personal Protective Equipment)
- Robust contact tracing operation
STAGE ONE
calls for lifting the stay-at-home order, and involves business, community, religious, and quality of life improvements. Examples of changes that could be implemented in this stage include:
- Reopening of small shops and certain small businesses
- Curbside pickup and drop-off for businesses
- Elective medical and dental procedures at ambulatory, outpatient, and medical offices
- Limited attendance outdoor religious gatherings
- Recreational boating, fishing, golf, tennis, hiking, and hunting
- Reopening of car washes
- Limited outdoor gym and fitness classes
- Outdoor work with appropriate distancing measures
- Some personal services
STAGE TWO
will likely be a longer stage of the initial recovery, but will also be the stage when a large number of businesses and activities come back online. Any businesses that reopen during this period would need to comply with strict physical distancing and appropriate safety protocols. Examples of changes that could be implemented in this stage include:
- Raising the cap on social gatherings
- Indoor gyms and fitness classes
- Childcare centers
- Normal transit schedules
- Indoor religious gatherings
- Reopening of restaurants and bars with restrictions
- Elective and outpatient procedures at hospitals
STAGE THREE
will involve instituting higher-risk activities, but there is no realistic timeline yet for achieving this level. Examples of changes that could be implemented in this stage include:
- Larger social gatherings
- Reopening of high-capacity bars and restaurants
- Lessened restrictions on visits to nursing homes and hospitals
- Reopening of entertainment venues
- Larger religious gatherings

‘Operation Enduring Friendship’
After weeks of diplomatic discussions and procurement efforts, Governor Larry Hogan announced that the State of Maryland has acquired 500,000 COVID-19 tests from South Korea. Maryland has a special bond with South Korea as Maryland's First Lady, Yumi Hogan is not only the first Asian First Lady in the history of the state, but she is also the very first Korean American First Lady of any state in the history of the United States.
One of the building blocks on the Roadmap to Recovery is to increase testing capacity and acquiring these additional tests was an
"exponential game-changing step forward on our large-scale testing initiative."

New! One-Stop Unemployment
|
So sorry many of you have faced delays and frustration trying to access the new Unemployment Insurance system. It was a huge undertaking to get this system up and running in the short time allowed to be able to accommodate self-employed and 1099 workers. It was promised to be up and running by now and we are very hopeful that the access problems faced today are behind us. They are working around the clock to get this system able to handle the volume of email that is needed---today, 35,000 workers tried to access the system.
The Maryland Department of Labor has launched a new unemployment insurance application called the
Beacon One-Stop.
This new application will allow all Marylanders to file all types of claims entirely online! This includes those who are eligible for regular benefits, CARES Act benefits, and individuals who were previously required to file by phone. To learn how services have been improved and expanded, visit the

Phase 3 of Small Business
Emergency Grant Fund Approved
|
The final $93,000 will be available for the
Carroll County Small Business COVID-19 Emergency Relief Grant Fund
. The $93,000 will be available to assist 74 additional Carroll County small businesses, including sole proprietors and home-based business. All recipients of the grant funds must be in good standing with the State of Maryland and Carroll County. The application portal is anticipated to open next week.

Chamber Members Connecting with Our Local Community Amidst
COVID-19

Thank you Carroll County Chamber for showcasing your members who are uplifting the community by connecting and giving back. We are grateful to all the local businesses who continue to support the community as they are going through challenging times.
- NWSB Bank, a division of ACNB Bank, recently donated personal protective equipment (PPE) to four healthcare facilities in the Bank’s market area (including Carroll Hospital) in response to the unprecedented need during the global coronavirus pandemic.
- Springdale Preparatory School, located in New Windsor, provided face masks to every family enrolled in the school, as well as, all faculty and staff. In addition, two thousand masks were donated by the school to front line workers in Carroll County, including the New Windsor Fire Company, the Mt. Airy Fire Company and the Town of Mt. Airy. Over seventeen hundred masks were donated to the Carroll County Health Department.
- Carroll County Public Library staff members have used their 3D printers to produce components for PPE (personal protective equipment) for healthcare workers as part of Maryland Makers Unite. So far, they have produced over 300 components!
- Right at Home donated surgical and fabric masks to the employees at Carroll Lutheran Village. As Carroll Lutheran Village's preferred home care provider, Right at Home wants to ensure the safety and well-being of their front line heroes as they continue to provide excellent care to their residents during this pandemic.
