Child care workforce crisis recognized in Governor Shapiro's 2025-26 budget address


POTTSVILLE, PA - Today, the Schuylkill Chamber of Commerce President & CEO Robert S. Carl, Jr. made the following statement regarding Governor Shapiro's 2025-26 State Budget Proposal.


"On behalf of the Schuylkill Chamber of Commerce, and the 59 other local chambers and economic development organizations in our child care coalition, we are deeply grateful to Governor Shapiro for addressing the child care teacher crisis by including $55 million in the 2025-26 budget proposal to provide funds to licensed child care providers for teacher recruitment and retention. By addressing the teacher shortage, we can keep high-quality child care centers open, enable parents who want to work rejoin the workforce, and support employers in retaining their staff and building their talent pipelines."


Michelle Dallago, executive director of The Perception Training Center in Pottsville, was invited by Governor Shapiro to the 2025-26 Budget Address.


Dallago said, "The initiative for staff recruitment and retention will have a tremendous impact - not only on The Perception Training Center but also on child care centers across the Commonwealth. Child care workers play a vital role in shaping young minds, yet they often face low wages and high turnover. With this funding, we can offer better wages, professional development, and the support our educators need to stay in the field and continue making a difference. By strengthening the workforce, we're ensuring that families have access to quality care and that child care professionals receive the respect and resources they deserve."


Dallago noted at her center alone, she has 338 children on its waiting list. Pennsylvania has 3,000 unfilled jobs in child care.


The child care coalition of 60 local chambers and economic development organizations encourage the continued support of the PA State Legislature for Governor Shapiro's proposed appropriation for the child care teacher recruitment and retention program. Support of early childhood teacher retention and recruitment program opens the economic opportunities for Pennsylvania families and employers.


Carl extended his sincerest appreciation to the members of the child care coalition for their leadership, commitment and growth over the past two years.

Shapiro Unveils 2025-26 Budget; Draws Mixed Reviews

Declaring that "Pennsylvania is on the rise," Governor Josh Shaprio on Tuesday unveiled his 2025-26 budget proposal. The governor's 91-minute address drew mixed reviews in the General Assembly, prompting optimism from his fellow Democrats and a guarded response from Republicans. The governor spent a third of his speech praising the bipartisan agreements reached by the state's divided House and Senate. Shapiro stated his budget is designed to cut costs for health care, housing, and energy; spur economic growth; strengthen public safety; fund education; and make Pennsylvania more competitive economically. The proposal emphasized workforce development; investing in economic development; and maintaining bipartisan efforts to support students. In addition, Shapiro spoke of maintaining a balanced budget and cutting taxes and eliminating red tape and duplicative government programs. The House Appropriations Committee will begin a series of hearings starting Feb. 18, to examine Shapiro's plan and how state agencies are spending their funding. The General Assembly and governor have deadline to finalize the budget by June 30.

We invite you to join us as we celebrate 20 years of Community Improvement Awards while we review the accomplishments of the Huntingdon County Planning Commission for 2024.

 

We're honored to co-host the event this year with the Huntingdon County Planning and Development Department.

 

The event will be held on Thursday, February 27th at the Huntingdon Country Club. Doors will open at 6:00 p.m. for a networking reception with a cash bar, followed by dinner 6:30 p.m. The menu will include: salad, rolls and butter, grilled chicken, Penne pasta with Alfredo, vegetable medley, potato, assorted pies and beverages.

 

The Annual Meeting will begin at 7:30 p.m. with a presentation of their Annual Report, and the 2024 Community Improvement Awards along with guest speaker, Lonnie Smith, Jr. A lifelong resident of Huntingdon County, Lonnie is Chairman of the Huntingdon County History & Heritage Round-table and recently appointed Director of the Swigart Museum. He works part-time for the Huntingdon County Visitors Bureau and is either on the board of or volunteers for various museums and historical societies in the County, including the Huntingdon County Historical Society and the Huntingdon County Fair Farm Museum. Lonnie is the Huntingdon County Representative for the America250PA initiative. Lonnie is also a Friend of the Chamber.
