Governor Signs Bill That Extends Dual Enrollment to Adult Students
circle with word policy
The California EDGE Coalition sent out an update on Friday that Governor Newsom had signed SB 554 (Roth) , a bill sponsored by the organization that will extend the important benefits of dual enrollment to adult students in high school equivalency (HSE) programs. The bill passed through both the California Senate and Assembly with unanimous support.

As the organization explains in its update, both regular dual enrollment and the new College and Career Access Pathways (CCAP) dual enrollment program have focused on students in traditional high schools. This bill provides a streamlined approach for adults enrolled in an HSE program to concurrently enroll in one or more community college courses without tuition or fees.

The California Employment Development Department (EDD) has issued a policy that provides guidance and establishes procedures regarding the  Workforce Innovation and Opportunity Act's (WIOA) six primary indicators of performance.

The policy applies to all Title I subrecipients, Title III staff, Jobs for Veterans State (JVSG) staff, National Dislocated Worker Grant (NDWG) project operators, and Trade Adjustment Assistance (TAA) staff, and is effective immediately.

Through the CAEP regional consortia, our K12 adult education and noncredit providers are working with community colleges to align programs for English learners and differentiate themselves from college transfer-level coursework by also providing programs for ESL students who may have other goals that don't necessarily lead to college, such as being able to be an active participant in their child's education or achieving community integration - all the more reason to be plugged into AB705 and Guided Pathways conversations.

For more on AB705 and ESL, read PPIC's How Community College Reforms Could Help English Learners.
