Grant-Pierce Pipeline Project Update

June 16, 2025

Dear Neighbor,

EWEB will be replacing water distribution mains and services on Grant St., Pierce St., W. 22nd Ave., and W. 23rd Ave. to address aging pipes. This much-needed project will replace pipes originally constructed in the early 1950s with new, larger diameter, ductile iron pipes to increase flow for fire protection and provide reliability for years to come.

What to expect in the coming weeks

EWEB contractors will begin work on the corner of Pierce St. and 23rd Ave., then move toward 18th Ave. Work may occur on Pierce St. and Grant St. concurrently as the project progresses.

To keep the project moving quickly, neighbors are advised to keep an eye on posted signage to ensure they move street-parked cars as construction nears.

Estimated Timeframe

June – September 2025

Traffic Impacts

EWEB and contracted crews will close street sections to through traffic as they move through the neighborhood. Neighbors will still be able to access their street and homes. If crews need to shut your water off or block your driveway access to complete work, they will notify neighbors and provide additional information directly ahead of time.

For everyone’s safety, please observe all posted traffic controls, parking restrictions, and detours. Cyclists and pedestrians should take extra care to follow traffic and any closure signage.

Neighborhood Impacts

Construction activity will create noise, vibration, dust, and may disrupt normal neighborhood activity. Work will typically begin at 7:00 a.m. and conclude by 5:00 p.m., Monday through Friday.

From This to That: Why We Need to Update Your Pipes

When EWEB replaces distribution pipes, we improve what is put back in the ground. Larger pipes enable increased flow for fire protection, and the ductile iron material ensures that the pipes are strong, durable, and have a long lifespan – estimated to be over 100 years!

Coordination with the City of Eugene

The Grant St. and Pierce St. Pipeline project is in coordination with the City of Eugene repaving project to address pavement age and improve stormwater infrastructure. The partnership reduces the costs for both the City of Eugene and EWEB and minimizes traffic impacts for the community.

In conjunction with the repaving work, the City will partner with affected homeowners who want to improve their sidewalk condition as part of a pilot project
