Water Resiliency Projects

Grant-Pierce Pipeline Project Update

October 9, 2025

Dear Neighbor,

Work is essentially complete on Pierce St. and W. 22nd Ave. You may see crews around to check on things or clean up loose ends.

Due to scheduling delays, EWEB is still working to replace pipes on Grant St. and W. 23rd Ave. After pipes are replaced, you will see crews move down the street to connect the smaller service pipes that lead to individual homes and businesses. If crews need to shut off your water or block your driveway access to complete work, they will notify you and provide additional information in advance.

Thank you to neighbors for keeping an eye on posted signage and moving street-parked cars in advance of any construction activity.

Why are These Pipes Being Replaced?

Water pipelines are buried underground, crisscrossing Eugene and delivering water to 63,000 homes and businesses. Many of the pipelines installed between the 1950s and the 1970s are inching closer to the end of their useful lives.

To parse out what pipes need to be replaced first, EWEB's engineers rely on an internal model that uses data – like material, age, and history of breakage – to pinpoint pipelines that are due for replacement. Additional context, such as scale of the project, funding, crew availability, and partnerships, is factored in to determine which projects happen each year.

With the City of Eugene’s “Grant Street, Hayes Street, Pierce Street & W 22nd Ave Paving project happening in 2025, EWEB was able to prioritize this neighborhood during the summer construction season.

Coordination with the City of Eugene

The Grant St. and Pierce St. Pipeline project is in coordination with the City of Eugene repaving project to address pavement age and improve stormwater infrastructure.

Once EWEB finishes its tie-in work on Grant St., the City will finish up its paving project. For more information about paving, head to the City of Eugene projects page.
