Every day at Casa de Esperanza is a practice in gratitude. We are grateful for the opportunity to care for children, to help families be the healthiest they can be, to work with amazing donors and volunteers and, of course, we are always grateful for the unstoppable generosity of our community.
Thanksgiving is often a time for family, biological or chosen, and this Thanksgiving we are so grateful for the big Casa de Esperanza family. Many of you joined us at the Casa 40th Birthday celebration last month-- former house parents joined us from all over the U.S., some who had never seen the neighborhood. Post-adopt families also came and it was wonderful to catch up and see how the kids have grown! Thank you to the donors and volunteers who made the weekend a success.
Generous donors like you help families succeed despite the odds. I hope you are inspired by reading the story of the Jackson family in the article below. Like so many before them, the Jackson's found hope and help through some of their most challenging days because of you. Understanding Texas Child Welfare- HB 567
|
|
The number of children being removed from homes across Texas has plummeted, but not because abuse and neglect have gone away. A new state law, House Bill 567, which went into effect September 2021 deals only with neglect, not abuse. And when children are removed from neglectful homes, the standard has now changed from “substantial risk” to “immediate danger.”
“Substantial risk would be something that could happen or could likely happen in a week, in a month,” Judge Alvarez 45th District Court Judge Mary Lou Alvarez says. “You've got some space with substantial risk. When you then apply immediate danger, the space becomes more narrow.” The two words are causing a ripple effect through the entire Texas child welfare system, with fewer cases being put in front of judges. Statewide there is a 50% to 75% drop in children being removed from the home. Prior to the law, the vast majority - 75% - of child removals were because of neglect.**
The majority of referrals for children who need placement with Casa de Esperanza come through the Department of Family and Protective Services (DFPS). In the past, families who were investigated by DFPS were frequently offered the option of placing voluntarily with Casa rather than having DFPS take custody. The new law now narrows the circumstances under which the state can take custody of a child. DFPS can still offer the option of placing voluntarily with Casa, but if the family declines, in many circumstances, the state will no longer be able to take custody of children unless the circumstances meet the narrower definition of "immediate danger."
Casa de Esperanza is committed to keeping children safe from abuse and neglect. We know that there are still many families in crisis in need of our services. We will continue to reach out to other social service agencies to reach those families who both need and want our assistance in helping to stabilize their family situation.

12th Annual Chili Cook-Off Success!

Casa de Esperanza Casa de Esperanza was thrilled to host the 12th Annual Chili Cook-Off, presented by Strong Landscaping & Dignity Memorial - Adelante Group, on Sunday, October 30th at Powder Keg. More than 300 guests came together for delicious chili tastings, friendly competition, and red-hot family fun all in support of providing HOPE and a HOME for children in crisis. With your support, more than 16 teams participated and over $50,000 was raised!
