Register Now: GLLC Annual Meeting in Duluth

The Great Lakes-St. Lawrence Legislative Caucus is excited to welcome you to register for the 2024 Annual Meeting on Sept. 9-10 on the shores of Lake Superior. Duluth, Minn. is home to one of the largest ports on the Great Lakes, a beautiful harbor and shoreline, and notable restoration projects.


The GLLC Annual Meeting is for state and provincial legislators from the Great Lakes-St. Lawrence River region. It will include a boat tour for attendees, a meeting of the Task Force on Climate Resiliency, policy sessions connected to the GLLC Policy Agenda, and leadership elections of the GLLC Executive Committee. There are a limited number of travel scholarships available for GLLC members.

Join Us: Web Meeting on the Future of Great Lakes Coastal Resiliency

The GLLC Task Force on Climate Resiliency is holding a web meeting on Friday, May 10 at 10:30 a.m. CT/11:30 a.m. ET. Members will be joined by Michael Padilla, senior project manager, U.S. Army Corps of Engineers, Chicago District, to learn about the status of the Great Lakes Coastal Resiliency Study.


An ongoing assessment of the Great Lakes coasts across eight states, the study examines the region's susceptibility to storms, flooding, water-level fluctuations, and other climate impacts.

Updates from Around the Basin

Report on Great Lakes Litter

Earlier this month, the Alliance for the Great Lakes released a report on litter collected through its Adopt-a-Beach program. According to the Alliance, plastic accounted for 86 percent of litter collected on Great Lakes beaches across the basin over the past 20 years. It recommends looking at policies to limit single-use plastics and establish extended producer responsibility to reduce the amount of plastic that ends up on beaches.

New U.S. Rules on PFAS

On April 10, the U.S. Environmental Protection Agency announced new drinking water standards for six PFAS compounds: PFOA, PFOS, PFHxS, PFNA, HFPO-DA, and mixtures including PFBS. Public water systems will have until 2027 to conduct testing, and until 2029 to implement compliance measures. The EPA will begin enforcement in 2029.


Some states have already begun the process of evaluating the necessary response based on existing test results. Minnesota has identified 22 water systems that currently do not comply with the federal standards, and Wisconsin estimates that 5 percent of their systems will require remediation action. Nationally, the EPA anticipates that between 6-10 percent of water systems will exceed the new standards.

New U.S. Great Lakes Restoration Initiative (GLRI) Draft Action Plan

The EPA is accepting comment on the GLRI Action Plan IV draft through May 24. The GLRI provides funding to address toxic sediments, habitat restoration, controlling invasive species, and more and the action plan guides funding and programs. In Sept. 2023, the GLLC submitted a resolution to the EPA recommending emphasis on climate resiliency and PFAS response in Action Plan IV. The draft plan does include an enhanced focus on climate resiliency; it addresses PFAS mostly in the context of fish consumption advisories.

U.S. Federal Great Lakes Policy Update

On March 22, the GLLC held its second web meeting of 2024. Chad Lord, policy director for the Healing Our Waters-Great Lakes Coalition and senior director with the National Parks Conservation Association, provided an overview of Great Lakes legislation before the U.S. Congress.


Congress is in the process of finalizing the appropriations process for FY 2024. The Great Lakes Restoration Initiative (GLRI) received $368 million in funding, in addition to the $200 million in supplemental funding through the Bipartisan Infrastructure Law. In addition, drinking water and clean waters funds for state revolving loan funds were funded at a stable level in the FY 2024 budget. Appropriations negotiations for FY 2025 opened with President Biden’s budget recommendations on March 11, and while hearings will take place between now and the end of fiscal year, there likely will not be final decisions made until after the November election.
