The Commission serves the Greater Wabash District by providing local, regional, and comprehensive planning, facilitating knowledge enhancement, securing and administering funds and promoting cooperative solutions to regional issues.

IDOT Economic Development Program (EDP)


The purpose of the EDP grant is to provide state assistance for roadway improvements or new construction that are necessary for access to new or expanding industrial, manufacturing or distribution type companies. Funding will include preliminary engineering, construction, construction engineering and contingencies. The focus of the program is on the creation and retention of permanent full-time jobs. Projects which only improve opportunities for future development or are speculative in nature are not eligible. This is not a competitive program however; the funding commitment is based on how many jobs will be created and/or retained. The company must commit to creating new employment and/or retaining employment in Illinois.

Safe Routes to School Program


The Illinois Department of Transportation announced the Safe Routes to School program will be available in 2023. The program provides funding for sidewalks, bike paths, and other pedestrian infrastructure. Applications are set to become available August 1st through October 2nd. Illinois Transportation Enhancement Program


ITEP can help fund the following project categories:

 

1.   Pedestrian/Bicycle Facilities

2.   Streetscapes

3.   Conversion of Abandoned Railroad Corridors to Trails

4.   Historic Preservation and Rehabilitation of Historic Transportation Facilities

5.   Vegetation Management in Transportation Rights-of-Way

6.   Archaeological Activities Relating to Impacts from Implementation of a Transportation Project

7.   Storm Water Management, Control and Water Pollution Prevention or Abatement Related to Highway Construction or Due to Highway Runoff

8.   Reduce Vehicle-Caused Wildlife Mortality or Restore and Maintain Connectivity Among Terrestrial or Aquatic Habitats

9.   Construction of Turnouts, Overlooks, and Viewing Areas

 

ITEP applications will begin August 1st and close September 30th. If your area has a potential project that falls in one of the nine categories, reach out so we can discuss a potential application.

DCEO Business Resiliency


DCEO Business Resiliency program is now accepting applications. This program will offer reimbursement for costs incurred by local businesses due to Covid. Local governments such as the city or county will apply on behalf of all businesses in their area who want to receive funds. Applications will be accepted until 12/31/2023 and considered on a rolling basis.

OSLAD Grant


The Open Space Lands Acquisition and Development (OSLAD) Program is a state-financed grant program that provides funding assistance to local government agencies for acquisition and/or development of land for public parks and open space. Projects vary from small neighborhood parks to large community and county parks and nature areas. Applications are projected to open in late summer.

Community Development Block Grants


CDBG Project Requirements


1.    Meet Low or Moderate Income Requirements

2.    Document a threat to health or safety

3.    Have the proper permits. To have the proper permits, an engineer must be hired, surveys must be completed, and permits must be submitted and received.


In order to submit a CDBG grant, the applicant must meet these criteria. Without this information, an application cannot be completed. We recommend planning for applications a year in advance to make sure the application will be completed on time. The projected due date for CDBG applications is December 2023. The application process can be lengthy, so we recommend that planning a year in advance. Contact Jeff Vaughan or Mike Gill so we can get started on those applications!

Revolving Loan Fund


Looking to open a business? GWRPC provides low interest loans to area businesses to create or retain private sector jobs. Loans can be between $10,000 and $300,000, with one job created per every $30,000 in loan funds.
