Note from the County Administrator

It’s a beautiful time in Greene County! The trunk or treating has started, the leaves are at peak color, and the unusually warm temperatures means bonus time enjoying outdoor activities that taper off as it gets colder. It’s easy to forget that we are only weeks away from one of my favorite holidays, Thanksgiving. I love the notion of coming together, sharing food and company, and giving thanks. There is no tradition of giving gifts to complicate and distract from our enjoyment of each other. These are important concepts and it’s probably why just about every culture around the world has a mid-autumn holiday of a harvest festival and feast, many lasting several days. I hope you have a chance to participate in many of the upcoming community activities, including those sponsored by the Greene County Parks and Recreation like “Paws in the Park.” I look forward to continuing to hear from you about what you love best about Greene County, and what opportunities you’d like us to explore.  

First Friday Coffee & Conversation

October First Friday

County Administrator Cathy Shafrick held her first First Friday Coffee & Conversation on October 6, 2023, at Greene Commons in Stanardsville. This is a new endeavor for this office to reach out to the community and learn what is going well in the County, what needs improvement, and where the County should prioritize its focus. Ms. Shafrick has has scheduled upcoming events in November, December and February (none in January). See flyer below for more information. The goal is to move around the County and to have them at different times of the day in the future.

Public Safety

Greene Assists at Quaker Run Wildfire in Madison

Greene County Emergency Medical Services personnel, as well as our Director of Emergency Management and volunteer firefighters, have been on scene in Madison County for the last several days to assist as the Virginia Department of Forestry battles a wildfire that has grown to more than 400 acres as of October 30, 2023. Photo right shows the 7:30 a.m. briefing held each day.

Lt. Chuck Stockton and EMT Kiersten Parkinson were the EMS crew for Monday, October 30, 2023.

Greene County Director of Emergency Services Melissa Meador has been assisting Madison County's Emergency Management Officials with logistcal issues on scene.

Greene Prepares for Emergency with Simulation

The Greene County Emergency Operations Center was opened for a simulated emergency test on Saturday, Oct. 7. Participants included: Greene County CERT (Community Emergency Response Team); Greene County Emergency Medical Services; Greene County Emergency Management; Greene County Communications Center; the Greene County Amateur Radio Club; the Red Cross; and Greene County Administration. The goal of the exercise was to assess the overall capability of local resources and identify gaps in those capabilities under an emergency scenario. We thank all the participants for assisting that day and will be holding additional coordinated exercises like these in the future. One thing that was learned during this exercise is that the Emergency Operations Center needed an upgrade to purchase a smart board that can display maps that everyone in the room can see. A grant from the state in late October for $3,500.00 will allow Emergency Management to purchase one.

What is coming to Greene

A new page has been added to the County website where preliminary and final site and subdivision plans can be reviewed. Plans will be uploaded onto the site in the next few weeks so that the community may view current and proposed development plans. Updates can be viewed by going to the following link:  https://www.greenecountyva.gov/government/depts/planning-zoning/site-subdivision-plan-submittals .

Pre-applications have been submitted for two proposed residential projects. Both projects will require public hearings at both the Planning Commission and Board of Supervisors before approval. As no applications have been filed to date, there is no hearings scheduled. The proposed projects are detailed below:

This pre-application is for a possible request for a Special Use Permit to add 60

more mobile homes to the Ruckersville Mobile Home Park at the corner of

 Preddy Creek Road and Matthew Mill Road in Ruckersville.

This pre-application is for a possible neighborhood that would consist of 254 townhomes/duplexes/single-family/and multifamily units to be located behind the

proposed WaWa at the corner of U.S. Route 33 east and U.S. Route 29 north in Ruckersville.

Land disturbance permits have recently been issued for the following projects:

Stonewall Harley Davison will be built at the corner of Buck Drive and U.S. Route 29 southbound in Ruckersville.

Sunbelt Rentals will be built along U.S. Route 33 eastbound near Tractor Supply and in front of the Greenecroft Development.

Creekside


The Creekside Planned Unit Development will include 1,100 townhomes and detached single family homes on Preddy Creek Road. Southern Development will begin clearing, grubbing, and burning the current vegetation on 50 acres of Phase 1 of this project. Although inconvenient and annoying, it is legal for them to burn if it meets Forestry’s guidelines during fire season (Feb-April). Neither the County nor DEQ has regulations prohibiting the open burning of trees, nor does it require any citizen to throw woody debris in the landfill rather than burn it. Our inspectors will be driving by the site several times through the process to ensure that only debris from the location was burnt.  The developer’s contact information is provided below if you have concerns:

Voter Registration

Last day to vote early is Saturday, Nov. 4

The last day to vote early in Virginia is Saturday, Nov. 4. The Registrar's Office will be open from 9 a.m. to 5 p.m. this week, including Saturday. Election Day voting at precincts is from 6 a.m. to 7 p.m. on Tuesday, Nov. 7. If you are not certain which precinct to vote, please call the office at (434) 985-5213 to verify. The precincts vote at the following locations:

  • Dyke Precinct-Dyke Fire Station, 9144 Dyke Rd, Dyke
  • Swift Run Precinct-Greene County Tech Center, 10415 Spotswood Trail, Stanardsville
  • Ruckersville Precinct-Holiday Inn Express, 5920 Seminole Trail, Ruckersville

Treasurer

Personal Property & Real Estate taxes due Dec. 5

The second half of the personal property and real estate taxes for calendar year 2023 are due to the Treasurer's Office by Tuesday, December 5, 2023. Taxes can be paid in advance of the due date. Payment can be made by cash, check, money order, and debit/credit cards. Debit/Credit Cards are charged a 2.5% convenience fee with a $1.00 minimum amount.

You can use the drop box or pay in the office, at 36 Stanard St., in Stanardsville. Please do not leave cash in the drop box. The Treasurer's Office Normal Window Hours are Monday-Friday from 8:30 a.m. to 4:30 p.m. Extended Window Hours of 8 a.m. to 5:30 p.m. will be held on Dec. 1, Dec. 4, and Dec. 5.

To pay via mail, payments must be postmarked by the Post Office by Dec. 5, to avoid penalty and interest charges. Mail to Greene County Treasurer, PO Box 157, Stanardsville VA 22973.

You can pay online at paygov.us. The Pay Location Code is PLC#3435. You will need account numbers and the amounts.

Land Use Forms due Nov. 2

For those who received forms from the Commissioner of Revenue's Office, the Land Use Revalidation Forms are due by November 2, 2023. Forms will be accepted until December 31, 2023 with a late fee assessed. Get ready for a pawsitively wonderful day at Greene County Parks & Recreations' Paws in the Park event! This event is a celebration of our love for animals, and we're excited to share it with you. Paws in the Park is more than just a fun day out. It's about promoting the benefits of the Greene County Animal Shelter, inspiring compassion for all living beings, and supporting animal welfare, dog adoptions, and responsible pet ownership in our Greene County community.


Event Highlights:

An enjoyable hike through the scenic park trails with your leashed pets. Well-behaved, leashed pets are more than welcome (please, no retractable leashes). Ensure your dog's up-to-date tags are displayed for their safety.


Vendor Showcase: We're thrilled to host a fantastic lineup of vendors from Greene County and surrounding areas. You'll find non-profits, pet stores, pet crafters, pet trainers and even representatives from Greene County Animal Control. This is a perfect opportunity to discover great products and resources for your furry friends.


Dog-Friendly Stations: Throughout the park, we'll have interactive stations to keep your pets entertained. You can build your own pup cup, enjoy musical sits, create a Dog Pawprint card, and even let your dog try their luck at bobbing for tennis balls!


Food and Refreshments: The Battle Bus Snacks food truck will be on-site, ensuring you won't go hungry during the event. Grab a bite to eat and some refreshments to keep you energized.

Annual Easy as Pie Workshop Scheduled

Make pies to feed Greene’s less fortunate families and elderly on Monday, November 20, 2023, at Grace Episcopal Church Hall (at the corner of Main and Ford Avenue, Stanardsville, VA.) Cost is $7 per youth.

Join us for a Fun Hands-on Workshop for 4-H members and up! (Parents are encouraged to come, too.) Each child will help make Thanksgiving pies for less fortunate families in Greene, and then take home a personal-sized pie for themselves! Our goal is to bake at least 50 pies for local families in need.

• WE ARE LIMITING NUMBERS FOR EACH SESSION TO TEN YOUTH, 9-12 YEARS OF AGE, WITH THE EXCEPTION OF THE CLOVERBUD (must be at least 5, but no older than 8 by September 30, 2024) SESSION AT 2:00 P.M.
