GOOD NEWS FOR GREENPORT

ICE RINK FUNDRAISING UNDERWAY

The Mitchell Park Ice Rink Celebration Committee, co-chaired by Lisa Gillooly and Peggy Lauber, announced the launch of a community-wide fundraising campaign to support construction of a permanent ice rink in Mitchell Park, a long-envisioned project now entering its next critical phase. The project has already secured a significant grant from Governor Hochul to build the rink as a permanent, seasonal community asset. Friends of Mitchell Park, the nonprofit organization whose mission is to support Village-approved cultural, educational, and artistic activities that are open to the public without cost, has stepped forward as a key funding partner and has committed to a dollar-for-dollar donation match of up to $100,000, creating a powerful opportunity for the community to double its impact. The campaign is already gaining momentum, with the first $25,000 donation pledged by a generous anonymous donor.  DONATIONS ARE NOW BEING ACCEPTED AT:  Donate to Ice Rink | Friends of Mitchell Park Greenport NY

MONTHLY VILLAGE BOARD HIGHLIGHTS

BOARD OF TRUSTEES

Administrative and Financial Matters

  • Greenport officials continue advocating for Southold Town to release the Village's required 10% share of Community Preservation Fund (CPF) benefits. Use of funds for stormwater improvements are in discussion. Southold is currently not considering proposals for Village sewer improvements or historic preservation priorities.
  • Several policies for governing the Village and updates to them were reviewed including the Privacy Policy, the Policy for Information & Technology Management and two Cyber Security policies.
  • Amendments have been proposed to update the Village Code of Ethics (draft update here). The amendments include the addition of a financial disclosure form (to be developed and adopted) which must be completed by Village management and members of the Board of Trustees and statutory boards. Amendments have also been proposed to update the Procurement Policy (draft update here) including eliminating the “solicitation list.”
  • Discussions remain ongoing to improve live streaming of Village board meetings and consideration for videoconferencing capabilities.

Seasonal Preparations

  • Bridg Hunt, Manager of the North Ferry shared plans to increase staffing and ensure at least two lanes are open in the Ferry queue to accommodate peak traffic times.
  • Mini Railroad repairs are underway with hopes to resume operations on weekends beginning Memorial Day weekend.

ZONING BOARD OF APPEALS

There is no business to report from the Zoning Board of Appeals other than specific property applications. Minutes from the meeting are not yet available but can be found here when they are posted. A video of the meeting is available on the Village website.

HISTORIC PRESERVATION COMMISSION

Thanks to a $25,000 grant awarded in January through a partnership between the HPC, the BID, and the Village Board, Greenport Village began the nomination of approximately 225 properties to the State and National Registers of Historic Places last week, with work led by Preservation Studios.  Over the next two weeks, the firm will document properties on Second Street, Front Street, Monsell Place, Stirling Avenue (if not already listed), in addition to Green Hill Cemetery. The completed nomination is expected to be submitted in late summer or early fall. If approved at the State level, property owners will receive a certified letter to vote for or against inclusion. With approval, properties could be finalized by early 2027 with the highest level of historic recognition in the United States.  Listing on the registry also makes properties eligible for financial incentives, including renovation tax credits of 20% for homeowners and 50% for commercial properties, as well as access to certain grants.

Importantly, State and National designation does not provide local regulatory protection; only a locally designated historic district under Greenport’s preservation code (Chapter 76) offers that level of oversight.

A video of the March 12th HPC meeting is available on the Village website.
