Message From the City Manager

Greetings City of Grover Beach,
We are finally enjoying dry spring weather in Grover Beach after a seemingly endless winter deluge. In addition to epic wildflowers and blue skies, we’ve seen Lopez Lake spill over for the first time in 30 years. While the winter rain has enabled the City to discontinue mandatory water use restrictions, it’s important to continue conserving water as one very wet winter can easily be followed by a drought once again. Ensuring future water supply for our community is a priority for us and why our partnership with Pismo Beach and Arroyo Grande on the Central Coast Blue recycled water project is so important.
Another priority for the City is addressing homelessness in our community. The City’s approach is based on demonstrating compassion for those experiencing homelessness to help them access housing and services while ensuring order so our community feels safe with well-maintained public spaces. Our partnership with the 5Cities Homeless Coalition has led to the first-of-its-kind Cabins for Change facility where over 20 unhoused individuals are able to have temporary housing with services and employment opportunities. Three individuals have recently moved on to more permanent housing, which means there are three fewer people who are homeless. The City has also recently taken action toward ensuring greater order by adopting a camping ordinance that greatly restricts how people camp in public spaces at a time where the City is unable to enforce broader prohibitions given legal issues. The ordinance goes into effect on April 27 and is intended to improve the safety, appearance and environmental quality of our public spaces.
April has also seen the selection of a new Council Member filling the seat vacated by former Council Member Anna Miller, who resigned in March due to moving out of the area. After conducting an application process that generated six applicants, the Council chose Zach Zimmerman to fill this vacancy on April 24. In addition to being a Grover Beach resident, Mr. Zimmerman is a business owner in Grover Beach and a winemaker at an Edna Valley winery. Mr. Zimmerman also has an extensive record of community involvement here and elsewhere. He will be an excellent addition to the Council in continuing the Grover Beach tradition of thoughtful civic governance rooted in civility.
Lastly, I want to give a shout-out to our Public Works maintenance crew for the fantastic job they do day in and day out. From filling potholes to fixing water lines, our maintenance workers work tirelessly to ensure that our infrastructure and facilities are well-maintained. The next time you see them out in the community, I encourage you to say hello and thank them for all they do to help our community thrive.

On April 6, the Grover Beach Community Development Department hosted a Cannabis Forum. Representatives from local cannabis businesses participated in a roundtable discussion on the state of the commercial cannabis industry and shared ideas on how to continue supporting local businesses and the emerging industry. With the industry rapidly evolving, the City is working diligently to understand the challenges and opportunities that come with change.
The City continues to collaborate with the cannabis industry to share and educate one another on business operations and regulatory standards. We look forward to future opportunities to find creative solutions that ensure these important businesses remain successful.

City Council Appoints Zach Zimmerman to Fill Council Vacancy
|
At its meeting on April 24, the City Council appointed Zach Zimmerman to fill the vacancy following the resignation of Anna Miller. Council Member Zimmerman will serve the remainder of the term through December 2024.
With his appointment, the City Council consists of Mayor Karen Bright, Mayor Pro Tem Robert Robert, and Council Members Daniel Rushing, Clint Weirick and Zach Zimmerman.

Grover Beach Adopts Camping Ordinance to Supplement Homelessness Response

At its meeting on March 27, the Grover Beach City Council adopted an ordinance to regulate camping and vehicle habitation on public rights-of-way and public and private property. The ordinance is effective April 27. This action comes as part of an ongoing effort to address homelessness throughout South County.

Meet the Grover Beach Public Works crew! As part of the Public Works Department, their primary focus is to maintain and improve the City's infrastructure and support its economic growth and civic well-being. The crew is well-prepared to assist with any community needs and takes pride in delivering efficient and prompt services.
The Public Works crew is responsible for a variety of tasks, including responding to emergency calls during storms (such as downed trees, power lines and flooding), testing and treating water, performing minor and major repairs at City facilities, maintaining parks and playgrounds and quickly repairing potholes throughout the community. They are known for their fast response times and can typically shut off or turn on water within 5-10 minutes of a call.

The Grover Beach Parks and Recreation Department is excited to announce the Spring Garden Tour, scheduled for Sunday, May 21 from 1 p.m. to 4 p.m.
The tour will feature a selection of residential and commercial gardens, carefully chosen to showcase the best of Grover Beach's flora and fauna. To nominate a garden for consideration, please email gbparks@groverbeach.org by Friday, May 12.
The Spring Garden Tour is self-guided and admission is free for all. Once the gardens are selected, a map will be made available on the City's website after Friday, May 19. The map will help you navigate the gardens and ensure you don't miss out on beautiful displays!

What is Measure K-14?
In 2014, Grover Beach voters approved Measure K-14, which provides up to $48 million in bond funds for residential street repairs over 25 years.
What is the current status of the Measure K-14 Street Rehabilitation Project?
The City is currently within its seventh year of the multi-year local street rehabilitation project and has completed 14 Measure K-14 projects. The City has maintained and repaired 260 blocks, representing 60% of all local streets.

The weather is warming and fire season is quickly approaching. The Five Cities Fire Authority (FCFA) encourages residents to properly maintain their properties.
All residential properties and alleyways in Grover Beach are required to have weeds and grasses no taller than four inches growing upon or in front of their property (along with the removal of all other combustible materials).
During fire season, all property owners must continuously abate dried or combustible vegetation from their property.
