Our 3C-REN incentives are open for 2026!


Funding can be used for a variety of improvements designed to reduce energy use and improve building performance. Eligible upgrades include heat pump water heaters, heating and cooling heat pump systems, insulation, efficient lighting, and other energy-saving measures.


As a reminder, our 3C-REN incentives are only available through a 3C-REN-enrolled contractor who can be contacted through our Resident Interest Form or Contractor Directory.


With additional programs launching in the Tri-County area, it's a great time to combine a 3C-REN incentive with one of these other programs to make your home more comfortable and safer.


  • Central Coast Community Energy (3CE) recently launched induction cooktop rebates in addition to their other rebate offerings.
  • The City of Santa Barbara is continuing to offer free permitting as well as rebates for heat pump HVAC and water heater projects.
  • The City of Goleta is launching a new program in May/June that waives fees on permits related to heat pump HVAC and water heater projects. Stay tuned for more information coming soon.

This training is geared toward building professionals, but for the savvy homeowner wanting to learn more about heat pumps and how they work, join us for this webinar! The instructor will cover the basics of how heat pumps work, which system to select depending on occupancy and climate zone, and tips for design and installation to make sure the units will work properly.

Simply put, a heat pump is an all-electric system that moves heat instead of making it. That’s what makes it so energy-efficient.



Heat pump HVAC heats in winter and cools in summer by moving heat in and out of your home. Heat pump water heaters pull heat from the air to warm your water

Tri-County residents can combine these incentives and rebates for ultimate savings! The only ones that can't be used together are 3C-REN, Golden State Rebates, and CA Energy Smart Homes (as noted below).


3C-REN (Tri-County Regional Energy Network)

Incentives for home upgrades that save energy, e.g., heat pump projects

Amount: Based on projected energy savings, could be anywhere from $500 to $750, or more for equity incentives

Region: San Luis Obispo, Santa Barbara, and Ventura counties

*Can't be combined with Golden State Rebates or CA Energy Smart Homes


Central Coast Community Energy (3CE)

Incentives for heat pump water heater, HVAC projects, portable heat pumps, and induction cooktops

Amount: $300$2000, or more for income/disaster-qualified

Region: 3CE customers

*Additional $2,000 for associated electrical panel work


Santa Barbara Clean Energy (SBCE)

Incentives for heat pump water heaters, HVAC projects

Amount: $500$3,500

Region: City of Santa Barbara SBCE customers

*Additional $2,000-$4,000 for associated electrical work


Golden State Rebates

Incentives for heat pump water heaters

Amount: $400–$700

Region: California

*Can't be combined with 3C-REN or CA Energy Smart Homes


CA Energy Smart Homes

Incentives for whole-home electrification

Amount: $4,500–$12,000+

Region: Located in PG&E, SCE, or SDG&E electric service territory

*Can't be combined with 3C-REN or Golden State Rebates
