Guam Chamber of Commerce Statement

on Veto Override Restoring BPT Relief

HAGATNA, GUAM The Guam Chamber of Commerce applauds the 38th Guam Legislature for voting to override the Governor’s veto of Bill No. 44-38, the FY2026 budget measure that reduces the Business Privilege Tax (BPT) - from 5.0% to 4.5% effective October 1, 2025, and to 4.0% effective October 1, 2026.


For seven years, Guam’s businesses have carried an elevated tax burden that was intended to be temporary. Today’s action restores credibility to that commitment and affirms that Guam values its private sector as the engine of jobs, investment, and growth. The Chamber extends its special thanks to Senator Shawn Gumataotao for introducing the measure and to Senator Chris Duenas for his leadership throughout the budgetary and legislative process. We also thank the following Senators who voted to override the veto of Bill No. 44-38 and deliver this responsible relief for Guam’s employers and workers:

This measured, phased rollback supports economic growth without sacrificing fiscal discipline. Strong recent revenue performance and longstanding recommendations to improve financial management and collections indicate that the path to better public services lies in accountability and efficiency, not higher taxes on job creators.


With the law now in effect, the Chamber urges executive agencies to ensure a smooth, timely implementation:

  • Department of Revenue & Taxation (DRT): Issue updated guidance and forms so that BPT returns for October activity (due Nov. 20, 2025) reflect the 4.5% rate.
  • Department of Administration / BBMR: Provide clear, public updates on budget execution and prioritization to maintain essential services while strengthening accountability and transparency.


The Chamber encourages members to reinvest savings into hiring, training, wage growth, facility improvements, and price stability where feasible—multipliers that benefit workers, families, and the broader economy.


Guam succeeds when the private and public sectors pull in the same direction. This vote is an important step toward a stronger, more competitive economy. The Chamber stands ready to partner with government and community stakeholders to translate this relief into more jobs, better services, and renewed confidence in Guam’s future.
