Greetings!
UPATE FROM HARRISBURG ON ANIMAL BILLS:
With legislators returning to Harrisburg next week and just five session days remaining, there is a lot happening: some very good, some disappointing, and one development we weren’t expecting.
THE BEAGLE BILL IS ALMOST THERE
The Beagle Bill (SB 381) has now passed second consideration in the Pennsylvania House. An attempt to amend the bill slowed things down, but the amendment was removed and now the bill continues to move forward. We expect the Beagle Bill to come up for final passage in the House next week. After years of work to protect dogs and cats used in experiments and give surviving animals the opportunity for adoption, we are very close. But close isn’t passed. We’ll be watching every step and advocating for support until this bill crosses the finish line.
THE PIGEON SHOOT BILL HAS BEEN LEFT BEHIND
Tragically, the news is not nearly as good for HB 1097, the bill to end live pigeon shoots in Pennsylvania. After recently getting the bill successfully out of the House Judiciary Committee, it is stalled yet again. With only five legislative days left, getting HB 1097 through the House and Senate will take a small miracle.
But if there is one thing Humane PA has learned from decades of fighting to end live pigeon shoots, it is this: We do not give up. And we never will. Pennsylvania should not remain a place where live birds can be launched from boxes and shot for prizes and entertainment. Whether it happens in the next five legislative days or takes us into another session, we will keep fighting until live pigeon shoots are finally clearly banned in Pennsylvania, and we need you to stay the course with us.
AND AN UNEXPECTED DEVELOPMENT...
Aimee’s Law (SB 1311) is suddenly on the move. Aimee’s Law would establish a public registry for people convicted of felony animal cruelty and aggravated cruelty to animals, helping prevent repeat abuse and giving communities another tool to protect animals. The bill moved out of the Senate Judiciary Committee and last week passed the full Senate by a 33-17 vote. It has now moved over to the House; for a bill that only recently began moving through the legislative process, that is remarkable progress this late in the session.
FIVE DAYS. A LOT CAN STILL HAPPEN.
The final days of a legislative session can move incredibly quickly. Bills can stall. Bills can suddenly take off. And sometimes, after years of work, the votes finally come together. We are going to spend every one of these remaining days pushing and speaking up for Pennsylvania’s animals.

P.S. - GENERAL ELECTION ENDORSEMENTS ARE OUT!
To get better laws for animals, we need a more humane legislature. You can help make this happen by voting for a Humane PA endorsed candidate on November 3rd. Click here for our 2026 General Election endorsements.
Thank you for continuing to speak up for animals across Pennsylvania. Please share this alert with other Pennsylvanians who care about animals!
SUPPORT HUMANE PA:
Animals don’t have a voice in Harrisburg, so we have to be that voice for them. Every election gives us another opportunity to build a legislature where protecting animals matters. Please help Humane PA PAC continue that work by making a contribution today. Together, we can give animals the political voice they deserve.
