Welcome to the Home Care Association of New York State 's first monthly e-newsletter for the state Legislature and staff: HCA Capitol Report .

Please make sure to forward this publication to your Chiefs of Staff, Legislative Directors and Health Policy Staff, urging them to subscribe .

The purpose of HCA Capitol Report is to give you a glance of our “watch” legislation, new innovations, upcoming events and trends in the home care, hospice and Managed Long Term Care sectors.

Why is this important?

BILLS & LAWS

Gov. Cuomo has signed HCA-developed legislation fostering collaboration among home care and mental health service providers.

Both sectors are equipped to address unmet needs that can influence outcomes for the elderly and people suffering from mental health conditions at home.

TRENDING

HCA and a coalition have urged the Cuomo administration to invest windfall funds into community care at a proportionate amount to other sectors. (The funds were budgeted from the sale of Fidelis to Centene.) See the recent coverage in Crain’s Health Pulse .

HCA’s new President, Al Cardillo, conducted a wide-ranging Q&A with Home Health Care news outlining some core issues in the field.

November was National Home Care and Hospice Month. You may have seen our recent recognition of veterans in home care . We've posted some other great stories to our National Home Care Month website .

INNOVATIONS

HCA continues to elevate the issue of sepsis care through our Stop Sepsis at Home effort. A person dies from sepsis every two minutes, and it is the number-one cause of hospitalizations. Yet 80% of cases originate in the community, which is why home care is a vital opportunity for interventions.

At the heart of this effort is an HCA-developed sepsis screening tool . We also recently led a major summit with 200 representatives from all areas of health care working together on sepsis prevention.

HCA and partners are holding a seminar on January 8 for you and your staff to get background on home care, hospice and MLTC services as well as learn some of the items that may come your way during the 2019 state legislative session and budget talks. Details are below.
