HCD Releases Affirmatively Furthering Fair Housing

Data Viewer 2.0


The California Department of Housing and Community Development (HCD) is pleased to release the Affirmatively Furthering Fair Housing (AFFH) Data Viewer 2.0. This refreshed version provides an enhanced user experience and access to the most recent fair housing data. The AFFH Data Viewer 2.0 is provided to assist in the assessment of fair housing.

The AFFH Data Viewer 2.0 includes updated source data for existing layers, and a series of new layers which include, but are not limited to:

  • Racial Segregation/Integration from The Othering and Belonging Institute
  • High Quality Transit Stops and Areas from Caltrans
  • School Attendance Boundaries from the National Center for Education Statistics
  • Housing and Transportation Index from the Center for Neighborhood Technology
  • Percent of Structures with Two or More Units from the American Community Survey

 

The refreshed data viewer includes a number of other enhancements, including increased usability, faster load times, an updated how-to user guide, and easier to access metadata. View the full list of data layer changes.


The interactive maps can be explored in any internet browser and exported as a PDF, jpeg, and other image files. In addition, the underlying data layers can be downloaded for offline data analysis through the ArcGIS Pro layer package that contains pre-symbolized layers.

 

HCD plans to continuously update these map layers and add additional data, as well as incorporate user feedback. Comments can be submitted to AFFHGuidance@hcd.ca.gov.


Background: Assembly Bill 686, passed in 2018, codified into state law the requirement that all state and local public agencies take meaningful actions to AFFH. In particular, the bill created new requirements for all Housing Elements to include an assessment of fair housing practices, an analysis of the relationship between available sites and areas of high or low resources, and concrete actions in the form of programs to AFFH. In 2021, HCD released comprehensive guidance materials to help jurisdictions implement these new AFFH requirements, including an AFFH Guidance Memo and the first iteration of the AFFH Data Viewer.
