HCD Releases Updated Guide and Fact Sheets on Affordable Housing Preservation Laws


New Resources + Upcoming Informational Webinar


California faces a critical need to preserve existing affordable homes, especially as more than 47,000 subsidized rental homes face expiring affordability restrictions over the next decade. The Affordable Housing Preservation Laws (AHPL) give public agencies, affordable housing organizations, and tenant associations priority to purchase at-risk affordable housing and preserve affordability for the long term.


To help stakeholders understand their rights and responsibilities under the law, the California Department of Housing and Community Development (HCD) is pleased to release:


Updated Guide + 6 New Fact Sheets

Now available on HCD’s Affordable Housing Preservation webpage:


  • The Guide to Affordable Housing Preservation Laws, newly updated to reflect new amendments from AB 2926 (Kalra, effective January 1, 2025) and AB 1529 (effective January 1, 2026), including updates to Qualified Entities' first right of refusal to purchase and preserve properties.


  • Six tailored Fact Sheets designed for:
  • Tenants
  • Tenant Associations
  • Public Agencies
  • Property Owners
  • Affordable Housing Developers
  • Potential Preservation Purchasers


These materials explain AHPL requirements, purchase rights, tenant notice timelines, how to become a Qualified Entity, and more.
