HCD and DGS Release Updated Map of Excess State-Owned Land for Affordable Housing

 

The California Department of Housing and Community Development (HCD) and the Department of General Services (DGS) are excited to announce the release of the updated State Excess Sites – Affordable Housing Opportunities Map to help developers find state-owned land for affordable housing development.


This map represents an update to the digitized inventory of excess state land created for Executive Order N-06-19, which required HCD and DGS to identify and prioritize excess state-owned property for affordable housing development to help address the shortage of housing for Californians. 

Pursuant to AB 2233 (Quirk-Silva, 2022) and SB 561 (Dodd, 2022), over 44,000 state-owned parcels were reviewed and screened through a new set of criteria developed by DGS and HCD to consistently evaluate excess state-owned properties based on land feasibility and financing competitiveness factors. Based on the updated criteria, sites were evaluated through a systematic GIS-based and visual review by DGS and HCD staff. The identified parcels, shown on the map, are those that have been declared excess by state departments and deemed potentially suitable for housing at this time based on a first application of the screening criteria in 2023-2024.


The map allows developers to search through the state’s inventory of available excess land identified as potentially suitable for housing. In addition, users can overlay key datasets — including the HCD/TCAC Opportunity Map, high quality transit areas, SB 535 Disadvantaged Communities, and rural areas — to assist in applying for affordable housing funding sources and accessing streamlining benefits.


If you are interested in pursuing affordable housing development on a site on the map, please subscribe to the Housing Planning and Policy email list from HCD for upcoming announcements on the process to submit proposals for consideration by HCD and DGS. At this time, no sites are available for award, but developers are encouraged to familiarize themselves with sites of interest. Developers will be notified when sites are made available.
