2019 Florida Legislative Session
The Florida Legislative Session will convene on March 5th and will adjourn on May 3rd.  Be proactive and contact your legislators and ask them to support medicine's issues. Contact information for the Hillsborough Legislative Delegation can be found HERE

A contingency of HCMA members will be travelling to Tallahassee during the sesion. Members will meet with legislators on Tuesday, March 12th.  If you are interested in joining your colleagues please contact Elke Lubin at the HCMA office.

Apply now for the FMA Physician Leadership Academy

The FMA is now accepting applications for the 2019-20 Karl M. Altenburger, M.D. Physician Leadership Academy, an immersive professional development program graduates describe as "a mini-MBA" for doctors. Through intensive learning sessions, Academy participants hone non-clinical skills that are essential for effective leadership in modern healthcare.
 
Selected physicians will attend five full-day courses led by nationally recognized experts and University of Florida Leadership Development Institute personnel. The FMA Foundation for Healthy Floridians covers expenses for materials, lodging, sponsored meals, and speaker fees.

Nominations Needed!
The HCMA Nominating Committee is responsible to nominate members to serve on the HCMA Executive Council, Board of Censors, and as Delegates to the FMA.
 
We ask that HCMA members consider being placed, as a candidate, on the 2019 HCMA ballot. You must be a member in the ACTIVE, AFFILIATE, or LIFE membership categories and your HCMA dues must be paid in full, in order to qualify as a candidate. Results will be announced at the May 2019 Inauguration Dinner to be held at the Westshore Grand Hotel.  
 
Open seats include:

Vice President - 1 year term
Treasurer - 1 year term
Secretary - 1 year term
District, At Large, USF, Young Physician Seats on Executive Council - 2 year term
Board of Censors member - 3 year term
Delegate to the FMA - 3 year term (FMA dues must be paid)
 
Nominations to specific seats will be determined by the Nominating Committee members. However, if you have a preference to serve in a certain capacity, please indicate such when submitting your request.

Are your 2019 HCMA dues paid?
Unpaid 2019 HCMA dues are now delinquent.  Call the HCMA office (813.253.0471), or email Kay Mills, to confirm your HCMA dues have been paid.  If they have not been paid, a credit card payment can be made at that time.

Florida Health Law Quirks: Guidance for Health Care Businesses Entering Florida
A number of "quirks" exist in Florida for those providers new to the state and for those business owners in Florida new to the health care industry. Importantly, businesses new to Florida, or to its health care industry, must be aware that even if their business is correctly structured to comply with federal law, it may still run afoul of Florida civil and criminal statutes. It is important to seek out legal advice from a lawyer trained in this area. The easiest way to accomplish this is to run your business plan by a Florida board certified health lawyer before it is implemented.

AMA, Colorado Medical Society and Manatt Health Release Study of Colorado's Efforts to Reverse Opioid Epidemic
The American Medical Association (AMA), Colorado Medical Society (CMS) and Manatt Health released a report today that shows Colorado has implemented meaningful reforms in response to the opioid epidemic though further steps are needed to save even more lives.

The Colorado spotlight analysis found that progress is being made to increase access to evidence-based treatment for substance use disorders, several pilot projects have improved care for patients with pain, and increased access to the opioid overdose-reversing drug naloxone has resulted in thousands of lives saved.  Read the full article.
The latest health epidemic
Contrary to popular belief and according to the Centers for Disease Control, the use of e-cigarettes is unsafe for kids, teens, and young adults. E-cigarettes are often referred to as e-cigs, vapes, e-hookahs, or vape pens. They may resemble USB flash drives, pens, traditional cigarettes, cigars, or pipes. These devices are the most commonly used tobacco product among high school and middle school students in the United States. Among high school students, current e-cigarette use increased from 1.5% (220,000 students) in 2011 to 20.8% (3.05 million students) in 2018. For middle school students, current e-cigarette use increased from 0.6% in 2011 (60,000 students) to 4.9% (570,000 students) in 2018. Last year the Food & Drug Administration  declared that youth vaping has become an epidemic. Get the facts and talk to your family about e-cigarettes!

Extortion scam targeting DEA registrants
DEA is aware that registrants are receiving telephone calls and emails by criminals identifying themselves as DEA employees or other law enforcement personnel. The criminals have masked their telephone number on caller id by showing the DEA Registration Support 800 number. Please be aware that a DEA employee would not contact a registrant and demand money or threaten to suspend a registrant's DEA registration.
If you are contacted by a person purporting to work for DEA and seeking money or threatening to suspend your DEA registration, submit the information through "Extortion Scam Online Reporting" posted on the DEA Diversion Control Division's website, www.DEADiversion.usdoj.gov.

OSHA penalties adjusting in 2019
OSHA's civil penalties amounts for violations of workplace safety and health standards will increase in 2019 to adjust for inflation. The adjusted maximum penalty amounts will take effect upon publication in the Federal Register. New penalties for willful and repeat violations will be $132,598 per violation; serious, other-than-serious, and posting requirements are $13,260 per violation; and failure to abate violations are $13,260 per day beyond the abatement date.

Two Minutes - What's the Risk?
ProAssurance has produced a series of two minute educational videos which include topics such as patient tracking/follow-up, documentation, using scribes, non-compliant patients, and recording patient conversations. Florida Public Health Advisory
The Florida Department of Health (department) today issued a health advisory to inform the public of an increase in hepatitis A cases in Florida and outbreaks reported across the country. The advisory reemphasized the importance of the hepatitis A vaccination.

Since January 2018, 385 cases of hepatitis A virus infection have been reported in Florida. This is more than three times the previous five-year average of 126 cases. Florida's cases are beginning to mirror national trends as local and state health departments across the country have worked closely with the Centers for Disease Control and Prevention (CDC) to respond to similar outbreaks since March 2017.

HCMA's 25th Legislative Luncheon
HCMA leaders met with members of the Hillsborough Legislative Delegation and their support staff on January 30th.  In preparation for the upcoming legislative session, HCMA leaders apprised your legislators of medicine's priority issues - issues that will affect the practice of medicine and will help physicians provide quality care for their patients.  Watch for your March/April edition of The Bulletin for more photos.

Dr. Jayant Rao (right), HCMA's President Elect, is also serving as the FMA District C representative. Dr. Rao recently attended the FMA Board of Governors' Meeting, taking time to pose with FMA President, Dr. Corey Howard (center) and Dr. Rudy Moise.

You can get involved too!  If you would like to serve as an HCMA Delegate to the FMA contact Elke Lubin at the HCMA office.  Delegates prepare resolutions to present to the FMA House of Delegates at the FMA Annual Meeting each summer.  It is a great way to witness firsthand the road to FMA policy and legislative initiatives.
