Crisis Services Newsletter

Welcome to the Crisis Services Newsletter, distributed monthly to provide updates, share information and provide clarification on behavioral health crisis services covered by the Department of Health Care Policy & Financing (HCPF). 


HCPF partners with several state agencies to support the behavioral health continuum of care in Colorado. Check out the HCPF crisis services webpage, which provides an overview of behavioral health crisis services, links to engagement forums and additional resources. The crisis services provider webpage has provider-focused resources and features various behavioral health crisis services by community-based, facility-based, and transportation options. There are also links to crisis services hospital billing Guidance and non-emergent medical transportation (NEMT) providers (for transportation after discharge from a behavioral health facility).

What’s new?  


The Behavioral Health Administration (BHA) Crisis Professional Scope of Practice is now available on the mobile crisis response (MCR) webpage, and it will be reviewed at the next Crisis Services Bi-Monthly Technical Assistance Collaborative Meeting on Dec. 21 from 11 a.m. to 12:30 p.m.


Connect to new HCPF providers!

The MCR webpage includes the list HCPF MCR providers (type 95 enrollment) and the HCPF behavioral health secure transport (BHST) webpage includes the list HCPF BHST providers, which includes both BHST provider type 97 and ground ambulance agencies that offer BHST services.


Newly enrolled HCPF crisis services providers include:

  • Diversus Health as MCR
  • Mind Springs Health as MCR
  • Guardian Transport & Security LLC as BHST      
  • SkyRide LLC as BHST
  • Specialized Alternatives for Families and Youth of America as MCR


Check eligibility:

  • Enrolled providers must confirm that members have specific coverage types before rendering any Medicaid or CHP+ services or submitting claims. 
  • Providers may now see a new coverage”type called “BHA Benefit Plan '' and “BHAB,” which are part of a BHA program using the Colorado interChange system. The “BHA Benefit Plan” and “BHAB” do not indicate Health First Colorado eligibility. To learn more, check out the provider communication.

Be aware:


Two different enrollment types

BHST and NEMT are two different enrollment types. BHST enrollment applications are still being accepted.


Moratorium on new provider enrollments in the NEMT program

However, in October 2023, the state imposed a Moratorium on New Provider Enrollments as “Non-Emergent Medical Transportation Provider” (NEMT) due to a significant potential for fraud, waste, or abuse to the Medicaid program.


The moratorium will be in place for a minimum of six months and may extend beyond that. Additional information will be announced as it becomes available.


If you are a behavioral health provider helping a member with NEMT service, use the NEMT providers list.


Spread the word about NEMT fraud

HCPF also created fliers to help Health First Colorado members know what NEMT drivers should and should not do when giving members a ride. There are directions for members to report suspicious activity.


Help HCPF prevent fraud, waste, and abuse, and protect member health and safety, by printing and posting the English and Spanish fliers in spaces where Health First Colorado members can see the information.

Are you curious about how to engage as a provider within the behavioral health crisis continuum? Check out the following opportunities:


  • HCPF Crisis Services Monthly Open Office Hours is an informal, unrecorded meeting where stakeholders can ask questions about covered crisis services and troubleshoot issues like enrollment or billing challenges. The meetings occur on the second Tuesday of each month from 11 a.m. to noon. Register in advance for the meeting.


  • Crisis Services Bi-Monthly Technical Assistance Collaborative Meeting is a formal, recorded session where HCPF, the BHA and the Colorado Department of Public Health and the Environment (CDPHE) provide updates and engage with stakeholders. The next session will be held on Dec. 21 from 11 a.m. to 12:30 p.m. These meetings will occur every other month on the fourth Thursday. Register in advance for the meeting.
