As you may know, New York State’s 2019 Climate Leadership and Community Protection Act (CLCPA) requires an 85 percent reduction of greenhouse gas emissions from 1990 levels by 2050 and eventually net zero emissions in all sectors of the economy. The buildings sector contributes just over 30% of the State's greenhouse gas emissions.
HCR has been at the forefront of the State’s efforts to reduce harmful building emissions by requiring energy efficient design elements across our portfolio of programs.
To continue our success and ensure that New York achieves its ambitious climate goals through decarbonization, we are excited to announce our new Sustainability Guidelines for multifamily housing, which will take effect beginning with our Fall 2022 9% Multifamily Finance RFP and on proposals submitted to the 4% Bond program following the release of these guidelines.
The Sustainability Guidelines build upon our existing strategies and practices included in HCR’s Design Guidelines* and lay out a clear pathway for reaching the State’s CLCPA decarbonization goals in buildings. The new guidelines will apply to both new construction projects and existing buildings, and include criteria such as third-party certification programs, high performance building shells, systems and equipment, reduction or removal of fossil fuel-based sources, increased indoor environmental quality and resiliency measures.
*An update to the 2021 HCR Design Guidelines will be issued in May 2022.
