Welcome to the latest edition of CICP Communicates!

CICP Communicates is a Department of Health Care Policy & Financing (HCPF) publication providing information on Colorado Indigent Care Program (CICP) policy, trainings and meetings.

Stakeholder Meetings

HCPF will be hosting stakeholder meetings for the implementation of SB 24-116 and HB 24-1399. These meetings will be open to all stakeholders and are intended for HCPF to share information and receive feedback from the stakeholders. We would like to remind our CICP Advisory Council Members that only one member may attend each of the stakeholder meetings to ensure we abide by the Sunshine Law. If you would like to attend a meeting, please let us know in advance. We will ensure that there is an opportunity to attend at least one meeting for each Council Member who is interested. All Council members may send comments via email for any meeting they are unable to attend. If Council members show up to a meeting without letting us know beforehand and another Council member is already in attendance, we may have to remove the second Council member. As mentioned at the October Advisory Council meeting, there will be information shared with the Council related to the feedback HCPF receives at each of the stakeholder meetings. We welcome all comments that can be sent via email to hcpf_HospDiscountCare@state.co.us or hcpf_cicpcorrespondence@state.co.us.


Meetings have been scheduled for various days and times in an effort to ensure stakeholders are able to attend at least a couple of meetings. Interested parties can join via the Zoom link. The dates and topics of the stakeholder meetings are as follows (topics may be subject to change):

HB22-1289

House Bill 22-1289, Health Benefits for Colorado Children and Pregnant Persons, also known as Cover All Coloradans, is a new law that is effective January 1, 2025. Cover All Coloradans assists low-income pregnant people and children in low-income families in obtaining health coverage, no matter what their immigration status is.


Starting January 1, 2025, patients that are currently approved for Emergency Medicaid and qualify for full benefits may automatically qualify for Health First Colorado. Due to this new expansion, there may be an impact on certain populations that are currently receiving discounted care through the Colorado Indigent Care Program (CICP) and/or Hospital Discounted Care. Facilities will need to check patients’ insurance status and notify the applicable patients that their CICP and/or Hospital Discounted Care determination is ending due to the change in their health insurance.
