  • COVID-19 PHE (Public health emergency) was renewed on October 15, 2021 for 90 more days.

  • No Surprises Act interim final rule (IFR) was issued on September 30, 2021.


  • Governor Newsom signed new laws that impact our industry:
  • AB 1020 will impose new limitations on hospital debt collections and raise the income level for hospital charity care eligibility. The bill would require the Department of Health Care Access and Information to review a hospital’s policy for compliance with the law by January 1, 2023,
  • AB 532 will require hospitals to provide their patient charity care and discount policy notices to patients at the time of service if the patient is conscious and able to receive written notice and no later than the discharge process/when the patient leaves the facility.
  • AB 570 will allow adult children to add their dependent parents or stepparents to their health coverage in the individual market just as dependent children can now be added to their parents’ health coverage.
  • SB 510 requires payers to cover COVID-19 testing, immunization, and healthcare services related to testing with no cost-sharing or prior authorization or other use management during and following the pandemic public health emergency.
  • SB 280 removes discriminatory practices in the large group health insurance market by requiring policies to cover medically necessary basic healthcare services such as women’s reproductive services, obesity care, and organ transplants; codifies under state law the federal Affordable Care Act’s ban on discriminatory large group health insurance benefit designs and marketing practices.
  • SB 283 will prohibit a life or disability income insurer from considering an applicant’s occupation in determining whether to require an HIV test as well as from limiting benefits payable for a loss caused by or contributed to by HIV or AIDS. Imp - Jan. 1, 2023
