OCR Issues Guidance:
HIPAA, COVID-19 Vaccinations, and the Workplace
The guidance reminds the public that the HIPAA Privacy Rule does not apply to employers or employment records. This is because the HIPAA Privacy Rule only applies to HIPAA covered entities (health plans, health care clearinghouses, and health care providers that conduct standard electronic transactions), and, in some cases, to their business associates.

"We are issuing this guidance to help consumers, businesses, and health care entities understand when HIPAA applies to disclosures about COVID-19 vaccination status and to ensure that they have the information they need to make informed decisions about protecting themselves and others from COVID-19," said OCR Director Lisa Pino.

Biden-Harris Administration Advances Key Protections Against Surprise Medical Bills

This rule details a process that will take patients out of the middle of payment disputes, provides a transparent process to settle out-of-network (OON) rates between providers and payers, and outlines requirements for health care cost estimates for uninsured (or self-pay) individuals. Other consumer protections in the rule include a payment dispute resolution process for uninsured or self-pay individuals. It also adds protections in the external review process so that individuals with job-based or individual health plans can dispute denied payment for certain claims.

HHS Issues Final Regulation Aimed at Ensuring Access to Equitable, Affordable, Client-Centered, Quality Family Planning Services

The final rule, “Ensuring Access to Equitable, Affordable, Client-Centered, Quality Family Planning Services - PDF” realigns the nation’s family planning program with nationally recognized standards of care, reinforces the program’s emphasis on quality, equity, and dignity for all individuals who seek Title X services, and modernizes the more than 50-year old program to better reflect the current healthcare system. This new rule replaces the 2019 Title X Rule.

Take the PULSE of Your Community

Seven years ago the Office of the National Coordinator for Health Information Technology (ONC) began work on the Patient Unified Lookup System for Emergencies (PULSE). PULSE is an effort to create national resilience by improving first responder access to patient electronic health information they need to provide services and ensure public health during disasters, including public health emergencies. Recently, ONC launched a new, code-only technical solution called PULSE-Community Edition (PULSE Community) that builds on the original PULSE code. PULSE Community enables first responders and other response personnel (e.g., epidemiologists, emergency medical services, and health care volunteers) to securely access vital health information they need during emergencies and disasters from connected health care organizations.
