The City of Laguna Niguel invites current Laguna Niguel HOA Board Members and Property Managers to attend an informative lunch meeting presented by City staff. This is an opportunity to meet staff, learn about City processes, and ask questions.


Guest speakers include Laguna Niguel Police Services and Robert M. DeNichilo, Esq., CCAL. This meeting will be held at City Hall on Thursday, November 9th from 11:30 a.m. - 1:00 p.m. Lunch will be provided.

Strategic Plan and General Plan Update Survey


The City is reaching out to Laguna Niguel residents through a community-wide strategic plan and general plan update survey. The City aims to engage a broad spectrum of stakeholders, ensuring that every voice is heard. Hard copies of the survey were mailed out earlier this week to all residential addresses in Laguna Niguel, and the survey is available online at bit.ly/lnupdate. Additionally, residents will have the opportunity to provide their input in-person at City facilities and at community events. The community-wide survey will provide the City with the necessary tools to be able to define future policies, strategies, initiatives, resources, and timelines that meet the identified needs of the community. Together, we can gather vital data and insights to help shape the community’s future path.

The City is excited to embark on the process of updating its General Plan. The project website, LagunaNiguel.GeneralPlan.org, provides the community with the opportunity to provide input, track progress, review resource documents, and participate in the overall process.


Each city in California is required to have a General Plan, which serves as a guiding document for the city’s long-term growth and development. Most of Laguna Niguel’s current General Plan dates back to 1992 - just after the City’s incorporation - and a lot has changed since then. New housing developments have been built, business and industry needs have shifted, and the way people get around town has changed.


The City's General Plan Update process provides all Laguna Niguel residents and businesses the opportunity to help shape the future of our community. We need your valuable input in order to ensure the General Plan Update is a success. Let us know what do you love about Laguna Niguel? What opportunities and challenges do you think the City will face as it evolves over the next 10, 15, or 20 years? With your help, we can plan for Tomorrow! Together!

Prepare Your Property for the Winter Storm Season!

TREES: Inspect trees on your property, especially any that have not been trimmed within the last 3 years, top-heavy, thick foliage, fractured limbs, etc. Please schedule regular trimming/removals to avoid hazardous conditions for pedestrians/motorists and to avoid costly damage to your property, other property, and/or personal injury.

V-DITCHES: If your property has a V-ditch, check for any debris or blockages, including dirt, leaves, vegetation, or other materials. Please remove any vegetation growing over the drain. If any portion of the drain is damaged or cracked, please repair or seal. If blocked or cracked, the V-ditch could overflow and cause erosion and potential slope instability resulting in costly damage to your property and/or the adjacent property.

Deferring maintenance or choosing the wrong replacement can be extremely costly for your association and its members. Older air conditioning (AC) systems owned by associations and members will potentially be obsolete in a few years because of legislative changes in permitted refrigerant gas. CROWN VALLEY PARKWAY

PIPELINE REPLACEMENT PROJECT


The Crown Valley Parkway Pipeline Replacement Project will replace about 2 miles of water transmission main and sewer force main pipelines. Both pipelines are within Crown Valley Parkway, between Camino Del Avion and Hillhurst Dr. With good maintenance, the existing pipelines have served the community well for over 60 years. To ensure continued safe and reliable service (and minimize the frequency of costly and disruptive outages), the aging infrastructure must be replaced. The new pipelines are essential to providing drinking water and sewer service to a significant portion of the City of Laguna Niguel.  


Start: September 2023

Estimated Completion: Spring 2025

Location: Crown Valley Parkway, between Camino Del Avion & Hillhurst Drive

Expected Traffic Delays: Monday through Friday l 9:00 a.m. – 3:00 p.m.


Closure and Alternate Route Details

  • 1 (one) lane in each direction will remain open during construction.
  • 2 (two) lanes in each direction will be open during rush hour, overnight, on weekends, and holidays.
  • Alternate routes include Niguel Road and Pacific Island Drive.
  • On-street bicycle lanes will be closed throughout construction. Detours include Salt Creek Trail and Niguel Road.
  • Sidewalks and pedestrian pathways will remain open throughout construction.

City of Laguna Niguel's Landscape Review Process

Most changes to landscape for properties other than single-family residences require landscape approval. For commercial properties, this typically involves a site development permit review. For homeowners’ associations with large HOA-maintained landscaped slopes, the City has created a streamlined review process to better assist HOAs. This efficient process can be used for various reasons, such as routine maintenance of landscapes and irrigation and replacement of dead or diseased trees.

The City is obligated to comply with certain state mandates regarding landscape projects and irrigation; however, our goal is to help you get the approvals needed to complete your landscape projects with as little hassle as possible.

California Department of Insurance Increases FAIR Plan Commercial Coverage Limits for HOAs, Condos, Farms, and Businesses


Earlier this year, Insurance Commissioner Ricardo Lara acted to expand commercial coverage through the FAIR Plan, California's insurer of last resort. Commercial coverage is available through the FAIR Plan to homeowners associations, condo associations, farms, and businesses of all kinds when they are unable to find insurance through the normal market.


Now the Department of Insurance has approved the FAIR Plan to increase commercial coverage limits to $20M per location for its Commercial Property Program and Business Owner’s Program (BOP).


The effective date for the higher commercial property limits will be no later than November 1, 2023 and the effective date for the higher BOP limits will be no later than December 14, 2023.
