Federal Government 4th Quarter and Fiscal Year End Spending

The government is approaching the 4th Quarter and Fiscal Year end. Most Federal spending takes place in the last 3 months of the fiscal year 1 July – 30 September. Methods to streamline/accelerate acquisitions are going to play a key role in enabling the government to reach their end of year procurement goals.

If you are an 8(a) certified company, this is key time of year for you. Government Agencies will be seeking qualified procurement ready 8(a) companies to assist them in procuring much needed supplies & services in support of Agency mission requirements.

Looking for opportunities! Check beta.sam.gov and agency websites. Network and team with other 8(a). This is the season with great potential for prime contract direct awards valued at $4M and below. Additionally, there are opportunities to subcontract/team with Alaska Native Corporations (ANCs), which provide a great way to assist Federal agencies in accelerating their procurement processes and accomplishing their FY2020 procurement goals.

Under the ANC 8(a) Business Development Program, DoD Agencies can issue Direct Awards (sole source) up to $100M with no Justification and Approval. Civilian Agencies can issue awards up to $22M with no Justification and Approval. Unlimited size awards are possible in both DOD and civilian agencies with proper Justification and Approval.
PPP Loan Flexibility Act – H.R. 7010

The new Paycheck Protection Flexibility Act H.R. 7010 was passed by the House and Senate and Signed by the President on June 5, 2020.

Businesses with PPP loans can breathe a sigh of relief as they will benefit from major changes in the loan program.

The new PPP law does the following:
  • Lengthens the loan forgiveness period from eight weeks to 24 weeks.
  • Lowers the amount of PPP funds that must be spent on payroll from 75% to 60% and allows 40% for other qualifying expenses.
  • Delays employer payroll tax payments through the end of 2020.
  • Exempts borrowers from the FTE loan forgiveness reduction if borrowers are unable to return to the same level of business activity as before Feb. 15th due to Covid-19.
