DEI Executive Orders Do Not Change Title VII
Experts have stated that companies should review their inclusion and diversity (I&D) practices and policies in order to withstand any federal scrutiny following President Donald Trump’s executive orders addressing diversity, equity, and inclusion (DEI) programs. The executive order among federal contractors and private-sector employers, however, does not supersede well-established anti-discrimination law.
With the shifts from inclusion and diversity, there is now an emphasis on a merit-based approach with some statutory obligations remaining which include tracking employment metrics for veterans and people with disabilities.
During a SHRM webinar to help employers navigate compliance with Title VII, 4% of attendees felt confident in their understanding of the executive orders and how they intersect with Title VII and only 8% stated that they are seriously considering changing their DEI programs due to the EOs. The webinar emphasized that Title VII has not been displaced and that the EOs do not supersede, erase, or eliminate any federal laws, “While the law hasn’t changed, how it will be interpreted has.”
Programs and practices which provide specific employment opportunities and benefits to certain groups over others are what employers should be paying attention to during this critical time of reviewing and assessing I&D programs and policies. “As HR assesses hiring, promotion, and training policies, it is crucial to ensure that these practices do not unintentionally incorporate protected characteristics as factors for preferential treatment.”
It is advised not to remove equal employment opportunity language from websites and policy handbooks and to take a close look at programs to ensure that they do not exclude any groups.

Missouri Paid Sick Leave Law Poster
On May 1, 2025, the new Missouri Paid Sick Leave law will take effect. Though it is set to go into effect shortly, there are still ongoing legal proceedings that may impact this law’s final implementation. We, at HR Advantage, are closely monitoring any developments and will provide updates should there be revisions or new guidance issued by the DOL or the courts.

Hiring Picked Up in February
In February, U.S. employers added 151,000 jobs, slightly below economists' expectations but an increase from January. Job growth was seen in healthcare, financial activities, and transportation/warehousing. The unemployment rate rose to 4.1%, close to historic lows, with unemployment benefit claims remaining steady. However, there was an uptick in layoffs, primarily due to federal workforce reductions, which may be more apparent the in March and April reports.
Economists are expressing concerns about rising uncertainty and recession risks, citing an economic stoppage and a decline in consumer confidence. Some private companies are pausing hiring plans due to federal spending cuts, and ADP's employment report indicated a decline in hiring, especially in service industries connected to consumer spending.
